(FDA) is the only agency that is polite enough to respect copyright, but their
propriety is limited. Social networking
sites sold their 400 million profiles for $20 billion once or twice on the
Security Exchange. Prescriptions must be
all that fit in an iPhone. Social
networking is completely intolerable to anyone with anything to say.
My Flood and Tornado Insurance withdrawal from
the Deepwater Horizon Overpayment seems to have
siphoned a little from the stock market but it was definitely the Middle Class
Tax Relief Act of December 2010 that withdrew so much, $90 billion, for such a
stupid reason, employment growth declined in January 2011. Middle class employees and self-employed
people were given a 2% reduction in OASI taxation. I was defrauded $69 a month SSI and assaulted
with bacterial, fungal and radiological devices and sentenced to another three
years at $666 a month, if we get our 5.2% COLA in December 2011 after 1.6% inflation
in 2010 and 3.6% so far this 2011. I am
legislating a fixed 3% COLA unless inflation exceeds 3% and two year term for
the Commissioner. It sucks being the sole
proprietor of the federal
budget. I have a few more days work
on the brief to appoint Stanley Friendship, an African American social worker
who has 30 years’ experience working with the Social Security Administration
and is the Seattle Regional Commissioner. The trial makes calculus difficult
and racial non-discrimination theory but a paragraph. The OASDI tax rate needs to be adjusted to pay
for the DI deficit and put some of the $2.5 trillion of interest bearing securities
to work without creating a deficit.
The only decent press this quarter was the
resignation of Secretary of Defense. On
the bright side, around 60°F, while it was in the 90ºs in the rest of the

turning me into a nocturnal bat with white nose syndrome (WNS). WNS must be an excruciating cancerous death. The athlete’s foot crème, 1% clotrimazole, an azole, in my $1 totally tubular collection,
worked overnight smeared on the cheeks, but after a bag of cake I got my
cavities oral analgesic gel, 20% benzocaine.

Viruses are the smallest infectious
agents. Outside living cells, viruses
are wholly inert. Their sole activity is
to invade the cells of other organisms, which they takeover to make copies of
themselves, using genetic information.
Viral infections range from warts, the common cold and other minor
respiratory tract infections and hepatitis, to extremely serious diseases, such
as rabies, AIDS, and at least 18% of all types of cancer. Highly effective vaccines prevent
poliomyelitis, measles, mumps, rubella, hepatitis, yellow fever, human
papilloma, rotavirus and post-exposure rabies.
AIDS drugs have reduced HIV infection and mortality worldwide. The rotavirus vaccine (2006) reduced
childhood ER visits for gastroenteritis by 85%.
LigoCyte is beginning phase II trials of an
intranasal norovirus vaccine. Teva Pharm is
authorized to manufacture the adenovirus vaccine, discontinued in 1996, after
epidemics took 5 lives. The FDA removed
600 cold and flu remedies and approved Allegra OTC. Corticosteroid inhalers discontinued for
fluorocarbon concerns can substitute Flovent. Acyclovir, topical and pegylated
interferon alpha-2B, Foscarnet sodium and Immune
Globulin IV treat a broad spectrum of the viral vectors of chronic disease
surveyed.

To better respect the AMA Code of Medical Ethics 10.00-10.05
Opinions on the Patient-Physician Relationship, Opinions 10.06-10.10 are
appended to espouse the ideals of family medicine, caregiving, social work,
family law and victim compensation. The
Secretary of State instantly got the AMA Code of Medical Ethics back online
after a report of censorship was made in 2009.
Whereas she has spared her husband adultery on several memorable

achieved 50 non-consecutive pull-ups, to compliment 100 push-ups, 100 sits ups

Doxycycline 100 mg, the once a day antibiotic, for 15 cents a pill, and stopped
eating sugar in 2011, after giving up animal products in 2010. Said the wisdom teeth to the first maxillary
molar, “drink your coffee black or not at all” like my mother, the unemployed
family physician, who paid for my recent visit to the dentist. To honor the will of her father I wish to

Tornado Relief HA-5-5-11
The
United States encountered an estimated 875 tornadoes in April 2011, the most in
any month in history. Normally, the average number of tornadoes in April is
161. May is usually the most active
month. The average annual number of
tornadoes is 1,274. Most of this
increase is due to two unusually large outbreaks. The first tornado storm was from April 14-16
when 320 tornadoes swept across Oklahoma, Arkansas, Mississippi, Alabama and
North Carolina claiming an estimated 45 lives.
In the second storm from April 25-28 another 305 tornadoes swept through
Louisiana, Mississippi, Alabama, Georgia, Tennessee and Virginia claiming 318
lives, mostly in Alabama, 309 April 27-28, the fifth deadliest day of tornadoes
since records began being compiled in 1680.
Normally tornadoes cause an average of 70 fatalities and 1,500 injuries
in the U.S. each year. The
Tuscaloosa-Birmingham tornado during the April 2011 event caused at least 65
fatalities. This tornado had a maximum width of 1.5 miles and a track 80 miles
long. Records indicate tornadoes are
more numerous and destructive between the Rocky and Appalachian Mountains than
in any other part of the world. The
devastation wreaked by the April 2011 tornadoes compels NOAA National Weather
Service Prediction Monthly and Annual U.S. Tornado Summaries to begin to
account for the injuries and property damage, as well as death, caused by more
tornadoes than anywhere else in the world.
The April 2011 page does not even account for the damage caused by the
April 14-16 outbreak. Reconstruction
estimates of individual counties range from $3.5 million to $57 million and
there may be a hundred counties affected.
It would be safe to estimate a one billion dollar private insurance
settlement and another one billion dollar public settlement. This of course includes unemployment,
survivor, disability and Medicare benefits, as well as FEMA assistance.

A
Treaty of Freedom with the Rogue River Tribes: Table Rocks Wilderness Camping
Powwow Petition HA-12-5-11
To (1) post “$5 a night wilderness
camping, Native Americans and indigents camp free, camping and campfires in
designated areas only, no firearms”, (2) use the revenues to subsidize RVTD
Route 60 to White City to go the extra 6 miles to Table Rocks for $2 twice a
weekday, and (3) Promote White City S.W.A.T. obstacle course instruction and
competition for the public for a $5 fee.
The Table Rocks are
remnants of lava flows that filled the canyons over 7 million years ago and rise dramatically 800 feet above the
Rogue River Valley. 155
years have passed since the Takelma surrendered on
July 8, 1956 and agreed to be moved from the Table Rock Reservation to
reservations on the coast in abrogation of the Treaty
of Peace concluded on September 8, 1853, Treaty for Sale of Land on September
10, 1853 as
well as the land sharing agreement on November
11, 1854. The Table Rocks are
now owned and collaboratively managed by the Nature Conservancy and the Bureau
of Land Management (BLM), which has designated its holdings as an Area of
Critical Environmental Concern. The
wildflower dwarf woolly meadowfoam (Limnanthes floccosa
ssp. Pumila)
grows on the top of Upper and Lower Table Rock and nowhere else on Earth.
A federally listed species of fairy shrimp has also been discovered inhabiting
the vernal pools. The slopes below the
rocks support Oregon white oak, madrone, ponderosa
pine woodlands and Rogue Valley chaparral.
Oak woodlands and chaparral provide the blue-gray gnatcatcher's
northernmost known nesting site. Spring
wildflowers begin to bloom in February and reach their peak during April and
May. The Federal Government has
compensated the descendants of the Takelma Indians - the Confederated Tribes of Siletz.
The State of Oregon recognizes Siletz City. It remains to be seen if the descendants of
the Rogue Valley volunteers are ready to be forgiven. To make the terms of this treaty absolutely
clear the Confederated Tribes of Siletz, with the permission of the Jackson
County Sherriff, shall be granted no less than the entire wilderness camping
revenues levied on those nights they host a weekend powwow on the Table
Rocks.

investigational animal drugs for the amelioration of the WNS and EHM epidemics HA-25-5-11
The Department of
the Interior has bathed every waterfowl in the Gulf with Dawn, now it is time
for the Fish and Wildlife Service (FWS) to disinfect every bat cave with
Lamisil AT. Funds allocated to Department of the
Interior for Gulf cleanup, that are now unecessary, can be transferred to the
adoption of an antifungal regime for the treatment of WNS hibernating bats and
other worthy projects. In May 2011 the U.S. Fish and Wildlife Service released a
National Plan for Assisting States, Federal Agencies, and Tribes in Managing
White-Nose Syndrome (WNS) in Bats caused by the fungus Geomycetes destructans that has taken the lives of
over a million hibernating bats in affected caves Connecticut, Delaware,
Indiana, Kentucky, Maryland, Massachusetts, New Hampshire, New Jersey, New
York, North Carolina, Ohio, Pennsylvania, Tennessee, Vermont, Virginia, West
Virginia, and the Canadian provinces: New Brunswick, Nova Scotia, Ontario, and
Quebec since it was first detected in caves near Albany, New York in the winter
of 2006-2007. An outbreak of potentially fatal equine herpesvirus
myeloencephalophy (EHM) caused by equine herpesvirus-1
(EHV-1) began at a horse show in Ogden, Utah, April 29-May 8, with at least 41
suspected cases, 21 confirmed cases and 7 deaths, across 18 states. New animal
drugs for investigational use for the treatment of animal epidemics of known
etiology are (1) Lamasil AT (micanozole
nitrate), or safer and more effective antifungal spray, to sterilize bat caves
in danger of WNS and/or bat weight specific doses of oral Ketoconazole (Nizoral) 200 mg tablets, around 1/100 of 1 mg a day for two
week to a year (2) Valacyclovir (Valtrex) 30-40 mg/kg twice to three
times daily for 7 days to treat EHM.

can be sickening and a 1 Sv dose is known to cause
the vomiting indicative of mild radiation sickness, 2-4 Sv
moderate, 4-6 Sv severe, 6-8 Sv
very severe and >8 Sv 100% lethal. Please remove the CD/DVD writer from your
computer if dissatisfied with its performance or your health. Buy a netbook. Radiation emission tables must be
re-published for lasers under 21CFR(I)(J)§1040.10 (h)(ii)(2) and for cellular phones §1050.10(e)(1) and 47CFR§1.1307(b)(2). Both products demand the component or circuit

Book 1 Military Diplomacy (MD)
To
transfer Chapter One Navy Hospitals, Naval Home, Army and other Naval Hospital,
and Hospital Relief for Seamen and Others §1-40 to Chapter 10 Armed Forces
Retirement Home §400-435 and write a whole new Chapter on military democracy. This Chapter shall change the name of the
Department of Defense (DoD)
to the Military Department (MD). The US
Military employs an estimated 2.8 million US citizens including 600,000
civilian employees. In FY 2011 military
spending rose to $723 billion one half of global military
spending and will decline to $654 billion in FY 2012 after the war supplemental
is terminated. Under the Nuclear Non Proliferation Treaty (NPT) the US, who has
an estimated 10,000 warheads, must reduce their arsenal to no more than 1,700
to 2,200 nuclear warheads by 2012.
Elimination of various Cold War weapons systems can save $50 billion
from maintenance, redeployment from Iraq and Afghanistan can save another $50
billion. For a balanced federal budget
the military spending limit for the next decade is $400 - $500 billion annually. Since its
foundation the US military has suffered nearly 1.3 million casualties in 13
wars. There are reported to be 26.4
million US veterans. To military must
carefully prohibit the use of force, thermal oceanic dumping, biological
experimentation and damaging environmental modification programs; carbon
emissions must be capped. Military
spending must be limited to not more than $400 billion annually. Surplus military bases shall be legitimately
sold to the most peaceful bidder and surplus funds returned to the
Treasury. To earn lower cost
humanitarian status for US missions the US shall veto UN Chapter VII missions
and instead promote humanitarian missions that pay payroll taxes and corporate
profits, less social insurance and deductibles, to the general treasury of any
developing democratic nation they occupy.
The US must purchase rights to African Command, Iraq Reconstruction
Fund, US/Afghan Peace Treaty and Balanced Federal Budget from the Author; as
well as elect a new, civilian Secretary for the Department. Democratic peace theory holds that liberal
democracies tend to be more peaceful than authoritarian or totalitarian states
because they don’t make war upon other democratic nations or torture their own

Book 3 Health and Welfare (HAW)
To
amend Chapter 3 National Home for Disabled Volunteer Soldiers §71-150. To pass a Balanced Budget Amendment replacing
the second amendment right to bear arms in the U.S. Constitution it
is necessary to respect that in a democracy the people are sovereign and ensure
their human rights are fulfilled.
Socialism is explained to appoint licensed social workers Administration
Law Judges (ALJs) enabled to adjudicate medical malpractice liability and
relegate agency lawyers to Court.
Cardiovascular disease is added to the Disability Quick List. The name
of the Centers for Medicare, Medicaid and SCHIP (CMS) is changed to National
Health Insurance (NHI) and is transferred to SSA along with other mandatory
benefit programs held by the Public Health Service. Medical cost increases are limited to less
than 3% annually. Patients shall be
enabled to refuse to pay for unnecessary, overpriced or harmful medical
treatment with judgments of sovereign immunity.
The U.S. is the only nation that does not have universal health
insurance and health expenditures are the most in the world, consuming more
than 16% of the GDP. The U.S. shall
evolve a universal single payer health insurance system and then a national
health service that is free for everyone.
During 2008, an estimated 162 million people had earnings covered by
Social Security and paid payroll taxes.
One-in-six Americans received a Social security benefit, 51 million
people, 35 million retired workers and dependents of retired workers, 6 million
survivors of deceased workers, and 9 million disabled workers and dependent of
disabled workers. Total benefits paid in
2008 were $615 billion, total revenues were $805 billion and assets grew to
$2.4 trillion. Together Medicare and
Medicaid served 87 million people at a combined cost of $702 billion. In 2009 38 million people used food stamps at
a cost of $53.6 billion. In 2000 125
million people were covered by unemployment insurance and in 2010 there are
around 42.4 million beneficiaries. The
number of Temporary Assistance for Needy Family beneficiaries has decreased
from 14.2 million in 1993 to less than 5 million in 2003 at a cost of roughly
$20 billion to the federal government.
In 2001, 6.9 million custodial parents were due an average of $5,000,
$34.9 billion was due and $31.9 billion (62.6%) received, averaging $3,200 per
custodial family and another $900 million was paid voluntarily. Ultimately social security will enact a 1%
social security payroll tax for international development and eliminate the
income cap on SSA contributions to create a welfare system that will complete
eliminate poverty…370

To
amend Chapter 4 St. Elizabeth’s Hospitals §161-230
incorporating Chapter 9 §321-329 Hospitalization of Mentally Ill
Nationals Returned from Foreign Countries at §189-194 therein, 6th
draft. This work changes the name of the
Substance Abuse Mental Health Services Administration (SAMHSA) to the Social
Work Administration (SWA) to administrate professionally competent review
tribunals of hospitalizations for mental illness and substance abuse by
licensed social workers. Globally mental
illness and psychological disorders stemming from substance are estimated to
affect a combined total of 450 million people, 7.3% of the population. 55% of Americans have suffered mental illness
at some time in their life and 1 in 5 Americans experience a diagnosable mental
disorder in any given year, about 5% suffer a serious mental illness. In 1997 30,535 people died from suicide in
the U.S. and it was the 11th leading cause of death in 2000. The de-institutionalization movement has been
successful in reducing the psychiatric inpatient population by half from
515,572 in 1970 to 198,195 in 1998.
During 1999 there were 1.7 million admissions to inpatient psychiatric
treatment, 424,450 of those were involuntary commitments. Mental illness is the
second leading cause of disability, costing disability insurance an estimated
$24 billion and medical $65 billion annually, with mental health organization
accounting for around $38 billion in expenditures. District of Columbia Mental Health System
statute reduced the inpatient psychiatric population of St. Elizabeth’s
hospital from 7,000 to 600 and in 2009 the buildings were bought by the
Department of Homeland Security and in 2011 the statute amended to recognize
“Customs” as the inheritors of Title 6 of the USC and CFR. Under deinstitutionalization the diagnosis of
mental illness and psychiatric drug consumption have increased alarmingly
particularly amongst juveniles.
Anti-psychotic and hypnotic drugs are the leading cause of prescription
drug overdose. Civil commitments and
judge enforced medication are abolished.
The licenses of all state mental institutions, private psychiatric
hospitals and general hospital psychiatric wards are terminated. Funds shall be reinvested in social worker
supervised group homes and forensic hospitals.
The Diagnostic and Statistical Manual DSM-V must recognize the diagnosis
sado-masochism (dsm) to reverse the rise of this abusive class to its

9 Public Health Department (PHD)
To amend Chapter 9 Hospitalization
of Mentally Ill Nationals Returned from Foreign Countries §321-329
that was transferred to Chapter 4. Common infectious diseases accounted for
40% of all deaths in 1900 but they accounted for only 4% of all deaths in 2000.
Cardiovascular disease (CVD; heart disease and stroke) accounted for 14% of all
deaths in 1900 and for 37% in 2000. Cancer accounted for only 4% of all deaths
in 1900 but for 23% in 2000. In 1900,
infant mortality was 162 per 1,000 live births and life expectancy at birth was
only 47 years. In 1940, infant mortality was 63 per 1,000 live births and life
expectancy was 55 years. In 2000, infant mortality was 7 per 1,000 and life
expectancy was 77 years. In the 20th century considerable progress was
made eradicating communicable diseases, in the 21st century medical
science must begin to communicate about the laboratory pathogens that are
theoretically causing the vast majority of non-communicable diseases for which
institutional Ethics Committees are a more promising cure than science. People suffering from chronic illnesses must
throw away their war-robes and death beds, eat a vegan diet of fruits,
vegetables and whole grains and exercise regularly. Medical residency rotations must be limited
to less than 60 hours per week. Payments
to highly paid specialists must be reduced and primary care promoted. To secure people against the dangers of the
Public Health Service (PHS) and at long last, graduate from the Department of
Health Education and Welfare (HEW) the Centers for Medicare, Medicaid and SCHIP
(CMS) shall change their name to National Health Insurance (NHI) and be
transferred with all other Mandatory Benefit programs to the management of the
Social Security Administration (SSA). Children’s Health insurance shall be
financed with 100% of the proceeds of the Attorney General’s Master Tobacco
Settlement. The Substance Abuse Mental
Health Services Administration (SAMHSA) shall change its name to Social Work
Administration (SWA) and in time become an independent social work agency also
responsible for the Agency on Aging and Children and Family Services. The Drug Enforcement Administration (DEA)
shall change its name to the Drug Evaluation Agency (DEA) and be transferred to
the Food and Drug Administration (FDA).
Whereupon the DHHS may adopt the name Public Health Department (PHD) on
the condition that an Education Division (ED) to the Agency for Toxic
Substances and Disease Registry (ATSDR) be created to secure toxic laboratory
supplies. Epidemiologic statistics shall
be improved. The abuse of bio-medical
research and laboratory supplies, is prohibited and
trans-fats banned…1243
