Today, the first Monday in February, is the last day for the
Public Trustee applicant to proof read four months of work on the President’s
Budget submission, from beginning to end 31USC§1105. Until fall, when the Director of the Federal
Register might be ready to update the President’s budget independently for the
first time pursuant to 1CFR§8.2 or having retained the Public Trustee for a tax-free term of
four years under Sec. 201(c) of the Social Security Act 42USC§401. The new Social Security Chief Actuary Karen P.
Glenn, whose email is reported to have permanent fatal errors, is encouraged by
the Commissioner, to produce a timely, April 1, 2026, Annual Report pursuant to
Sec. 201(c)(2) of the Social Security Act, that supports the SSI tax rate
calculus in Part 428 Off-budget Social Security Trust Funds 2CFR§428(c) and
Sections 6-9 of the FR-ee Act pursuant to the April
15 Concurrent Resolution 2USC§632.
Pursuant to the April 15 deadline for the Concurrent
Resolution, Congress is obligated by the FR-ee Act of 2026 to pass (1) the $1,000 child tax credit for all children
legally residing in the United States 26USC§24(a), (2) raise the minimum wage
to $11.25 an hour by April 15, 2026 and three percent annual inflation
thereafter 29USC§206(a)(1)(D), (3) pay $71,011 million arrears to the United Nations
(UN), otherwise estimated to run out of cash by July Peacekeeping year, to
compensate essential workers 10USC§1580 for the pre-emptive US Agency for International Development
(USAID) cancelation under Art. 19 of the UN Charter and $5,638 million to the Environmental Protection Agency (EPA) pursuant to the
Anti-deficiency Act 31USC§1502(b), and (4)
the Supplemental Security Income SSI Tax on the rich, state employees and
civilian defense contractors to pay the poor, prioritizing child benefits, by
repealing Sec. 230 of the Social Security Act 42USC§430 effective January 1,
2027.
Congress must grow to prohibit undisputed, terrorist acts of
fraud, dictating government shutdowns, budget cuts and other unjustified
deprivations of relief that interfere with the essential services of creditors
of the United States. General Fund is
able to pay, probably without incurring a deficit in excess of 3 percent of
true GDP, on any given day, despite any downward effect of population growth
slowdown to 0.5 percent in 2025 from 1.0 percent in 2024 might have on federal
revenue growth. Economic and population statistics corrections will also be
updated this winter, before the summer hike to never again suffer calculus of
the arteries from six days updating the July 16 Supplemental appropriation for
the next fiscal year 31USC§1106.

To assure orderly development of the Code of Federal
Regulations along practical lines, the Director of the Federal Register may
agree to annually add-up the President's Budget as codified for annual agency
update in Title 2 Federal Financial Assistance Subtitle C – President's Budget
(Parts 400 – 428). Titles 1-16 are
revised as of January 1. The President's Budget is
four months work, due on the first Monday in
January, but not later than the first Monday in February pursuant to
31USC§1105. Federal assistance must be added up and undistributed offsetting
receipts subtracted, to overrule the framework and numbers of Table 4.1 Outlays
