2006 Foreign Operations, Export Financing, and Related Programs Appropriations Act (HR 3057) HA-24-6-05

 

1. The Kaiser Foundation calculated that this Act accounted for $31.8 billion in outlays however review indicates that this Act represents only $20,693,675,572 in expenditure with another $700,000,000 being used to pay for the principal of loans Supporting Eastern European Democracy (SEED) only $17,904,396,405 of which is estimated to be administrated in 2006.

 

2. The $4,442,300,000 Foreign Military Financing Program with $2,280,000,000 for Israel not less than $595,000,000 of which for advanced weapons systems including research and development, $1,300,000,000 for Egypt transferred to interest bearing account in New York, $206,000,000 for Jordan, $41,600,000 for expenses of the USA, $373,000,000 for Department of Defense; continues to be the most expensive of all categories of foreign assistance expenditures as the result of the arms race to achieve the number 0 in the balance of power between the Arab league and Israel and should be totally discontinued to eliminate this dangerous military competition amongst friends of the USA and either use the money for official development investment or savings for the federal government that should not be involved in arms races in contravention to the principles of the Nuclear Non Proliferation Treaty HA-5-5 the Economic Support Fund is all that these nations require for peace.  This Foreign Military Financing Program requires repeal and has already been cited for subversion and treason before the International Court of Justice in the Will of the Palestinian People HA-11-11-04.  The BRAC Commission is called upon to make a recommendation as to whether or not the program should be completely discontinued.

 

3. The $734,500,000 until September 30, 2008; $244,833,333 in 2006 for the Andean Counter Drug Initiative is likewise suspected in financing revolution and needs to be discontinued or transferred to support the representation of Andean Indigenous Democracy to the Andean Community or regional social security so as not to finance the oppression that causes the fighting in the region as recommended without recognition of the Andean Community in 24USC§307a of Drug Administration Yield (DAY).  The $437,400,000 until September 30, 2008; $145,800,000 in 2006 for International Narcotics Control and Law Enforcement is probably okay however the connection between the drugs and law enforcement needs separation in both the laws of the UN and the USA for the regulation of drugs by National Opium Agencies financed through license fees and tariffs operated by national health agencies and UN Offices of Drug Control.  The Andean Community is called upon to decide whether or not to transfer these funds to a newly created program for Andean Indigenous Democracy.

 

4. This Act does not account for the $10 billion US portion of the $25 billion grant to Africa made by the 2005 G-8 Summit in Gleneagles HA-7-7-05 and therefore should be considered only the bare bones of US contributions that does include all USAID financing.  In calculating and administrating Official Development Investment the Economic and Social Council will need to be prepared to receive both private and public contributions sine lege, but with non-profit status, in order to ensure that these funds are accounted for and administrated under the supervision and with the recommendation of the UN that should legislate the many US contributions not represented in this Act.  24USC(5)§231a of the Hearing AID Act of 2005 anticipates $22 billion in extra foreign assistance this 2005.

 

5. For FY 2006, the President is requesting appropriations under the Foreign Operations Subcommittee of $8,254,340,000 in discretionary funds for USAID-administered programs, including those programs jointly administered with the State Department, and associated management costs. This excludes $1.97 billion the President has requested for the Global HIV/AIDS Initiative, coordinated by the State Department. Also requested is $885,000,000 in P.L. 480 Title II, which is appropriated to the Department of Agriculture but is managed by USAID. The total request, including P.L. 480, is $9,139,340,000. Levels do not include any potential funding managed by USAID from the Millennium Challenge Account.
