To make insulin dependent diabetes mellitus and orphan qualifying disabilities for SSDI or SSI $777 (2018).

 

To legislate a 2.4% DI tax rate that is legible on paystubs to pay for a 3% COLA for calendar year 2017 and 2.2% DI tax rate and 3% COLA every year thereafter.

 

To amend the DI tax rate from 1.80% in 2015, to 2.37% in 2016, to 2.40% in 2017, to 2.20% in 2018 to when all the Baby Boomer shall have retired. To increase the 0.9% DI tax in 2015 to 1.2% DI tax for employees and employers in 2017 and 1.1% in 2018 under Sec. 201(b)(1)(S) of the Social Security Act 42USC(7)II¤401.

 

To amend the OASI tax rate from 10.60% in 2015, to 10.03% in 2016, to 10.00% in 2017 and 10.20% in 2018 and thereafter to prevent the DI fund from being depleted and OASI Trust Fund from premature deficit. To increase the 5.30% OASI tax in 2015 to 5.00% in 2017, to 5.10% in 2018, for employees and employers without increasing the overall 12.4% OASDI under 26USC¤3101 and 26USC(C)(21)(A)¤3111 (as hacked in 2016) or 15.3% OASDI and Hospital Insurance (HI) Federal Insurance Contribution Act tax-rate under 26USC(A)(2)¤1401.

 

To pay a 3% Cost-of-living adjustment (COLA) 2017 and 3% COLA every year thereafter to protect benefit determination from attrition by average estimated inflation of 2.7% in the Consumer Price Index (CPI) under Sec. 215(i) of the Social Security Act 42USC¤415(i).

The City of Ashland is furthermore directed to get the County Commissioners to (1) elect a quorum of city councilwomen, (2) approve a weather modification district to re-invest $700,000-$1 million of the $6 million OWEB grant in a new Pacific Coast Rainmaking Technology Fund to extinguish wildfires on the West Coast, with special elections as soon as possible under ORS ¤558.440 and (3) pay for the request to the Development Services Department to change the name of Dead Indian Memorial Road, whereas it has been condemned by Native American speakers at the Women's March in 2017 and World Peace and Prayer Day at Howard Prairie Lake, Oregon in 2015 when the name Grateful Dead Memorial Road was suggested, under Jackson County Land Development Ordinance ¤10.1032. Lomakatsi is a Hopi term meaning life in balance. The Hopi people established the Hopi Tribal Council on Dec. 19, 1936, with the adoption of the Hopi Constitution and By-Laws in Arizona to provide a way of working together for peace and agreement between the villages, and of preserving the good things of Hopi life, and to provide a way of organizing to deal with modern problems, with the United States government and with the outside world generally. Should the Hopi Tribal Council receive an up to $750 fine from the Ashland mayor subsidized Lomaktsi Restoration Project to rule on whether or not to file a federal injunction against Oregon's white non-profit slash and burn forest labor corporation's use of the Hopi language? The vicious cycle of slash and burn forest labor on the West Coast must not be subsidized. Slash must cease to be cut because the litter increases fire hazard. Foresters failing to remove the slash, timber and firewood they litter the forest with may be fined for the fire-hazard under 36CFR¤261.5(a). Slash should be left to rot, except by winter campers with a hearth, in late fall to early spring. Fire hazards threatening the canopy and flood hazard obstructions of the watershed should be dismantled and human litter packed out. In no circumstance should open burns of the forest be prescribed, except to actively fight wildfires and possibly with due process in late fall or winter, with extreme prejudice against slash and burn forest labor without forage, grove or trail to prescribe the human disturbance of the forest flora. In the late fall and winter West Coast fire districts may subsidize winter campers in areas with a lot of slash to burn, and in the summer dry season fire districts may subsidize free cooking gas for campers who would otherwise need to conceal their fire-pit from the arson who saw Brown, Governor of California, et al v. Marciana & Plata et al. USSC No. 09Ð1233 of May 23, 2011.  Correction: Tree frogs are the most common and the Pacific tree frog (Pseudacris regilla), also known as the Pacific chorus frog, has a range from the West Coast of the United States (from Northern CaliforniaOregon, and Washington) to British Columbia in Canada and extreme southern Alaska.  They live from sea level to more than 10,000 feet in many types of habitatsreproducing in aquatic settings. They occur in shades of greens or browns and can change colors over periods of hours and weeks.  A professional opinion is needed and might take some time whereas the frogs of the Court are currently in their tadpole phase.  It was a lot of work removing five miles of slash piles threatening to arson 100 square miles of national forest fire. 

 

United States Coast Guard Climate Control Program: National Oceanic and Atmospheric Administration (NOAA) and General Services Administration (GSA) v. John F. Kelley, Secretary of Homeland Security and Admiral Paul F. Zukunft, Commandant of the Coast Guard HA-10-4-17

 

NOAA and GSA must sue John F. Kelley, Secretary of Homeland Security and Admiral Paul F. Zukunft, Commandant of the Coast Guard under the Uniform Code of Military Justice for the benefit of the Armed Forces Retirement Home Trust Fund under 24USC¤419(a)(4) and Art. 2(4) of the U.S. Constitution. Defendants bear superior criminal responsibility for the thermal pollution of the North Atlantic in violation of Art. 1(1)(4) of the Law of the Sea of 1982 in contempt of Washington v. Harper (1990) and must cease. President Ronald Reagan rejected the treaty in 1982. The U.S. Senate Foreign Relations Committee recommended U.S. accession to the treaty in a unanimous vote in March 2004. The President of the United States should take this opportunity to ratify the Law of the Sea Treaty. His Secretary of Defense has offended the Convention on the Prohibition of Chemical Weapons by bombing Syria to cover-up the recent exposure of his Secretary of Homeland Security's offense of the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques of 1977. The Secretary of Homeland Security John F. Kelley has responsibility for both the United States Coast Guard and the United States Secret Service. There is reason to believe that John F. Kelley is the least qualified of the three Marines who seized civilian offices and should be the first to be impeached although he shares two prior convictions with the Secretary of Defense for racial discrimination incidental the Yemen attack and Syrian bombings. There are 41,700 active-duty military; 7,800 reserve military part-time employees; 8,300 civilian full-time employees; and 31,000 civilian auxiliary volunteers employed by the United States Coast Guard (USCG). The source of the only hostile array of oceanic hydrocarbon heating pumps today is at St. Elizabeth's Hospital. A diplomatic Secretary of Homeland Security is needed to change the name of the Department to U.S. Customs and regulate the particularly anarchist US Coast Guard Climate Control Program.  The United States Coast Guard Climate Control Program is divided into two regions Ð the Atlantic and Gulf Coast Hurricane Defense and the West and Gulf Coast Rainmaking Technology Fund.  Arson of Special Maritime and Territorial Jurisdiction of the United States under 18USC¤81.

 

Global Response to Oceanic Warming HA-19-4-17

 

Dear Styrene Information and Research Center (SIRC):  Please inform the public how to safely turn-off or extinguish railcar or other hydrocarbon heat pumps and cable them out of the ocean under the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques of 1977 and Law of the Sea of 1982. The only peaceful purpose of oceanic heating pumps is to generate high pressure winds blowing in the direction of the low-pressure created by oceanic cooling pumps closer to the coast, making clouds to be seeded for rainmaking efforts (Jones '66: US Patent No. 3,429,507)(AS Trust & Holdings '12: US Patent R441A by the American Society of Heating, Refrigerating and Air-Conditioning Engineers). Oceanic cooling pumps can also prevent hurricanes by reducing water temperature below 80¼ F, 26.6¼ C (Uram '02: US Patent No. 2002 0008155)(Kithil '08: US Patent No. 20080175728 A1). The first response of SIRC and NOAA seem to have produced oceanic cooling pumps to protect the west coast from the Santa Anna wind's Hawaiian vacation and east Atlantic from the thermal effluence from the Potomac that is self-inflicting a drought upon the Great Plains. After the news about the bleaching of the Great Barrier Reef the current operational NOAA SST Anomaly map is an accurate expression of both northern and southern hemispheres, provided the public is not being misled about costly cooling efforts when the west coast cooling in fact came from SIRC extinguishing the Hawaiian heating pumps.  Because of liability for flooding, rain theft and exposure to experimental chemicals rainmaking and oceanic heating and cooling pumps should only be used to extinguish forest fires and in response to severe prolonged drought and should not be used all the time and be turned off when not in use. Heating and cooling pumps left-on, off the west and north-west coast of Australia are stealing rain from East Africa to make rain in Australia. Cooling pumps are needed off the southeast coast of Madagascar to neutralize the effect of the oceanic wind and cloud generating heating and cooling pumps in the Indian Ocean, for which Australia is liable for stealing rain. Cooling pumps are also needed to protect the Great Barrier Reef from the dissipation of natural and artificial oceanic warming from last year's El Nio. Other oceanic warming is off the coast of Columbia and Peru, by Rio de Janeiro and west coast of western Africa. California Governor Brown's slash and burn forest labor is prohibited under the Antarctic Conservation Act of 1974 and abolished under the Slavery Convention of 1926 to keep local temperatures down and protect Antarctic sea ice from the oceanic warming off the coast of Rio de Janeiro.  Severe prolonged drought is currently affecting 17 East African nations, which the United Nations has recently warned that 14 million people are at risk of starvation across the region as it continues to face widespread water shortages as well as reduced crop and livestock production. Much of southern Africa is now in planting season and experiencing drought relief as the weather pattern has shifted to a La Ni–a cycle, which helps to bring in more rain across some regions. The long-term forecast suggests that in 2017 much of the region will regain most of its lost grain crop, but it will take another two or more years of nicely times rain in October to December to return livestock production to normal levels. Extreme weather conditions such as El Nio are forecast to intensify until global warming is solved.  The heat from the dissipation of natural and artificial warming associated with last year's El Nio is bleaching the Great Barrier Reef. Australia appears to be liable for the rain theft that is causing the prolonged severe drought in East Africa.

There are more than 70 million students in the US. About 98,000 elementary and secondary schools have 50 million students in attendance and 3.3 million teachers starting at $30k and earning more than $44k on average. A steadily increasing percentage of children, 3.4%, 1.7 million children were homeschooled in 2012. About 20 million students attend nearly 7,400 institutions of higher education who employed 3.9 million employees, including more than 1.1 million college professors with median earnings of around $89k per year. $209 billion in federal aid are available FY 2017. Total ED on-budget spending spiked at $88.3 billion in 2015, $78.5 billion in 2016 and $79.5 billion in 2017. ED on-budget spending should grow around 2.5% annually to $82 billion in 2018 and continue to grow to $84 billion in 2019 and $86 billion in 2020. Public school teachers should be enabled to contribute, on an individual and voluntary basis, the menopause as disability (mad) tax rate, and contribute to the legislation of 14 weeks of unemployment compensation for maternity leave. Despite $11,100 per pupil education spending > $718 billion, rated the second highest of any nation, child poverty is higher in the United States than any other country, gradual improvement is lagging in international rank. In 2016 24% of children under the age of 18, around 14 million-24 million, were growing up in poverty, the highest rate in any industrialized nation. Of 18-to-64-year olds 20.5 million, 11.1% were poor and of people 65 and older 3.6 million, 10.1% were poor in 2011, although after medical expenses is said to be the same as the overall poverty rate more than 15.4%. Before TANF beneficiaries declined from 14.2 million in 1993 to less than 5 million families today child poverty was estimated to be around the national average. To compensate the US must tax the rich the full 12.4% OASDI tax rate to expand the SSI program from 1.8 million children and 6.5 million adults in 2015 to pay the families of 16-24 million children and 30 million adults living below the poverty line in the United States by 2020ÉMIRROR
