Alaska Conservation Trail of Willow and LNG Pipeline Projects HA-13-3-23

 

A conditional injunction may be procured against Deputy Secretary of Interior Tommy Beaudeau's March 2023 Record of Decision regarding the approval of the Willow proposal that neglected to provide assurances that the Oiltok dock will prohibit the oceanic deployment of heating pumps, usually hydrocarbon railcar containers, to melt the polar ice as arson within the maritime and territorial jurisdiction under 18USC§81 and to provide the exact number of acres of the proposed area of the Willow development that must be less than 68,000 acres relinquished or ConocoPhillips will need to relinquish more of their 1.6 million undeveloped acres than they propose develop, to protect the human right to a clean and healthy environment, and conserve more land and water, enshrined in the first sentence of A Republican Conservative Agenda to neutralize Biden’s 30 x 30 treason.  The estimated date of completion of environmental review of the Alaska LNG pipeline by the Energy Department is March 31, 2023. However, due to utilization of the National Environmental Policy Act, this voluminous Alaska LNG pipeline project is doomed. If the Federal Energy Regulatory Commission wants to proceed with the Alaska LNG pipe-line they must transfer planning responsibilities to the Interior Department to ensure more land and water is conserved than developed.  New agreements will need to be negotiated to finalize both proposals, prohibit arson within the maritime jurisdiction in the Arctic-ocean and globally and enlist ConcoPhillips and Alaska LNG Project LLC oil tankers to find heating and cooling pump/railcars lost at sea and keep the profits from heating and coolant refining and railcar refurbishment.  The breaking story is that Trump initially attempted to limit nuclear weapon activity spending at $9.2 billion FY 17 and FY 18, against 3 percent inflationary pressures, after which time he caved into their claim for compensation in a major “nuclear weapons modernization” violation of the 2,200 Nuclear Non-Proliferation Treaty (NPT) warhead limit, inflating 21 percent to $11.1 billion FY 19, 13 percent to $12.5 billion FY 20, 23 percent to $15.4 billion FY 21 before stabilizing with 0.6 percent growth to $15.5 billion FY 22. Between FY 17 and FY 22 nuclear weapons activities spending by DOE increased 68 percent, 11 percent annually. To do the highly enforced 3 percent agency spending inflation target justice DOE nuclear weapons activities spending needs to be limited to $10.9 billion and total DOE spending to $39 billion plus revenues made from recycling nuclear weapons stockpiled in excess of the 2,200 warhead limit and oceanic heating and cooling railcars (Isiah 2:4).  Both Trump and Biden are disqualified from holding federal office 22USC§6303.  Congress must legislate the 1,700 deployed to 2,200 nuclear warhead limit from the 2012 Nuclear Non-Proliferation Treaty conference to replace the New START Treaty conspiracy with Russia that must be repealed from 10USC§498(f).

 

Florida Ecological Balance HA-3-3-23

 

I hiked the Florida Trail and all I got was two lousy Republican candidates for President.  The Florida Trail is one of eleven non-motorized National Recreational Scenic Trails and thirty congressionally designated National Scenic and Historic Trails. The Florida Trail runs a total of about 1,500 miles, from Big Cypress National Preserve to Fort Pickens at Gulf Islands National Seashore, Pensacola Beach, with two more trails to Key West, a lake to ocean access trail and two alternate routes through central Florida.  The Florida Trail traverses many excellent examples of Florida's natural ecological communities in a humid subtropical climate.  Florida is a fairly large peninsula and panhandle, 38.4 million acres, in size, 34.27 million acres not counting submerged lands. Florida is the 22^nd largest state in the nation.  The population is increasing steadily and rapidly, every southerly migrating Presidential election internal displacement. In 1950, Florida was ranked twentieth among the states in population; 50 years later it was ranked fourth, and 14 years later was number three.  To deal with the development Florida has a very accountable environmental conservation program to ensure more land and water are conserved, while population density and quality of life increases.  To liberate the budget from fee-simple land acquisition, a rural camping trail connecting to wilderness trails and city side-walk proposes to purchase a 5-foot-wide trail at $10,000 an acre, pay for maintenance and ease conservation planning.  In conclusion, whereas Florida is historically something of bastion for the Ku-Klux-Klan, Trump and DeSantis are sought to surrender their conservative ideology to the Republican Conservative Agenda, that has been drafted for the environmental health of the new Speaker of the House.

 

Permanent Relocation Appeal of Train Derailment Chemical Spill in East Palestine HA-18-2-23

 

An eastbound Norfolk Southern train bound for Conway, Pennsylvania, derailed in East Palestine, Ohio, population 5,000, on Friday, February 3, 2023 at 8:55PM. About 50 cars derailed, due to a broken axle; of those, 20 contained hazardous materials and four contained vinyl chloride.  Crews ignited it on February 6, 2023 to get rid of the highly flammable, toxic chemicals in a controlled environment, creating a dark plume of smoke. The evacuation order for East Palestine residents was lifted on February 8, 2023 after authorities claimed real-time air and water monitoring did not find any contaminant levels above screening limits.  Residents are presenting with the warned headaches, as well as sore throats, nose and eye irritation, rashes and other health problems.  It is believed that the large plume of black smoke caused by intentionally igniting the vinyl chloride released far more dioxin and phosgene than if the fire had been allowed to burn off or been simultaneously sealed and chemically extinguished according to procedure.  The decision to terminate the evacuation seems to have been premature and it seems medically necessary for the Secretary of the Department of Transportation, “lead agency”, to pay for the permanent relocation of residents from the Superfund cleanup site at East Palestine pursuant to the Uniform Relocation Assistance and Real Property Acquisition Policies Act 42USC§4601 and its implementing regulations 49CFR§241.

 

Biden-Blinken East Anatolian Fault Nuclear Trial in Türkiye HA-16-2-23

 

There is no denying that it is a grave breach of the Geneva Conventions to detonate nuclear weapons on tectonic faults pursuant to the Convention on the Prohibition of Military or any other Hostile Environmental Techniques (ENMOD)(1977) and Art. 147 of the Fourth Geneva Convention Relative to the Protection of Civilians in Times of War (1949). From 1857, Robert Mallet laid the foundation of modern instrumental seismology and carried out seismological experiments using explosives. He is also responsible for coining the word "seismology".  Having admitted complete Presidential responsibility for detonating all nuclear devices in the United States arsenal, the so far uncontested allegations of nuking tectonic faults in Haiti (January 2010 and August 2021), Turkey (February 2022), California Dec. 21 2021 and 2022), Japan (March 2011), Virginia (August 2011) et al, warrant the disqualification of both the nuclear weapon using Biden, and “bipartisan” nuclear weapon buildup spending Trump, Presidents, and Iraq megamurderer Secretary of State Antony J. Blinken, from federal office, in sooth the 2024 elections and CENTCOM headquarters in Florida, pursuant to the prohibition on assisting nuclear proliferation through financing under 22USC§6303.  The magnitude 7.8 and 7.5 earthquakes that struck the Hatay province in southern Türkiye and western Syria on February 6, 2023, caused widespread destruction in both countries, shortly after the Under Secretary for the Treasury of Terrorism and Financial Intelligence Brian Nelson paid a visit regarding trade with Russia on 2/3/2023.  The death toll from the recent 7.8 magnitude earthquake in Türkiye and Syria is higher than 40,000. So far, Turkish authorities say 35,418 people have been killed in the country, while more than 5,800 people are dead in Syria, according to the UN and the Syrian government. More than 8,000 people have been pulled out alive from rubble in Turkey. The UN estimates up to 5.3 million people in Syria may be homeless after the earthquakes. Nearly 900,000 people are in urgent need of hot food in Turkey and Syria. US Incirlik Air Base was not damaged. Was their nuclear arsenal?

 

Recycling Oceanic Heating and Cooling Pumps Thermally Polluting the Weather HA-12-2-23

 

Climate change damages are at an all-time high. The oceans have never been so thermally polluted. Following a directive by the EPA, new HVAC systems will no longer use R410a refrigerants as of January 1, 2023 pursuant to Montreal Protocol. It is suspected obsolete coolant R410a is being “recycled” in the Pacific Ocean by the Air Conditioning Contractors of America (ACCA) who promised to pay the admirable and refined California Governor Newsom for 30,000 lb. + industrial quantities recovered from the deeps, finder keeper, with some profits for Pakistan flood relief. Now there is a new cooling in the Indian Ocean, La Niňa along the equator has been somewhat abated, however instead of recycling the chemical by converting it to a legal refrigerant or other marketable industrial chemical, or exporting it to nations that have not prohibited R410a, the artificial cooling along the Canadian West Coast, has extended to all of California.  To restore natural rains and climate, to remove the temptation for Japan, Canada and the United States to combat climate change with a hostile arms race rather than prohibition of thermal oceanic pollution of the weather. To achieve a natural northern hemisphere climate, it is necessary to immediately and for entire future winters to prohibit the quasi-legitimate melting of the Arctic ice to create a Northwest Passage for shipping, in the winter when air transport is necessary to protect the polar ice cap. Polar industries, for which air transportation is inadequate, need to be shut down in the winter season, to protect the natural weather system, the climate pseudo-scientists are so disingenuous about, and should be pre-authorized for unemployment compensation - force majeure. All oceanic heating and cooling pumps are prohibited and subject to seizure, finder keeper. How does the EPA propose to make California and Pakistan money recycling R410a pursuant to pursuant to Art. 195 of the Law of the Sea, International Code for Ships Operating in Polar Waters (Polar Code), International Convention for the Prevention of Pollution from Ships (MARPOL), Convention on the Prohibition of Hostile Military and Other Environmental Modification Techniques (ENMOD), Framework Convention on Climate Change (UNFCCC), Convention on Biological Diversity (CBD), Whaling in the Antarctic (Australia v. Japan: New Zealand intervening) International Court of Justice Judgment of 31 March 2014.

Census Bureau to restart production of the Annual Statistical Abstract of the United States ended 2011. Treasury and Office of Management and Budget (OMB) to retire repaid debts for statistical purposes. United States Treasury Balance to pay $750 million arrears to United Nations Educational Scientific and Cultural Organization (UNESCO) to help produce truer GWP statistics, perhaps utilizing IMF Special Drawing Rights (SDR) rather than current US dollars, reduce decadently hyper-inflationary US higher education tuition to be afforded with increased student loan payment to recover enrollment levels and end student loan/Attorney General and Clerk of Congress rampage shootings. Deposit Insurance Fund (DIF) to pay $20,000-$250,000 for first ever Treasury benefit to individual after author embezzled of life savings in Washington D.C. Using the IMF economic growth statistics of 6.0 percent in 2021, 3.2 percent in 2022 and 2.7 percent in 2023 and 2020 GWP estimate of $85,238.6 billion in 2020, it is estimated that the GWP increased to $90,352.9 billion in 2021, $93,244.2 billion in 2022 and will increase to $95,761.8 billion in 2023.  After a 2021 GDP of $23,315.1 billion, with Q4 of $24,349.1 billion, the BEA failed to take into consideration the -1.6 percent Q1 and -0.6 percent Q2 contraction, guesstimating +1.6 percent to $24,740.5 billion Q1, into the $25 trillion range of +2 percent growth to $25,248.5 billion Q2, and +1.9 percent to $25,723.9 billion Q3. Using the reported -1.6 percent Q1, -0.6 percent Q2 and +3.2 percent Q3 growth from the annual 2021 statistic of $23,315.1 billion, it is estimated the GDP in 2022 was Q1 $22,942.0 billion, Q2 $22,804.4 billion, Q3 $23,534.1 billion, +0.9 percent more than 2021.  The UN System has until June 2023 to collect more than $70 billion annual revenues, up from $65.9 billion in the 2021 Budgetary and financial situation of the organizations of the United Nations system A/77/507 of 5 October 2022 pursuant to the 42 month limit on such persecutions (Revelation 13:10).

A deficiency of about $5 billion is needed to recruit 15,000 US troops; UN members would pay $1 billion for a Haiti Veterans Administration. The US has paid $100 billion to defend Ukraine against Russian invasion; Putin must stop attacking and reparate. Putin and Jinping have abolished term limits, reelection of the UN Secretary General and WHO Director General was unopposed, the US ballot was stuffed 2020 and 2022 and Moīse was murdered. The US Navy nuked the Enriquillo Plantain Garden Fault in Haiti and San Andreas Fault in Humboldt, California, twice, causing 222,222 casualties, and leaked fuel in Honolulu causing the eruption of two volcanos, before being drained dry for salvage and demolition.
