To end poverty by 2020 HA-19-6-17

 

To tax the rich to end poverty by 2020 and end child poverty CY18 by repealing the Adjustment of the contribution and benefit base under Section 230 of the Social Security Act 42USC§430. To prioritize child poverty, before taxing the rich, with current revenues, Congress and Commissioner must immediately make insulin dependent diabetes mellitus (IDDM) and orphan as qualifying disabilities for full SSI benefits $777 (CY19). The poor, children first, shall be paid with SSI when the contribution base is expanded to include incomes over the maximum taxable limit. By 2020 all 50 million poor people will receive Supplemental Security Income (SSI). Eliminating tax havens is a sustainable development goal. In the case regarding the maximum taxable limit, failure to pay legal child support obligations under 18USC§228(b) may be treated as attempt to evade or defeat tax under 26USC§7201.  To sustain the Disability Insurance (DI) trust fund a 2.2% DI 10.2% OASDI tax rate is needed for CY19 now that all the Baby Boomers have retired. The OASDI tax rate must protect the smaller trust fund from being depleted. Since 2000 the Actuary has not demonstrated the ability to do the required calculus, enabling the DI trust fund to be depleted, except for the temporary and illegible DI tax rate of 2.37% CY16-18 under the Bipartisan Budget Act. The recidivism to a 1.8% DI tax rate is overruled to protect the smaller trust fund from further abuse.  Because the FY 17 Defense budget total growth is anemic and the FY 18 “pre-decisional” levy for war on steroids, the compromise is to stabilize Defense spending at 2.5% annual growth from $580 billion FY16 to $595 billion FY 17 to $609 billion FY 18 so end-strength might grow at 0.9% annually from 2,882,000 FY 16 to 2,907,938 FY 17 to 2,934,109 FY 18 and enjoy the 1.6% basic pay raise FY17 and thereafter in peace. Total FY 17 spending reported by the three military departments - Air Force $168.9 billion, Army $148 billion and the Navy and Marine Corp $164.9 billion = $477.4 billion military spending - $583.3 billion in federal revenues FY17 = $106 billion, of $150 billion total, on-budget undistributed offsetting receipts that OMB uses to recover unspent funds at year end, 70.7% from the Defense. Barack Obama won the Nobel Peace Prize, complied with the Nuclear-Non-Proliferation Treaty, reduced military spending FY2013-15 and most of all there were years of peacetime when there was not a single fatality in the 2.8 million volunteers. The primary finding is that to reduce the current fiscal year deficit and historical deficit and debt OMB must abolish the Allowances, Independent Agencies, Other Defense Civil Programs, Undistributed Offsetting Receipts off-budget rows because they are not agencies instrumental to calculating Outlays by Agency under 31USC§101.  .  It is time for Human Services (HS) to graduate from the Public Health Department (PHD) to prevent true federal health spending from exceeding $1 trillions FY 18.  Total federal spending on Human Services programs is estimated to be $59 billion FY 16, $64 FY 17 and $69 billion FY 18 by CY 17.  HS costs are combined with SSI FY 17 and alone FY 18 in the Adjusted Agency columns to detail a $104 billion FY 18 on-budget surplus.

Interior Department FY18: Ryan Zinke, Interior Secretary v. Donald Trump, President of the United States HA-10-6-17

 

Dear Mr. President, Ivanka: After taking the time to subtract Interior Department receipts from congressional budget authorization, for the first time after several years of publication, I have determined that the generosity of your $11.7 billion, once thought to produce a $1.6 billion budget cut, in fact produces $3.1 billion undistributed offsetting receipts FY 18 after paying every agency 2.5% growth from Continuing Resolution Act CR17 estimates. Except the climate change scientists whose $18 million bond to federal court regarding arson of special maritime and territorial jurisdiction under 18USC§81. Everyone right, everyone happy with their Memorandum of Understanding to complete “Trump Trail” while Donald J. Trump is President, coast to coast under the National Trail System Act of 1968 6USC§1246(h)(1). The President, like the Standing Rock riot police contractors before him, rumored to have travelled from Ohio, must be impeached for treason regarding their levy for war and conspiracy to kill, kidnap, maim or injure persons or damage property near Standing Rock Reservation under 18USC§956. Standing Rock Reservation area was reported to have the most reduced life-expectancy in the nation in 2017. Compensation under Art. 14 of the International Convention against Torture, Cruel, Inhuman and Degrading Punishment or Treatment is due process. The violent and property crimes known to have occurred are water pollution, tipi toppling, pepper spray, rubber bullets, and water torture at 26 degrees Fahrenheit against a lawfully assembled civilian population. Many of those protestors too old, fat and disabled to get away when the riot police toppled a bridge, in one massacre, may have perished. The tribe must dispose of the effects of deceased under 24USC§420. Use of force and territorial aggression by security contractors hired by pipeline companies trespassing on tribal watersheds, protected by the Federal Energy Regulatory Commission pipeline rerouting decision of September 2016, is in contravention to the jus cogens, universal norm of international law, the principle of non-use of force under Art. 2(4) of the United Nations Charter. The only condition imposed upon the Sioux tribe at Standing Rock Reservation by the receipt of this $100 million tribal compensation is that they make a good faith effort to perfect bona fide claims to Trump Trail, coast to coast, it runs through their Reservation near Battle Mountain Sanitarium Reserve 24USC§153.  

 

Military Diplomacy (MD)

 

To supplement Chapter One Navy Hospitals, Naval Home, Army and other Naval Hospital, and Hospital Relief for Seamen and Others §1-40. To improve morale change of the name of the Department of Defense (DoD) to the Military Department (MD) to graduate from Secretary of Defense Transfer Order No. 40 of July 22, 1949 like the Public Health Department (PHD), from the Department of Education Reorganization Act of 1978 and U.S. Customs from the Homeland Security Act of 2002. Since its foundation in 1775 the US military has suffered nearly 1.3 million casualties in 13 wars. There are more than 27 million US veterans. FY17 there were estimated to be a total of 1.4 million active duty US soldiers, another 1.28 million Ready and Stand-by Reserves and 669,000 Civilian Employees, for a total of 3.35 million employees including 2.68 million soldiers. FY 17 Defense total budget request of $582.7 billion seems adequate to calculate 2.5% annual growth in total military spending to $597.3 billion FY 18 instead of either a 3.1% reduction or 8.8% increase. The President must settle for 2.5% non-welfare administrative spending growth to $597.3 billion FY18, $612.2 billion FY19, $627.5 billion FY20. Total FY 17 spending reported by the three military departments - Air Force $168.9 billion, Army $148 billion and the Navy and Marine Corp $164.9 billion = $477.4 billion Military Department spending and $597.3 billion in federal revenues FY17, a $120 billion military surplus. To comply with the Nuclear Non-Proliferation Treaty (NPT) the US nuclear arsenal was reduced from 10,000 warheads, to no more than 1,700 to 2,200 nuclear warheads by 2012 and plans to ultimately eliminate them. To judge use of force, biological experimentation like tight shoes, and environmental modification the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques of 1977 and Law of the Sea of 1982 must be upheld. Subsidies for slash and burn forest labor and logging need to be abolished. Slash piles and fire ladders to arson the national forest must be dismantled to prevent kerosene from causing the forest fires that cause triple digit summer heat that melts the Antarctic Conservation Act of 1978. Non-emergency rescue use of the new Coast Guard ice-breaker must be prohibited to protect the polar ice from hydrocarbon oceanic warming pumps and pollution under the Polar Code of January 1, 2017. Hostile oceanic warming pumps cause drought and intensify hurricanes and natural weather oscillations, they have been extinguished by the Styrene Information and Research Center (SIRC) and cabled out with magnet by Dutch Navy for the benefit of news meteorology in 2005. Oceanic cooling pumps can prevent hurricanes by reducing water temperature below 80ľ F US under Patent No. (2002) 0008155 and US Patent No. (2008) 0175728 A1. The only peaceful purpose of oceanic heating pumps is to generate winds blowing in the direction of oceanic cooling pumps patented in 2012 by AS Trust & Holdings US Patent R441A by the American Society of Heating, Refrigerating and Air-Conditioning Engineers, closer to the coast, to make clouds to be seeded by Rainmaking US Patent No. (1966) 3,429,507 that can cause flooding. To compensate civilians for any injury, casualty and property damage caused by State action. In peace-time there are years when there are no work-related deaths in the US military. To pass the Marine Corp Physical Fitness Test (PFT) 50-100 push-ups, 50-100 crunches and 3-mile run.

 

Global Response to Oceanic Warming HA-19-4-17

 

Dear Styrene Information and Research Center (SIRC):  Please inform the public how to safely turn-off or extinguish railcar or other hydrocarbon heat pumps and cable them out of the ocean under the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques of 1977 and Law of the Sea of 1982. The only peaceful purpose of oceanic heating pumps is to generate high pressure winds blowing in the direction of the low-pressure created by oceanic cooling pumps closer to the coast, making clouds to be seeded for rainmaking efforts (Jones '66: US Patent No. 3,429,507)(AS Trust & Holdings '12: US Patent R441A by the American Society of Heating, Refrigerating and Air-Conditioning Engineers). Oceanic cooling pumps can also prevent hurricanes by reducing water temperature below 80ľ F, 26.6ľ C (Uram '02: US Patent No. 2002 0008155)(Kithil '08: US Patent No. 20080175728 A1). The first response of SIRC and NOAA seem to have produced oceanic cooling pumps to protect the west coast from the Santa Anna wind's Hawaiian vacation and east Atlantic from the thermal effluence from the Potomac that is self-inflicting a drought upon the Great Plains. After the news about the bleaching of the Great Barrier Reef the current operational NOAA SST Anomaly map is an accurate expression of both northern and southern hemispheres, provided the public is not being misled about costly cooling efforts when the west coast cooling in fact came from SIRC extinguishing the Hawaiian heating pumps.  Because of liability for flooding, rain theft and exposure to experimental chemicals rainmaking and oceanic heating and cooling pumps should only be used to extinguish forest fires and in response to severe prolonged drought and should not be used all the time and be turned off when not in use. Heating and cooling pumps left-on, off the west and north-west coast of Australia are stealing rain from East Africa to make rain in Australia. Cooling pumps are needed off the southeast coast of Madagascar to neutralize the effect of the oceanic wind and cloud generating heating and cooling pumps in the Indian Ocean, for which Australia is liable for stealing rain. Cooling pumps are also needed to protect the Great Barrier Reef from the dissipation of natural and artificial oceanic warming from last year's El NiĖo. Other oceanic warming is off the coast of Columbia and Peru, by Rio de Janeiro and west coast of western Africa. California Governor Brown's slash and burn forest labor is prohibited under the Antarctic Conservation Act of 1974 and abolished under the Slavery Convention of 1926 to keep local temperatures down and protect Antarctic sea ice from the oceanic warming off the coast of Rio de Janeiro.  Severe prolonged drought is currently affecting 17 East African nations, which the United Nations has recently warned that 14 million people are at risk of starvation across the region as it continues to face widespread water shortages as well as reduced crop and livestock production. Much of southern Africa is now in planting season and experiencing drought relief as the weather pattern has shifted to a La NiĖa cycle, which helps to bring in more rain across some regions. The long-term forecast suggests that in 2017 much of the region will regain most of its lost grain crop, but it will take another two or more years of nicely times rain in October to December to return livestock production to normal levels. Extreme weather conditions such as El NiĖo are forecast to intensify until global warming is solved.  The heat from the dissipation of natural and artificial warming associated with last year's El NiĖo is bleaching the Great Barrier Reef. Australia appears to be liable for the rain theft that is causing the prolonged severe drought in East Africa.

 

United States Coast Guard Climate Control Program: National Oceanic and Atmospheric Administration (NOAA) and General Services Administration (GSA) v. John F. Kelley, Secretary of Homeland Security and Admiral Paul F. Zukunft, Commandant of the Coast Guard HA-10-4-17

 

NOAA and GSA must sue John F. Kelley, Secretary of Homeland Security and Admiral Paul F. Zukunft, Commandant of the Coast Guard under the Uniform Code of Military Justice for the benefit of the Armed Forces Retirement Home Trust Fund under 24USC§419(a)(4) and Art. 2(4) of the U.S. Constitution. Defendants bear superior criminal responsibility for the thermal pollution of the North Atlantic in violation of Art. 1(1)(4) of the Law of the Sea of 1982 in contempt of Washington v. Harper (1990) and must cease. President Ronald Reagan rejected the treaty in 1982. The U.S. Senate Foreign Relations Committee recommended U.S. accession to the treaty in a unanimous vote in March 2004. The President of the United States should take this opportunity to ratify the Law of the Sea Treaty. His Secretary of Defense has offended the Convention on the Prohibition of Chemical Weapons by bombing Syria to cover-up the recent exposure of his Secretary of Homeland Security's offense of the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques of 1977. The Secretary of Homeland Security John F. Kelley has responsibility for both the United States Coast Guard and the United States Secret Service. There is reason to believe that John F. Kelley is the least qualified of the three Marines who seized civilian offices and should be the first to be impeached although he shares two prior convictions with the Secretary of Defense for racial discrimination incidental the Yemen attack and Syrian bombings. There are 41,700 active-duty military; 7,800 reserve military part-time employees; 8,300 civilian full-time employees; and 31,000 civilian auxiliary volunteers employed by the United States Coast Guard (USCG). The source of the only hostile array of oceanic hydrocarbon heating pumps today is at St. Elizabeth's Hospital. A diplomatic Secretary of Homeland Security is needed to change the name of the Department to U.S. Customs and regulate the particularly anarchist US Coast Guard Climate Control Program.  The United States Coast Guard Climate Control Program is divided into two regions – the Atlantic and Gulf Coast Hurricane Defense and the West and Gulf Coast Rainmaking Technology Fund.  Arson of Special Maritime and Territorial Jurisdiction of the United States under 18USC§81.

In re: Pacific Coast Rainmaking Technology Fund; Certiorari for Hammond and Son.  Collective defendant Ashland Parks and Recreation should receive all Lomakatsi Restoration Project non-profit pillaging of the $6 million grant from Oregon Watershed Enhancement Board (OWEB) drought profits to abolish slash and burn forest labor under Fire 36CFR §261.5, Antarctic Conservation Act of 1978 16USC§2403(b)(1)(B) (prior drought), Slavery Convention of 1926 (forced labor) and Application of the International Convention for the Suppression of the Financing of Terrorism and of the International Convention on the Elimination of All Forms of Racial Discrimination (Ukraine v. Russian Federation) International Court of Justice No. 2017/11 9 March 2017. The City of Ashland is furthermore directed to get the County Commissioners to (1) elect a quorum of city councilwomen, (2) approve a weather modification district to re-invest $700,000-$1 million of the $6 million OWEB grant in a new Pacific Coast Rainmaking Technology Fund to extinguish wildfires on the West Coast, with special elections as soon as possible under ORS §558.440 and (3) pay for the request to the Development Services Department to change the name of Dead Indian Memorial Road, whereas it has been condemned by Native American speakers at the Women's March in 2017 and World Peace and Prayer Day at Howard Prairie Lake, Oregon in 2015 when the name Grateful Dead Memorial Road was suggested, under Jackson County Land Development Ordinance §10.1032. Lomakatsi is a Hopi term meaning life in balance. The Hopi people established the Hopi Tribal Council on Dec. 19, 1936, with the adoption of the Hopi Constitution and By-Laws in Arizona to provide a way of working together for peace and agreement between the villages, and of preserving the good things of Hopi life, and to provide a way of organizing to deal with modern problems, with the United States government and with the outside world generally. Should the Hopi Tribal Council receive an up to $750 fine from the Ashland mayor subsidized Lomaktsi Restoration Project to rule on whether or not to file a federal injunction against Oregon's white non-profit slash and burn forest labor corporation's use of the Hopi language? The vicious cycle of slash and burn forest labor on the West Coast must not be subsidized. Slash must cease to be cut because the litter increases fire hazard. Foresters failing to remove the slash, timber and firewood they litter the forest with may be fined for the fire-hazard under 36CFR§261.5(a). Slash should be left to rot, except by winter campers with a hearth, in late fall to early spring. Fire hazards threatening the canopy and flood hazard obstructions of the watershed should be dismantled and human litter packed out. In no circumstance should open burns of the forest be prescribed, except to actively fight wildfires and possibly with due process in late fall or winter, with extreme prejudice against slash and burn forest labor without forage, grove or trail to prescribe the human disturbance of the forest flora. In the late fall and winter West Coast fire districts may subsidize winter campers in areas with a lot of slash to burn, and in the summer dry season fire districts may subsidize free cooking gas for campers who would otherwise need to conceal their fire-pit from the arson who saw Brown, Governor of California, et al v. Marciana & Plata et al. USSC No. 09–1233 of May 23, 2011.  Correction: Tree frogs are the most common and the Pacific tree frog (Pseudacris regilla), also known as the Pacific chorus frog, has a range from the West Coast of the United States (from Northern CaliforniaOregon, and Washington) to British Columbia in Canada and extreme southern Alaska.  They live from sea level to more than 10,000 feet in many types of habitatsreproducing in aquatic settings. They occur in shades of greens or browns and can change colors over periods of hours and weeks.  A professional opinion is needed and might take some time whereas the frogs of the Court are currently in their tadpole phase.  It was a lot of work removing five miles of slash piles threatening to arson 100 square miles of national forest fire. 

 

Book 4 State Mental Institution Library Education (SMILE)

 

To supplement Chapter 4 Saint Elizabeth’s Hospital and transfer §321-329 from Chapter 9 Hospitalization of the Mentally Ill National Returned from Foreign Countries to Article 11 §200-208 of this book. To abolish psychiatry, civil commitment, psychiatric drugs, and all psychiatric hospitals, other than forensic or veteran’s, and prescribe Amantadine (Symmetrel) for flu and psychiatric drug tics. To abolish the word 'enforcement' in federal education statute under the Slavery Convention of 1926 (a) 'enforcement of Section 111' at 20USC§112 needs to be repealed under the 21st Amendment (1933) and, (b) the words 'enforcement of' must be removed from the caption of Part 1200 so that it states, Nondiscrimination on the basis of Handicap in programs or activities conducted by the National Council on Disability, at the end of Education statute 34CFR§1200.170, and (c) General Definitions of the Office of Museum and Library Services at 20USC§9101(1) inappropriately applying the piracy (ahoy.one) of pornography to college and public library wifi must be replaced with (1) No stalking in the library 18USC§2261A(2). 25% of the world population, about 1.3 billion students were enrolled in school, in 2004. There are more than 70 million students in the US. About 98,000 elementary and secondary schools have 50 million students in attendance and 3.3 million teachers starting at $30k and earning more than $44k on average. A steadily increasing percentage of children, 3.4%, 1.7 million children were homeschooled in 2012. About 20 million students attend nearly 7,400 institutions of higher education who employed 3.9 million employees, including more than 1.1 million college professors with median earnings of around $89k per year. $209 billion in federal aid are available FY 2017. Total ED on-budget spending spiked at $88.3 billion in 2015, $78.5 billion in 2016 and $79.5 billion in 2017. ED on-budget spending should grow around 2.5% annually to $82 billion in 2018 and continue to grow to $84 billion in 2019 and $86 billion in 2020. Public school teachers should be enabled to contribute, on an individual and voluntary basis, the menopause as disability (mad) tax rate, and contribute to the legislation of 14 weeks of unemployment compensation for maternity leave. Despite $11,100 per pupil education spending > $718 billion, rated the second highest of any nation, child poverty is higher in the United States than any other country, gradual improvement is lagging in international rank. In 2016 24% of children under the age of 18, around 14 million-24 million, were growing up in poverty, the highest rate in any industrialized nation. Of 18-to-64-year olds 20.5 million, 11.1% were poor and of people 65 and older 3.6 million, 10.1% were poor in 2011, although after medical expenses is said to be the same as the overall poverty rate more than 15.4%. Before TANF beneficiaries declined from 14.2 million in 1993 to less than 5 million families today child poverty was estimated to be around the national average. To compensate the US must tax the rich the full 12.4% OASDI tax rate to expand the SSI program from 1.8 million children and 6.5 million adults in 2015 to pay the families of 16-24 million children and 30 million adults living below the poverty line in the United States by 2020…MIRROR
