Nomination of
Elaine Chao, Secretary of Labor and Alphonso Jackson, Secretary of Housing and
Urban Development candidates for President in the 2008 elections with requisite
balanced budget. CBO expects the
2007 deficit to total $158 billion, a $90 billion decline from the $250 billion
deficit recorded for 2006. For 2007, CBO anticipates
a deficit of $158 billion, $47 billion less than OMB’s estimate of $205 billion. The US has succeeded in bringing the account deficit below
one trillion dollars but the budget and international trade continue present a
significant challenge to economists and lawmakers. Since 2004 the account deficit has been over a trillion
dollars. In 2004 it was –$1077 billion,
in 2005 –$1183 billion, in 2006 the trade deficit began to decline at the end
of the year to –$1007 billion, this 2007 it is down to an estimated –$868
billion. The trade deficit has
declined to a lucky -$711 billion and the budget deficit is estimated between
-$150 and -$200 billion wherefore the account deficit is between -$861 and
-$911 billion. Social security must obligated to return up to half of their
un-administrated profits. Medicare
needs to improve their oversight and restrain the annual inflation of health
care costs to no more than 3% to earn a raise in the tax rate from 2.9 to
3.0%. The military needs the fiscal
discipline imposed by the goal of $400 billion annual spending to continue
making progress and again return surplus funds in excess of 25% reserve to the
treasury. The HA budget is balanced and
presides over the end of year negotiations of a Congress that is victorious
against the trillion deficit. The
international trade balance is reliant upon liberty from injustice, persecution
and discrimination.

To
enact parliamentary democracy a non-governmental political organization
named Hospitals & Asylums (HA) was written by Tony Sanders in 2000. The history of HA
dates to the Naval Hospital Act of Feb. 26, 1811. The codification at Title 24 of the
United States Code was the work of Hon. Edward C. Little who died on June 24,
1924. Our mission
is to perfect a HA statute to teach a
society of people of the right to write Hospitals & Asylums at the top of their document to grow and
flourish with equal rights, health, justice, truth, freedom and peace in
pursuit of long life, prosperity and happiness. The rule of law is a foundational principle of our
constitutional structure. The inherent dignity and equal and
inalienable rights of all members of the human family is the foundation of
freedom, justice and peace in the world.
All people shall enjoy the International Bill of Rights. Economic
law is held to the law of supply
of demand, the law of diminishing returns, fair wages and the integrity to
balance the budget and international trade.
The future of HA is the largest government reform in the history of the

Human rights and a ten year community based corrections plan are incorporated
into two civil rights amendments. The
US Constitution is amended for a balanced budget and justice of the peace. The UN Charter is amended for an

Manuel Antonio Noriega v. United States of America HA-9-9-07
To secure the release Manuel Noriega to the custody of Panama on September 9, 2007 as decreed an Amices Brief has been drafted for Congress to ensure that extradition treaties with Panama are in working order and secure the legal service of the Panamanian consulate. The immunity of witnesses is discussed in the context of perjury. On 20 December 27,684 U.S. troops and over 300 aircraft confronted the 3,000 Panamanian Defense Force. In Operation Just Cause 23 US service members were killed, 18 from the Army, 4 from the Navy and one from the Marine Corp and 324 wounded in action there were an estimated 516 to 4,000 Panamanian casualties. Noriega contends that under the Geneva Conventions, a POW must be returned home after hostilities have ceased -- in his case, more than 20 years ago. US Magistrate Judge William Turnoff's did commit perjury on Tuesday August 28, 2007 by saying "The rights asserted by General Noriega simply do not exist under the Geneva Conventions." Art. 118 of the Third Geneva Conventions provides, “Prisoners of war shall be released and repatriated without delay after the cessation of active hostilities.” The US border is secured against three flagrante delictos by two French speaking countries who we pray will return money stolen from US nationals. Manuel Noriega shall be returned to Panama as decreed.
Book Proposal HA-24-8-07
The HA website
receives around 1,000 visits a month.
The monthly report is sent to about 100 subscribers and the quarterly is
sent to around 10,000. I would estimate that 25 people have read the HA
manuscript in its entirety and 100,000 people have ever heard of the HA
non-governmental organization and maybe a million have read the statute under
which 10,000 patients lead 50 million veterans and mentally ill Americans by
example. The HA acronym goes much
farther - the new draft insures all 6.6 billion people on the planet and 300
million Americans, in ten fields of study.
I update statistics and report breakthroughs on an annual schedule. I am also available to answer questions by
email and to publish submissions on the Internet. All that is needed is a seasoned publicist to spread the word and
we could all live in a more peaceful and prosperous world. HA has the unique
potential to be the bestselling political philosophy and law of the new
millennium. The people have a
right to know about HA. The people have
a right to know who has been leading the nation while its leaders took a
holiday in Afghanistan and Iraq. The
people have a right to progressively realize the improvements to the federal
and international government proposed by HA.
The publishing industry and Congress have a responsibility to fulfill
these rights. Whereas most publishers
take between 4 and 8 months to review a book proposal I will accept offers
until April 2008 and it is hoped the book will go into print that summer.
WTO Agrees on Formula for

round of trade talks unanimously agreed to a simple Swiss formula with two

Anthony J. Sanders v. State of

Appeal No. C-070527.
Criminal appeal by leave of Magistrate Amy Searcy on May 1, 2007 to the
Ohio 1st Judicial District Court of Appeals that was not read and is
now perfected for the Ohio Supreme Court.
The Claimed Appeal of Right is on grounds that misdemeanors may be
expunged after one year. The Court is petitioned
for $10,000 for the work and damages caused taking this sham legal process to
the hogwash. The assignment of the
first, second, third and tenth errors provide the Court with grounds to order
the record sealed because the state is not substantially justified in denying
this relief. The assignment of the
fourth, fifth, sixth, seventh and eighth errors prove varying degrees of sham
legal process occurred and caused so much damage that I am due relief . The
assignment of the third, fourth, sixth, eighth and ninth errors give the Court
excellent guidance for the reform of the judiciary. The Court is sought to pay me for my work, publish theirs and commission
further research on ten topics of merit to the de minimis administration
of justice in Hamilton County – judges names must be on all entries in the
public record, misdemeanor/traffic records must be automatically expunged after
three years or five years with re-offending, the expungement form must allow
for a plaintiff to prevent self incrimination and double jeopardy, to create a
Judicial Corrections Board to adjudicate a community corrections program, to
transfer adjudication of the mentally ill to the Board of Mental Health and change
the name of the Court responsible for wills to Justice of the Peace when slavery
free, to move the public administration into the stone engraved palace, prohibit the infringement on the CMS acronym
by the Court Computer Management System, change name of the prosecutor to county
attorney, pay for this work so that more will get done.
Quidditch for Muggles HA-7-7-7
The success of the
Harry Potter novels has made JK Rowling the highest earning novelist in
literary history. Harry Potter is a
series of seven fantasy novels by English author J. K. Rowling. The seventh and last book in the series, Harry
Potter and the Deathly Hallows is scheduled to be released on 21 July
2007. The first four books have
already been made into highly
successful motion pictures by Warner Bros. The fifth, Harry Potter and the
Order of the Phoenix, began filming in February 2006, and is scheduled for
release on 11 July 2007. The six books
published to date have collectively sold more than 325 million copies and have been translated into more than 63 languages. Film adaptations
produced by Warner Bros., have been successful. The first, Harry Potter and the Philosopher's Stone, ranks
number four on the list of all-time highest grossing films and the other three Harry
Potter films each ranking in the top 20.
There are currently three more Harry Potter films yet to be released.
The sixth film, Harry Potter and the Half-Blood Prince, is due to be
released in November 2008. The films
have spawned five video games and the licensing of over 400 additional Harry
Potter products. As of July 2005, made
the Harry Potter brand worth an estimated 4 billion dollars and J.K. Rowling a
US dollar billionaire. Quidditch is the
competitive game played flying on brooms. In 2003 the word “muggle” that means
non magical people in Harry Potter stories entered the Oxford English
Dictionary, to indicate those who are not in the know or are lacking in some
skill.
Day of Action to Restore Law
and Justice HA-26-6-07
Four thousand people attended the Day of Action to
Restore Law and Justice on June 26, the International Day in Support of Victims
of Torture, in Washington DC. The day
was organized by the ACLU, Amnesty USA, Leadership Conference on Civil Rights
and the National Religious Campaign Against Torture; among more than eighty
nongovernmental organizations. There
were free buses running from many locations around the nation to take
protestors to the capitol and back home.
The tip of the habeas corpus iceberg is the Military Commissions Act of
2006 that denied several hundred detainees at Guantanamo the habeas rights they
had already won from the Supreme Court and several bills seek the redress. Some Congress members and leaders of human
rights organizations spoke to the crowd in front of the capital building in the
summer sun until noon. Afterwards the
crowd broke off by state to lobby their Congress members. The United States has a lot of work to do on
the issue of habeas corpus. The ABA
Kennedy Commission recognized that the US has the most prisoners of any nation
in the world. The Supreme Court passed
two judgments overturning mandatory minimum sentencing, Blakely and Booker,
however the prison population continues to grow. Congress must reverse their bizarre policies of the past two and
half decades and uphold the laws that most uphold life and liberty.
