Many Social Security beneficiaries, who are not taxpayers, many of whom desperately need relief, have not received their economic impact payments, although the Commissioner entered into a Memorandum of Understanding with the Internal Revenue Service, that all such payments would be reimbursed. This constitutes discrimination under Sec. 102 of the Americans with Disabilities Act under 42USC§12112(b)(4) and the Age Discrimination Act under 29USC§623(i). Recovery rebates pursuant to Sec. 9601 of the American Rescue Plan Act P.L. 117-2 March 11, 2021 amend the IRS Code by inserting a 26USC§6428A in addition to the 2020 Recovery rebates for individuals under §6428 from the CARES Act P.L. 116-136 March 27, 2020 as possibly thoroughly tampered, and definitely in error. These laws are in error to bill taxpayers via IRS, rather than the Treasury. The Internal Revenue Service does not generate enough money to pay for these tax rebates, whereas they cannot even afford the regular operations of the federal government, even without the decrease in revenues due to the coronavirus depression, until after the Tax Cuts and Jobs Act (TCJA) is repealed, and still couldn’t afford these payments within a 3% of GDP deficit margin of error. Budget officers are holding their breath and none have produced their annual budget requests. The law is in error to hold the IRS responsible for these payments when the only method for the United States to make these payments, without catastrophic withdrawal from the stock exchange, that did not occur under Secretary Mnuchin, and must not occur under Secretary Yellen, we hope will be more outspoken about devaluating like Europe to stop counterfeiting like a fool, is for the Treasury to devaluate the US dollar an estimated 16% for calendar year 2020 and this relief bill to limit the sale of t-bonds to 3 percent of GDP deficit pursuant to the Marshall Lerner Condition under 19USC§4421, 22USC§5301, 2020 Revised estimates: effect of changes in rates of exchange and inflation Report of the Secretary-General A/74/585 of 11 Dec. 2019.

Cancer is the second leading cause of
death. More than 1.6 million new cancer
cases are diagnosed each year in the United States, and more than 550,000 die.
Diagnosis are expected to rise to 2.3 million new
cancer diagnoses per year by 2030.
According to estimates from the International Agency for Research on
Cancer (IARC), in 2018 there were 17.0 million new cancer cases and 9.5 million
cancer deaths worldwide. The overall
age-adjusted cancer death rate rose during most of the 20th century, peaking in
1991 at 215 cancer deaths per 100,000 people. As of 2017, the rate had dropped
to 152 per 100,000 (a decline of 29%) because of reductions in smoking and
asbestos, as well as improvements in early detection and treatment. Between
1991 and 2017, there has been a steady decline in death rates for the four most
common cancer types – lung, colorectal, breast, and prostate while cancers of
the liver, esophagus and malignant melanoma have increased. When an initial diagnosis of cancer is made,
the pathologist who examines the cancer biopsy attempts to determine the state
of cancer growth and prognosis by staging. Cancer is treated by surgery,
radiation, chemotherapy, corticosteroids and other drugs. Surgical treatment can result in a complete
cure if the surgeon is able to remove every single cancer cell, this is easiest
to achieve if the cancer is completely confined to a single tumor. Although radiation treatment is often
successful, patients whose cancer was caused by radiation exposure swiftly die
from radiation treatment. Chemotherapy has been shown to greatly increase the
cure of certain types of cancers. The
side-effect of these chemotherapeutic and radioactive agents are
alarming. Bone marrow transplantation
treats the myelosuppression.
Corticosteroids, hormone therapy, anti-hormone, aromatase and other
inhibitors, antiangiogenesis and monoclonal
antibodies are all useful in the treatment of certain types of cancer.
