The military has reduced stockpiles of chemical and biological weapons and must eliminate them. The island large animal disease laboratory founded by a Nazi scientist should be closed rather than moved into the interior. Universities and bio-medical research laboratories are directed to prohibit and destroy all toxic chemicals and microbes used to produce diseases in laboratory animals and focus their research on healing. The housing sector needs legislate for tenant landlord relations and poison control. Statistics need accuracy checks.

US Presidential Candidates Barack Obama and John McCain whose foreign policies fail Asia and the Near East (ANE), US Congress in defense of Title 22 Foreign Relations and Intercourse (a-FRaI-d) and the Court of International Trade (CoITUS), defendants HA-28-7-08

In their defense the Court is asked to issue an injunction ordering Congress: (1) to amend Title 22 Foreign Relations and Intercourse (a-FRaI-d) to just Foreign Relations (FR-ee), (2) to divide the USAID Bureau for Asia and the Near East (ANE) into the Bureaus of South East Asia (SEA) and the Middle East and Central Asia (MECA) including North Africa and Indonesia, (3) to amend the US Code to reflect the Customs Court (CC), (4) ratify the Rome Statute to the International Criminal Court and four Optional Protocols to human rights conventions (5) ratify three ILO conventions pertaining to paid holidays, maternity, family and sick leave. Will the voters buy McCain’s Columbian cocaine or Obama’s Afghan opium IV? McCain was so heroic freeing the Columbian hostages Barack’s lead was reduced from more than 10% to 3% before it recovered to a healthy 9% after Obama’s foreign tour. 49% of respondents believe that the media will assist Obama's campaign, compared to just 14% who say it will help McCain. It is hoped the Candidates will enjoy a Presidential Candidate Debate at the CoIT courthouse in New York City, in September or October of 2008. Should CoITUS not feel responsible for the $97,500 fine for indecency this brief will have been a failure and it would be unfair to fine Barack Obama $11,500 for inciting violence in Afghanistan.

United States, Harry Fry MD et al v. Health Alliance GC et al HA-28-8-08

$9,999,000 fine under the False Claims Act. Harry F. Fry MD, a Health Alliance cardiologist, filed a third amended complaint on October 7, 2003. The US Attorney intervened on April 1, 2008. Motion for dismissal with costs for plaintiff, lawyers and Hamilton County Public Defender, Louis F. Strigari Esq., obligated to abolish the Hamilton County Court Computer Management System (CMS) intrusion and Probate Court HIPAA violation. The Hamilton County Board of Elections shall be advised to ask the voters to release them from incarceration in a police precinct, across the street from the jail, to a building of their own, after 20 years. Christ Hospital shall win their independence from the Health Alliance GC. A Greater Cincinnati Health Council (GCHC) candidate committee shall elect a new CEO of the “interstate” Health Alliance GC. A subversive inpatient psychiatric program at University Hospital, will be completely abolished, abusers fined and safely re-employed or insured by the Mental Health Access Point (MHAP). The Board of Health shall cease approving grants that contain authorizations of “bio-terrorism” – the language of “bio-security, bio-hazard or statistical research” is preferred. The Coroner shall maintain all County mortality statistics, by cause and total, over time, on their website. University of Cincinnati cardiac bio-security leak of November 2007 subjects a large and abusive collection of animal research laboratory journals to the prohibition with respect to biological weapons. Ministry of Religion Act HA-8-8-8

Legislation opened for editing until the eighth day, of the eighth month, of the eighth year, since 2000, when I will vacate for my 34^th birthday on the 11^th. There shall be established in the federal government a Secretary of Religion. The Secretary, as the chief executive of the Ministry of Religion (MoR), shall draft all legislation codified to replace Title 34 Navy (Repealed) with Title 34 Religion of the US Code, and may be promoted from Level III to Level I Cabinet Level Executive in the discretion of the President of the United States. Whereas Congress may make no law respecting an establishment of religion, the Secretary must be an atheist. The Secretary shall publish a weekly newsletter. MoR shall discipline chaplains employed in the federal service, serve as an alternative to court for litigation regarding religious practices and institutions and hold conferences to promote interfaith dialogue on social issues. Morality is a religious issue. In Latin ‘relig’ means ‘to bind’. We are given to respect quotes from the Bible and other codified books as theological sources for judgments on morality. From time to time the atheist Secretary shall bring the morals of religious faiths into line with the federal law by promulgating particularly wise morals in Acts of Congress, codified for this proposed new book of statute, Title 34. Social workers employed by religious organizations are preferred to social workers employed by the health sector or judiciary. MoR will help to judge the separation between heaven and health, in a secular world. MoR shall archive all Faith Based Initiatives of the federal government.

CHAPTER 2 Attorney General Ethics (AGE)

To amend Chapter 2 Soldier’s and Airmen’s Home §41-70, educate the jury to nullify unjust law with a not guilty verdict and pass a Justice of the Peace Amendment to the US Constitution. Fifth draft. As the number of prisoners exceeds 2.2 million and we struggle to keep the international trade deficit less than $800 billion, it is a time to rededicate us to the ideals that inspired our founders. As a judicial philosophy Title 24 adheres to the term “Justice of the Peace” that could be realized with name changes in two Courts - Probate Court and the International Court of Justice. The Court of International Trade of the United States (COITUS) also needs to change their name to US Customs Court (CC) and Title 22 Foreign Relations and Intercourse (a-FRaI-d) to just FR-ee. Federal judges need to be limited with five-year term limits, with a two-term limit to the Supreme Court. Our primary goal is to cut the US prison population in half. Congress must reinvest in halfway houses to get under the legal limit of 250 prisoners per 100,000 citizens. To regulate the transfer the Justice Assistance Grant must be transferred to probation, parole and community corrections. $1 trillion is a good estimate of the economic clout of the US legal system. $90 billion for police, $60 billion for corrections, and $42 billion for the judiciary. In 2001, the majority of the 93 million judicial cases filed, were processed by 15,555 state trial courts operating under the supervision of the county; 13,515 of limited jurisdiction and 2,040 of general jurisdiction, operated by 29,266 judges. Traffic court is the most frequently filed of all courts, 55.7 million traffic cases filed, roughly half of them were heard in traffic courts because the defendant wished to contest the case or had difficulty paying. 15.8 million cases were filed with the civil division, the highest settlement was a $28 billion tobacco product liability tort. 14.1 million criminal cases were filed. Domestic Relations and Family Courts processed 5.3 million cases. 2 million criminal cases were filed in Juvenile Courts in 2001. 276,408 cases were filed with the Appellate Courts.

CHAPTER 5 International Development (ID)

To amend Chapter 5 Columbia Institution for the Deaf §231-250 and set down the General of the United Nations (GUN) and elect a Secretary of the United Nations (SUN) and Parliament of the United Nations (PUN). US Ambassadors to the UN must make accounting for ODA their top priority and should devote at least 50% of their time to the cause. In 2006 the US is credited with contributing $20 billion, 0.18% of the GNI. In 2007 the US promises to dramatically increase foreign assistance to $35 billion, 0.3% of the GNI. Private donors who need to register for private bills contribute another $33 billion annually making this figure closer to 0.6% of the GNI on track to achieving the goal of 0.7% by 2010. The bad news is that international aid dropped 5.1 per cent from $106.8 billion in 2005 - a record high - to $103.9 billion in 2006. The good news is some 400 million people have escaped poverty in the last 20 years and the $1 trillion decade goal remains possible if the US would account for private contributions. In 2007 world population is between 6.56 and 6.8 billion. The gross domestic product (GDP) is estimated at $63.5 trillion. The average per capita GDP is $9,600. The average life expectancy is estimated at 67.86 years. The average rate of incarceration per 100,000 was 162 a with a high of 737 in the USA. Global government budget revenues are estimated at $14 trillion and expenditures at $15 trillion. International trade is estimated at $12 trillion. Official development assistance (ODA) is forecast to levy $120.5 billion and disburse $112 billion - $125 billion is a good goal for contributions 2007. The World Development Report recommends a minimum of USD12.00 per capita in health insurance.
