An Act Supplementing appropriations for the fiscal years ending Oct. 1, 2017-27 HA-17-6-26, HA-25-6-26

To annually review the 'Budget' in Chapter 66 Congress Title 2 of the US Code as codified for publication in 2USC§7001-§7010A. To prepare, in six days, supplemental budget estimates after changes before July 16 for the fiscal year beginning October 1, 2026 pursuant to 31USC§1106. To pay for the President’s Budget, four months of agency budget review, as codified for annual review in Federal Financial Assistance Title 2 of the Code of Federal Regulations Subtitle C (Parts 400 – 428). To report On-budget revenues: $3,242 billion FY 25; $3,363 billion FY 26; $3,554 billion FY 27. On-budget outlays: $3,819 FY 25; $4,047 billion FY 26, $4,134 billion FY 27. On-budget deficit: -$577 billion FY 25; -$685 billion FY 26; -$581 billion FY 27. On-budget surplus (+) or deficit (-) percent of GDP: -2.5 percent FY 25; -2.8 percent FY 26; -2.3 percent FY 27. To pass at least $141 billion of revenue proposals and spending reductions to pay both $100 billion defense-wide bombs munition resupply, without driving outstanding debt above the $14,230 billion statutory debt limit from the end of FY 26 and by FY 27 plus an additional $91 billion outlays for the UN poverty income tax assessment, by July 16 pursuant to 31USC§1106 and 31USC§3101. To vote for +/-$162 billion (2027) Statement of the UN. To return all unlawfully sanctioned property plus pay Iran $25 billion FY 26 and pay Iraq war and s-nuke $250 billion compensation FY 27. The preliminary assessment of one percent of taxable income due to the United Nations in 2027 comes to $727 billion, $592 billion individual income tax and $135 billion UN corporate income tax to invest in UN agencies and non-governmental organizations (NGOs). A one dollar a day benefit could cost as little as $30 a month, $360 a year. In re: Case of Purified Water; Arrowhead Recall v. Blue Triton v. PRIMO HA-6-5-26

Following their merger with BlueTriton Brands, who bought Nestle Waters North America in 2021, in late 2024, PRIMO is the largest seller of bottled water in the USA and commands roughly 19% of the U.S. bottled water market. Arrowhead, Blue Triton and PRIMO are incommunicado online. Divine guidance regarding the appellation of origin of purified, reverse osmosis filtered, drinking water is wanted pursuant to Common Regulations under the Lisbon Agreement and the Geneva Act of the Lisbon Agreement (2023).

Because a reverse osmosis filter cannot sufficiently purify the intoxicating Las Vegas tap-water Alka 65, and Court bailiff drink, the bottler of Alka 65, and warden must be held responsible to either test nearby Silver Springs Water and Red Rock Springs Water, or invest in expensive “vapor distilled” technology to add electrolytes to taste, for public consumption of potable drinking, coffee and cooking water pursuant to a Safe Drinking Water Act of 1974 land grant under 28USC§1354. It is held, sellers of reverse osmosis filtered “purified” water must advertise their prudent selection of a natural source under 42USC§300g(3).

Santa Fe to Taos Trail; Bottled Sangre de Cristo v. Gallon of Kroger 9.5 pH Alkaline Purified Water HA-29-4-26

2026 Nuclear Non-Proliferation (NPT) Review Conference is to be held at the UN headquarters in New York City on Monday 27 April to 22 May, 2026. International Atomic Energy Association (IAEA) and Security Council must be held responsible for creating an Office for Verification in US to impartially count up Obama's 2,200 nuclear warhead limit, convert excess radioactive material for use by civilian electricity generating nuclear reactors and military nuclear submarines and aircraft carriers pursuant to the Establishment of a Commission to Deal with the Problems raised by Atomic Energy in UN Resolution 1(1)(1946), Arts. 11, 96 and 99 of the UN Charter.

After contracting Vibrio and ulcerating my duodenum on a hike in the mountains, I am writing to boycott Starkist Smart Bowls until they either report they use “bottled water” on their ingredient list or relocate their tuna, grain, bean and vegetable cooking facility to a higher elevation, above any development, where they are proud to use “rainforest” or “mountain spring” water pursuant to 21CFR§101.4 whereas there is a history of safety regarding the use of Glaceau Smart Water bottled by the Coca-Cola company under 21USC§350b(a)(2) or Starkist Smart Bowls cease to be labelled “Product of Ecuador” because the cooked, ready-to-eat, tuna, grain and vegetable package is “Made in America” with bottled, rainforest or mountain spring water, pursuant to 24USC§225h.

UN Agency Revenue Tabulation HA-14-4-26

This indicates there is a deficiency in program level of about $7,652 million (2026). Using 3 percent inflation for services as a gauge, arrears add-up to a total of $13,724 million as of 2026. DPKO is asking the US pay $6 billion to the Peace-building Fund. WHO arrears add-up to $7,372 million as of 2026. Wash dry nose. Eucalyptus cures SARS and flu. The UN Regular budget is due an estimated $45 million in 2026. UN High Commissioner for Refugees (UNHCR) is also perennially looking for an additional $3-$5 billion (2026). World Food Programme (WFP) is due at least an additional $2 billion to accommodate increasing hunger. Essentially, the US owes UN System agencies $14 billion for arrears and an additional $58 billion for the affect the USAID cancellation had on Official Development Assistance (ODA) pursuant to collecting $72 billion in 2026.

Compensation HA-10-4-26

UN Compensation is the system of compensation for victims of war set forth by United Nations Security Council Compensation Commission for Iraq-Kuwait are applicable to the victims of all conflicts and disasters worldwide. The Assembly is sought to increase rates 108 percent (2.08), estimating 3 percent inflation for 36 years since 1990 without the vote of, or consultation with, the very dangerous Ambassadors to be enforced payment of UN Compensation, due victims of war, with Arrears pursuant to Art. 5 and 19 of the UN Charter. The nations with obligations to pay a total of $801 billion, $306 billion casualty insurance, in war reparations, to be formally charged Arrears to finance UN Compensation without vote are (1) Iran ($1 billion for Arabian infrastructure and casualty and $25 million civil war casualty); (2) Israel (>$50 billion for Palestine, Lebanon and Iran); (3) Myanmar ($30 billion internal and Royhinga refugees); (4) Pakistan ($1.7 billion Afghan refouler); (5) Palestine ($50 million Simchat Tora war); (6) Russia (>$100 billion for Ukraine); (7) Saudi Arabia ($24.8 billion for Yemen); (8) Syria ($60 billion civil war); and (9) United States of America ($322 billion for Iraq, Iran, Israel attacks, and hostile environmental modifications and $72 billion unpaid UN agency dues and USAID cancellation).

Bureau of Fiscal of Service (BFS) authorized Direct Express and Netspend (DEN) inequity in Austin, Texas stole a total of $18, 267.21 from me, while in the Washington DC in the fall and winter of 2021 until I had left the District of Columbia and its vicious President in the dust. The outstanding balance of $7,514.16 is comprised of $2,034 for two months of social security benefits stolen by Direct Express from November and December 2021 as noted by SSA change of direct deposit notice BNC # 21T2379J53688-HA plus $5,480.16 interest on a total of $18,267.21 stolen in 2021, $16,033.21 of which were repaid by Bancorp via the Oregon Unclaimed Property Program May 2026.

Land and Water HA-4-4-26

Antarctica is about 14.2 million km² total, 13,915,000 km² under ice, and 285,000 on land. Total global land area added up using CIA data yields a slightly lower total of 131,994,143 km², plus 13,915,000 km² under ice in Antarctica and 1,710,000 km² under ice in Greenland, minus 6,000 Palestine km² for a grand total of 147,613,143 km². There are 196 nations, including Taiwan, with a majority for Kosovo and to repeal Annex (l) obstructing Palestine’s Admission of new Members to the United Nations A/ES-10/L.30/Rev.1 and about 55 island dependencies. On February 4, 2026, the CIA unexpectedly discontinued The World Factbook without providing an official reason. CIA World Factbook has been published since 1962, available to the public since 1971, digitally since 1997. It is proposed UN Statistics commemorate the CIA World Factbook with a UN Assembly vote for the national Missions to agree with or dispute the Central Intelligence Agency (CIA) World Factbook land and water area estimates.
