Sen. Dianne Feinstein (CA) died on September 28, 2023. The judicially reformed spy lived to age 90. The passer of the assault weapon ban of 1994, that expired in 2004, does not seem to have had the energy to enforce the 1,700 active and 2,200 warhead limit set by the 2012 NPT Review Conference, against unaccountably terrorist, “bipartisan nuclear-weapon modernization” propaganda, misprision by McCarthy’s Pelosi (CA) hammer. Ms. Feinstein was a great patient. Earlier this year, she returned to work after curing a shingles infection with the help of the prescription for witch hazel astringent, I emailed her, from a fake California address. Although she did not herself put the Echinacea Recount Agenda of 2024 in the hopper, Congress and her estate may post-humously pass the “Feinstein Amendment” - adding witch hazel for shingles/chicken pox to the list of definitive curative treatment at Sec. 1(18). In August, around the time she was briefly hospitalized for a fall, she and her daughter Katherine, reported suing the trustees of her deceased billionaire husband’s marital estate for their long-delinquent, annual $1.5 million deposit. Due to the non-paying, defamatory avarice accusation defense of the trustees, Katherine Feinstein’s requests for both payment and seemingly pre-emptive replacement of the trustees, are upheld, pursuant to Art. IX of the Genocide Convention.

To avoid government shutdown, immediate continuing resolution (CR) is needed to limit McCarthy-Biden Defense spending request to no more than $799.9 billion FY 23 and $823.9 billion FY 24, without altering the reported budgets of the three-military departments. With no reward for obstructing the CR until the government shuts down at the beginning of FY 24, except McCarthy (CA) being convicted for receiving the proceeds of extortion 18USC§880, the United States is obligated to pass the continuing resolution. In return for passing the CR, Congress would be authorized to publish the following General Fund statement;

The on-budget Treasury of the United States Government, excluding the operations of the Social Security Administration, are estimated at exactly $3.4 trillion in revenues, $3.9 trillion in outlays, a deficit of -$568 billion, an acceptable 2.3 percent of the true GDP of only $24.8 trillion in 2024, and General Fund balance of $1,240 billion to $1,690 billion, with $535 billion available FY 24 to cover such costs as undistributed offsetting receipts and student lending.

To appropriate $715 million annually in tobacco user fees and finance field inspection with the General Fund, pursuant to paragraph 10 of the Nuremberg Code (1948), all Congress needs to do is insert after 'Fees appropriated under paragraph (3) are available only for the purpose of paying' - 'the tobacco excise taxes of the Alcohol and Tobacco Tax and Trade Bureau.' and striking the rest of and after 21USC§387s(c)(2)(A).
