registered in the first year in Africa was 29% (2013); 46% (2021); Target 100%
(2023). Estimating 2 million belated birth certificates over 27 years of 4
million births annually since 2000 comes to an average, but worsening, annual
birth non-reporting rate of 1.9 %. The United States may report: The proportion
of births registered in the first year is 98% (2022) and the Trump Account
Census Target is 100% (2025)
