The US continuing resolution on the budget and statistical atlas are done.  Forgive me for the obsessively long introduction, but my client, the US economy is becoming depressed Trump won the 2024 election back from 66.8% voter turnout ballot stuffing of the 2020 elections, unprecedented since before 1900. Trump’s senile dementia is said to be a constitutional crisis and his agenda must be entirely reversed, to defend against the XXV Amendment to Art. 2(4) and 3(3) of the US Constitution pertaining to the peculiar substitution of treason for reason by the Republican tyranny in general and specifically in regards to their 90-pause advocating overthrow of the government, being a crime against humanity in defense of war crime.  Republican mutiny against the law and equity of the United Nations, as articulated in the Universal Declaration of Human Rights (1948), must be precisely charged with insurrection by Texas and Louisiana under 18USC§2383. Import poisoning commerce with federal probationary officers, namely the Speaker of the House from Louisiana, who must be replaced due to his incessant war crimes 18USC§2441, and Elon Musk from Texas and apartheid South Africa, with ties to the Chinese military and his Department of Government Efficiency must be terminated for his apartheid-like crime against humanity, advocating overthrow of the government 18USC§2385, deprivation of relief benefits 18USC§246, amounting to insurrection by slave states under 50USC§205.  

 

In his first term Trump managed to suppress the genuinely warlike tendencies of the slave states of Texas and Louisiana, but the New Yorker’s trade war and xenophobia caused $200 billion actual damage to international trade, about $2.5 trillion damage to economic growth, before killing 13 million 2020-2021 when COVID escaped “eucalyptus” detention.  However, in his desperate re-election in 2024 betrayed his false flag, Florida, to Elon Musk from Texas and Speaker Mike Johnson from Louisiana.  Trump won the popular vote, but must exile the worse slave states in the worlds, Texas and Louisiana, from high federal office in the capitol of the most enslaved nation in the world, the United States of America, in Washington DC.  Trump’s ideological vulnerability to insurrection by slave states, as an internally displaced Republican from New York, is that Congress must amend the Court of International Trade of the United States (COITUS) in New York City to Customs Court (CC), as if the intention of the Customs Court Act of 1980 had not been perverted by the fine print.  The US must furthermore amend Title 22 of the United States Code Foreign Relations and Intercourse (a-FRaI-d) to Foreign Relations (FR-ee).  The Federal Court may issue an arrest warrant for Tom Homan, border czar, to apologize for the dyslexic sanctions against the Prosecutor of the International Criminal Court, and enforce the prohibition of propaganda under Art. 20 of the International Covenant on Civil and Political Rights (1966) pursuant to the The report of the Special Rapporteur on contemporary forms of racism, racial discrimination xenophobia and related intolerance A/73/305 (2018). The federal court has a duty to issue an arrest warrant for Tom Homan, to protect the administrative databases and trial courts from having their alien clients and defendants dangerously arrested and deported by Immigration and Customs Enforcement (ICE) duplicitous contempt for the Marshall under 50USC§24, Art. 4 of the Federal Rules of Criminal Procedure, 4^th Amendment to the US Constitution and Art. 3 of the Convention against Torture (1987) as a war crime under 18USC§2441 to be enforced under Art. 4, with seats on the United States Customs Court (CC) amendment of the Court of International Trade of the United States (COITUS) for sober judges of federal and customary international law.  This is an emergency, United States diplomacy lost the 2020 Olympics to China's 1.6 million detainees, after a decade of sentence reduction under Blakely v. Washington (2004) and mass release of disabled persons Brown v. Plata et al (2010). Between 2020 and 2022 the US prison population increased 8 percent, 4 percent annually, from 1,674,200 in 2020 to 1,808,100 in 2022, the rate of detainees per 100,000 residents increased from 505 to 541. Far in excess of the 250 detainee per 100,000 resident limit.

 

The Convention on the Privileges and Immunities of the United Nations (1946) obligates the United States to repeal FBI Representation on Foreign Visitor Exchange 28CFR§0.87 and reaffirm their intention to repeal all domestic abuse Authority for Employment of FBI and DEA Senior Executive Service 5USC§3151 et seq, convict and abolish the FBI Oct. 7 inquiry of dosing Hamas.  Congress must elect a non-torturing Speaker of the House, who is not from either Texas or Louisiana, whereas the timing of his censure Palestine, implicates the election of the Speaker with the attack, and more recently legislating the FBI ephedra intoxicated friendly fire incident in Yemen, for which the dyslexic US Department of Defense is now charged with not only indiscriminate retaliatory bombing of civilians in Yemen, but thereby failing to uphold ceasefire negotiations regarding Palestine and Ukraine.  Congress must repeal “outside of the United States” from torture 18USC§2340A(a) pursuant to Arts. 2 and 4 of the Convention against Torture (1987). Amend Exclusive Remedies at 18USC§2340B so: The legal system shall ensure that the victim of an act of torture obtains redress and has an enforceable right to fair and adequate compensation, including the means for as full rehabilitation as possible. In the event of the death of the victim as a result of an act of torture, their dependents shall be entitled to compensation pursuant to Art. 14 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (1987).   

 

Censorship affecting armed force must be compensated for, to re-secure the Palestine ceasefire and forcefully protest the legality of the Maiden Revolution in Ukraine, whereas $650 million European loans is less than $12 billion Russian grants (2014), and the separatist 20% of Ukraine territory is beyond any price but peace, defined as $50-200 billion UN Compensation Russian asset bail for Putin’s excessive use of force in Ukraine and abolition of term limits, pursuant to the Declaration on Principles of International Law Concerning Friendly Relations and Co-operation among States (1970) whereby no territorial acquisition by use of force shall be considered legal (censured).  Furthermore to prosecute inability to pay, the Application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar) Summary 2020/1 23 January 2020 held Myanmar’s military and security forces responsible, inter alia, for killings, rape and other forms of sexual violence, torture, beatings, cruel treatment, and for the “destruction of or denial of access to food, shelter and other essentials of life”, all with the intent to destroy the (educated) Rohingya group, in whole or in part (censored).  Housing substituted “shelter” in Art. 25(1) Universal Declaration of Human Rights (1948).

 

American Trail HA-20-3-25

 

An Act To separate the national scenic and historical trails and map an American Trail, Camino Americano, to connect the North and South American continents To strike (a)(1) 'primarily, near' and insert 'connecting' and (a)(ii) to strike 'and (ii) secondarily, within' and insert 'to' so without any unnecessary subdivision, (a)...'trails shall be established to connect urban areas to the National Scenic Trails, which are often more remotely located.' at 16USC§1241. To heighten scrutiny it is necessary to separate National scenic and National historic trails listed at 16USC§1244, whereby National historical trails are removed to a new section titled National historic trails §1244A and §1244 is renamed National scenic trails, both sections are organized like the original (a) designated national trail, (b) feasibility study criteria, slightly modified and (c) proposals.To promote the Vermont Long Trail, Bartram Trail, Grand Illinois Trail, American Discovery Trail and Ohio Buckeye Trail proposals to National Scenic Trail in §1244(a), leaving only the Desert Trail, Great Western Scenic Trail and especially the Alaska Long Trail to propose major work at §1244(c). To remove the Choctaw Nations Trail (formerly Indian Nations Trail) and General Crook Trail because they are not longer than 100 miles in length and are better regionally represented by the Oachita and Arizona Trails, respectively. To this end, it is proposed to add the Ouachita National Scenic Trail, Colorado Trail, South Dakota Centennial Trail and Oregon Coastal Trail, for immediate inclusion in §1244(a) and the Idaho Trail, California Coastal Trail and American Trail are proposed to §1244(c). To propose a new, safe and healthy international scenic wilderness trail, tentatively named 'American Trail' be mapped, for water, resupply and consular recognition, from the Arizona Trail,. Continental Divide Trail and Pacific Crest Trail southern terminuses, for currently dangerous winter border crossings through northern Mexico and Central American Triangle to Costa Rica and Gorgas Hospital in Panama 24USC§301, up or around the Andes summer via the Ruta Inca to Tierra del Fuego by way of Greater Patagonia Trail and/or back, at 16USC§1244(c). Be it enacted in the House and Senate assembled

 

An Act To Balance the Budget for the Fiscal Years ending October 1, 2017-25 HA-10-3-25

 

A BILL To pass a Concurrent Resolution on the Fiscal Year 2025 budget, child tax credit, any new revenues, public fund balances and debt repayment, by April 15 pursuant to 2USC§632; tardy under 31USC§1105; for early FY 26 update §1106, codified for annual review of the 'Budget' Chapter 66 of Congress Title 2 of the United States Code 2USC§7000 et seq. To prevent economic recession in six months, transitional USMCA anticipatory tariffs 19USC§4513 must be repealed and Uruguay Round 19USC§3511(d) updated to acknowledge the -3% industrialized, -0.3% developing Swiss Formula for Unilateral Tariff Reductions (2007).  To obligate the Secretary of State to pay $5,000 UN Compensation to reintegrate every person arbitrarily exiled from United States, to be split in cases where consular documentation is needed pursuant to 24USC§322, Art. 9 of the Universal Declaration on Human Rights (1948), Convention Relating to the Status of Refugees (1951), Convention Relating to the Status of Stateless Persons (1954), Convention on the Reduction of Statelessness (1961), Convention on the Protection of All Migrant Workers and Members of Their Families (1990). To obligate the Treasury to notice the decennially recalculated Debt Ceiling for un-repaid outstanding Public Debt must increase $95 billion from $14,294 billion to exactly $14,389 billion FY 25 by amendment of 31USC§3101, USAID will not perish and the US will not be bankrupt regarding covered lapse of employment 31USC§1341(c) aiming to reduce the -$658 billion deficit, below interest payments of $633 billion FY 25 by FY 26. To report a Public Fund balance of $4,562.1 billion FY 24, $4,429.5 billion FY 25, comprised of a 3% of GDP deficit insuring General Fund balance of $1,271 billion FY 24, $1,261 billion FY 25; Social Security and Medicare Trust Funds balances totaling $3,291.1 billion (2024), $3,168.5 billion (2025); and un-repaid Public Debt, $14,364 billion FY 25, $14,389 billion at year end FY 25.  On-budget revenues of $3,441 billion, expenditures of $4,129 billion and deficit of -$686 billion FY 2024; revenues of $3,621 billion, outlays $4,295 billion and deficit -$658 billion, -2.9% of GDP, FY 25, the first deficit less than 3 percent of GDP since FY 19.  Off-budget revenues of $1,372 billion, expenditures of $1,447 billion and increasing deficit of -$75 billion in 2024; revenues $1,409 billion, expenditures $1,551, and deficit -$142 billion in 2025, with 2033 OASI depletion date.  Total revenues of $4,813 billion, expenditures $5,576 billion, and -$763 billion deficit, -3.4% of GDP, due to the increasing OASI off-budget deficit 2024; revenues $5,030 billion, expenditures $5,846 billion, and -$816 billion deficit, -3.5% of GDP FY 2025.  To collect tobacco fees, and impose a 6 percent tax on energy exports and explosives excise tax on ammunition, splitting demolition 3 percent sale and 3 percent detonation, and a $33 per gun sales tax to insure each gun violence victim or their family $5,000 UN Compensation (2025) plus 3% inflation.  To advertise for a 3/5 majority vote on a Social Security Amendment repealing the Adjustment to Contribution Base Sec. 230 of the Social Security Act 42USC§430 Old Age Survivor Disability Insurance (OASDI) tax loophole for the rich, state employees and civilian defense contractors, to establish in the Treasury a Supplemental Security Income (SSI ) Trust Fund to end state underinsurance by 2025, child poverty by 2026, and all poverty by 2030.  To justify an up to 2.5 percent annual pay raise Congress is obligated to repeal enforcement of discretionary spending limits 2USC§901, passing judgment on a $1,000 child tax credit for each 76.2 million children who reside in the United States 26USC§24(a) and increasing the federal minimum wage from $7.25 an hour to '$10.00 an hour in 2022 plus 3 percent inflation for low-income workers every year thereafter, beginning, at a rate $10.90, on April 15, 2025.' 29USC§206(a)(1)(D).  To issue a <$3 dozen Egg Order – Eucalyptus cures influenza and coronavirus.

 

United States Atlas, 2025 HA-24-2-25

 

The United States of America has an international treaty obligation to reauthorize annual publication of the Statistical Abstract of the United States (131^th edition) 1407 xml and pdf tables in 30 sections and 878 pages, as updated December 16, 2021. An estimated 1.9 million belated birth certificates and social security numbers indicating state of birth and belated status are due under Art. 7 of the Convention on the Rights of the Child.  The Census net overestimate of 1,932,847 (2000-2020) as adjusted by Annual Estimates of the Resident Population for the United States, Regions, States, District of Columbia, and Puerto Rico: April 1, 2020, to July 1, 2024 totals, is nearly exactly equal to the 1,927,000 birth certificates estimated to have been unlawfully rejected using the conservative 4 million birthmark method.  Population total estimates from the Decennial Census and Annual Estimates of the Resident Population for the United States, Regions, States, District of Columbia, and Puerto Rico: April 1, 2020, to July 1, 2024 overrule the low population totals used in Annual Estimates of the Resident Population for Selected Age Groups by Sex for the United States: April 1, 2020 to July 1, 2023 adding to <18: 50,787 (2020); 50,783 (2021); 745,910 (2022); 1,891,386 (2023) and Annual Estimates of the Resident Population by Sex, Race and Hispanic Origin for the United States: April 1, 2020 to July 1, 2023 where only the Black race estimate is accepted, the White, Native American and native Alaskan, Asian, Hawaiian Native and Pacific Islander, Two or More Races must be calculated from 2000-2010 average annual growth rate with 1% annual population growth as the limit.  Hispanic must be included in renumbered Race Question 6.  “Bridge-race” estimates of the U.S. resident population are in proportion with the number of death certificates issued in the United States, in any given year, that includes non-resident aliens who die while visiting the United States, that has corrected for some error in the white population, but remains confused by the Asian overestimate in the 2010 Census, and dramatically overestimates Asian life expectancy, in United States Life Tables, 2021. Families and People in Poverty by Types of Family: 2022 and 2023 presents of people living in primary 9.4% of the total were poor, of related children under 18; 14.% were poor,  under 6 the poverty rate was 15.9% of total. Of married-couple families 6.9% were poor, of female householders 24.7% were poor, 37.2% of related children were poor, 44.9% under age 6 were poor; of male householders 11.6% were poor, 18.3% of related children and 22.3% under age 6 were poor.  World Prison Brief indicates the United States relapsed and between 2020 and 2022 the prison population is reported to have increased from 1,674,200 in 2020 to 1,808,100 in 2022, the rate of detainees per 100,000 residents increased from 505 to 541, in excess of the 250 detainee per 100,000 resident legal limit.  There is agreement between the BEA and UN Data the United States GDP was $19,612 billion in 2017, after which time economic level has been miscalculated at cold war levels of overestimation, and must be recalculated from 2017 using International Monetary Fund (IMF) growth rates, to a level of $23.2 trillion US GDP in 2025, to insure the bull market against deficits in excess of 3% of GDP, when total Gross World Product (GWP) will reach exactly $100 trillion (2025).  The United States is the world’s 2nd-largest trading nation, behind only China, with over $7.0 trillion, but with a deficit of around -$1 trillion.  UNCTAD statistics 2017-2022 indicates Trumps first world trade war caused more than $2 trillion dollars in damage to the total anticipated 10% growth in volume of international trade 2018-2019, -$200 billion actual damage, before the pandemic depression escaped from border detention, and post-pandemic hyperinflation resulted in an overvalued inventory in 2022.  The 2022 Annual Survey of State Government Finances Table is totally bogus; further study of federal, state and local, revenues, expenditures bonds and balances, by State, is wanted.

United States residents are advised to “Buy American Provisions”, including chicken feed, that may be contaminated with avian influenza, that has impaired the quantity, of consequently, prohibitively, expensive chicken eggs rationed in the 2024-25 winter scarcity 24USC§225h.  Do the United States, Mexico and Canada truly consent to the ill-advised reciprocal tariffs or would they rather repeal Trump's anticipatory tariff proclamation 19USC§4513 and terminate the biological experimentation in perished goods under the Nuremberg Code (1948) rather than the USMCA under 19USC§4621? 

 

Summons for Maria Alekseyevna Lvova-Belova, Children's Rights Commissioner for the President of the Russian Federation HA-12-2-25

 

As an alternative to seeking a warrant of arrest, the Prosecutor is obligated to submit an application requesting that the Pre-Trial Chamber issue a summons for Ms. Lvova-Belova under Art. 58(7) of the Rome Statute of the International Criminal Court (1999) to: (1) Freely discuss the safe return of Ukraine children to Ukraine, when it is safe to do so.  (2) Discuss the property rights of some $200 billion Russian sanctions equal to the amount of UN Compensation owed Ukraine, for a ceasefire in Ukraine. (3) Charge Russian Federation President Vladimir Putin $200 billion UN Compensation to Ukraine as bail for war crimes committed in Ukraine 2022-2025. (4) Ensure the world knows Ms. Lvova-Belova and her children are fully protected by the Convention on the Privileges and Immunities of the United Nations (1946) and Hague Adoption Convention (1993).  Furthermore, a US loan is authorized to finance Israel to pay $50 billion UN compensation to Palestine and Palestine $50 million to Israel.  To pass judgment on An Act Sustaining the Child Tax Credit of 2025 HA-30-12-24.

 

An Act Sustaining the Child Tax Credit of 2025 HA-30-1-25

 

To pay $1,000 per child legally residing the United States of America.  To strike all the limitations and double negatives, including any fake fraud convictions of a dead-beat prosecutor, the text of the child tax credit shall be deleted after 26USC§24(a).  New subsections 26USC§24(b) and (b)(1) shall be legislated to state, (b) To pay for the 2025 child tax credit a balance of $76,209,318,000 is made available for fiscal year 2025. This estimate is based upon best available estimates of the under-age 18 population times $1,000 and the fact the IRS will not charge the tax credit any administrative costs, whatsoever. Any money that is not spent on the Child Tax Credit for every child, shall be returned to the General Fund at the end of the fiscal year. If there is not enough money to pay the families of all the children legally residing in the United States, the IRS shall pass a supplemental budget appropriation indicating the exact IRS estimate of the under-age 18 population to compare with best available Census data. (b)(1) in all subsequent years, the IRS Child Tax Credit appropriation shall be $1,000 per child estimated to legally reside in the United States that year.

Summons for JD Vance, Vice-President of the United States HA-2-1-24

 

The Prosecutor may submit an application requesting that the Pre-Trial Chamber issue a summons for the person to appear under Art. 58(7) of the Rome Statute. The inauguration of Donald Trump and JD Vance was Monday, Jan. 20, 2025, the coldest day of the year. Trial should be held at the soonest possible convenience thereafter. Vice-President JD Vance has been summoned to discuss issuing arrest warrants for unofficial border czar Tom Homan and Biden's top secret nuclear weapons attache(s) with the International Criminal Court and he and his wife must have permission to take Air Force One, or equally protected, transport, for the sober occasion.  It is added, the US must be held responsible for refouler under Art. 3 of the Convention against Torture, Cruel, Inhuman, and Degrading Punishment or Treatment (1987).  The summons for Vice President Vance should include a Draft Arrest Warrant for Tom Homan, US border czar:  Mass deportation is a crime against humanity. Import controls are a notoriously biologically experimental war crime from before public sanitation. and the irresponsible lame duck Trump administration bears the coca leaf of criminal responsibility for causing the “wash dry nose” pandemic 2020-2021.  Trump ordered to pay legal child support obligations.

 

Bataan Death March, 1941-1945 HA-27-12-24

 

The Bataan Memorial, at the center of Bataan Park, across the street from Historic Fort Bayard, at the edge of the Gila National Wilderness, the nation’s first, a half day on a marked connecting trail from the Continental Divide Trail, is in remembrance of the courageous men of the 200^th and 515^th Coast Artillery Companies.  Of the 22,000 Americans (soldiers, sailors, airmen, marines) captured by Japanese on Bataan, only about 15,000 returned home. Within hours of their December 7, 1941 attack on Pearl Harbor, the Japanese began their assault on American outposts in the Philippines. Troops in Bataan resisted the Japanese until April 9, 1942 when 22,000 Americans and 54,000 Filipinos surrendered. The Bataan Death March is a legend of the evils of war and substandard prisons, without adequate food and water, or International Red Cross or Crescent flags, fundamental to the Third Geneva Convention Relating to the Treatment of Prisoners of War (1949).
