FY 2015 Federal Budget 2000-2020 HA-19-12-14

Arabic numeral zero deficit might be achievable by a more accurate accountant this 2015 but definitely in 2016 the federal government could turn a surplus and the nation would never exceed 100% of GDP debt.  By accurate accounting and ‘will to DI’ the budget deficit can be reduced to -6.6 billion, -$176 billion on-budget deficit and $179 billion off-budget surplus and debt to $17.9 trillion, 98.4% of GDP and the Postal Service can be relieved up to $25 billion, 20,600 million and 2.5% annual growth are estimated.  It is absolutely critical that OMB realize that the Other Defense Civil Programs row is completely fictitious and the deficit could be reduced by $57.4 billion and the Debt lessened by an estimated $358 billion if this fraud which was inserted into the historical tables against offsetting receipts in 2007 and without offsetting receipts 2009-2015, were detected and abolished.  The new Allowances row is also believed to be fictitious or duplicitous, $0 FY2000, $46 billion 2015, and $1,875 million in 2014 in OMB Table 4.1 Agency Spending.  A new fictitious Allowance for Immigration Reform row in OMB Table 12.1 Receipts, by Source, also needs to be abolished.  OMB needs to abolish the new Allowance rows to avoid another fraud conviction.  Everyone knows, U.S. military and medical spending have reached global limits and spending growth needs to be limited to <$500 billion military spending and <$1 trillion medical spending at least until 2020. After reviewing Agency budget requests OMB is asked to be more exact in their account of agency spending in Table 4.1. OMB must commission an annual review of agency budget requests to improve the accuracy and predictability of their accounting under Art. 2(2) of the U.S. Constitution.  There may be considerable retroactive relief due for agency budget officers who prove to OMB that their lower estimates to be more accurate than the figures in the OMB Historical Tables which are used to calculate the Deficit and Gross Federal Debt.  Accurate reporting is necessary to establish a baseline for predictable 2.5% annual rates of agency spending growth.  In 2015 it is estimated OMB could reduce the deficit by $190.6 billion if OMB would only report agency budget requests more accurately.  Provided, that OMB (1) eliminates fraud, saving $103.4 billion, by abolishing the fraudulent $57.4 billion Other Defense Civil Programs and $46 billion Allowances rows, (2) accept agency budget request figures to improve accounting accuracy and reduce the statistical deficit by $190.6 billion, (3) limits military spending to <$500 billion and medical spending to <$1 trillion without review until 2020, as the nation must reduce spending in these two departments to achieve international norms, and (4) abolishes the $60.1 billion mandatory refundable premium tax credit and cost-sharing reduction by accounting for Medicaid Basic Health Plan to collect premiums and pay benefits off-budget in a deficit-neutral account monitored in the HHS budget request and OMB; the United States can reduce the deficit by $294 billion, $354.1 billion in 2015 and more every year hereafter.  OMB is completely mistaken in their mathematics and treatment of the DI trust fund that is expected to be completely depleted in 2016 when benefits shall be reduced to 80% if the current law is not abolished.  Optimally adjusted to 2.3% DI and 10.1% OASI the DI trust fund recovers at no cost to taxpayers.  In 2018 the optimal rate changes to 2.2% DI and 10.2% OASI.  More revenues are however needed to avoid a combined OASDI deficit in 2010.  The federal government is also at wits end and needs new revenues.  By eliminating the maximum taxable limit on the DI tax alone more than $50 billion in new revenues would be created without raising taxes on anyone but the rich; enough profit to share 50/50 with federal revenues to finance the United States Postal Service (USPS) this 2015.  If the rich were to pay the entire 10.6% OASDI tax on all their income the maximum allowable deficit (90% of surplus OASDI WILL profits) will be in excess of $250 billion annual support for a budget surplus 2016-2020. 

 

Diabetes mellitus edition of Gastroenterology HA-6-11-14; Diabetic Famine: Metronidazole, Vibramycin, and the Unusual Treatment of Juvenile Onset Diabetes and Peripheral Diabetic Neuropathy HA-28-10-14

 

Gastroenterology has be edited in Memory of Isaac Lindsday who died of complications of Type I diabetes Thur. Oct. 2, 2014.  To Restore the United States Code to the 2013 version and amend federal torture statute to comply with Arts. 2, 4 and 14 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment of 1984.  To rededicate the Isaac Lindsday trust fund from bus passes to famine relief or abolish it.  To enable Pfizer to hostilely take-over Eli Lilly & Company and abolish both long dead corporate names under the rule against perpetuities. To abolish the Food and Drug Administration (FDA) San Francisco Office of Criminal Investigations and return to the Commissioner of the FDA any drug counterfeiting machinery.  To abolish Medford Area Drug and Gang Enforcement (MADGE). To terminate all federal police finance to Jackson County, Oregon.  To repeal Sections 2-5 of the Fourteenth Amendment to the United States Constitution. In the United States an estimated 23.6 million children and adults, 7.8% of the population, have diabetes. While an estimated 17.9 million have been diagnosed with diabetes, 5.7 million people (or nearly one quarter) are unaware that they have the disease and another 57 million have pre-diabetes. An estimated 177 million people are affected by diabetes world-wide, the majority by type 2 diabetes. Two-thirds live in the developing world. The rate of new cases of diabetes has increased by about 90 percent in the United States over the past decade. From 1995 to 1997, newly diagnosed cases of diabetes were at 4.8 per 1,000 annually. Between 2005 and 2007, that number rose to 9.1 per 1,000 people.  An estimated 90 percent to 95 percent of the new cases are type 2 diabetes.  Diabetes and pre-diabetes have skyrocketed among the nation’s youth, jumping from 9 percent of the adolescent population in 2000 to 23 percent in 2008. Globally, the number of people with DM type 1 is unknown, although it is estimated that about 80,000 children develop the disease each year. Within the United States the number of affected persons is estimated at one to three million. The development of new cases vary by country and region; the lowest rates appears to be in Japan and China with approximately 1 person per 100,000 per year; the highest rates are found in Scandinavia where it is closer to 35 new cases per 100,000 per year. The United States and northern Europe fall somewhere in between with 8-17 new cases per 100,000 per year.  The prevalence rate of Type 1 diabetes is approximately 1 in 800 or 0.12% or 340,000 people in USA.  There have been several research studies that have been published in multiple journals that indicate that the life expectancy of an individual with Juvenile diabetes is about 15 to 20 years less compared to their non-diabetic partners. Though this may have been true about a couple of decades ago but with the advent of various home glucose monitoring tests, individuals suffering from Type 1 diabetes can closely monitor their blood sugar levels and take corrective actions as and when needed. In a small study, 10 of 20 diabetic patients aged 18–23 years who could be traced had died within 22 years The number of new cases of Diabetes mellitus has nearly doubled in the past fifteen years since the atypical antipsychotic and antidepressant Olanzapine (Zyprexa), known to cause both diabetes and fatal diabetic episodes when mixed with alcohol, hit the market for depressed and increasingly obese people in 1994.  Eli Lilly) (1838-1898) & Co. is both the producer of Zyprexa and the major U.S. producer of insulin products for the treatment of Type I diabetes.  It is hoped to sponsor clinical trials to relieve Type I juvenile onset diabetics of their dependence upon insulin by trying, using regular diabetic, glucose, ketone and hemoglobin A1c test (HbA1c) testing, the various oral prescription drugs for Type II diabetes and the use of the antibiotic metronidazole (Flagyl ER) which is uniquely effective for gastrointestinal infections including antibiotic associated colitis to cure chronic Islet of Langerhans obliterating infections.

The Rule against Perpetuities needs to be enforced against corporations using the names of their long deceased founders and the social work profession needs to be laid off in the capacity of Probate Judge in my work which now clearly refers Probate to the funeral director in today’s amendment of National Cemetery Organization (NCO) which reads Non-perpetuation of Probate Trust Funds at Section 282 and The Funeral Director’s Court at Section 287.  It is perplexing to the new National Social Worker Association Code of Ethics that no longer absolutely protects social workers from being used as medical b(k)illers and at 1.07(r) protects the deceased with all the confidentiality of the living.  The Code of Ethics of the Professional Society of Journalists tells the press to seek the truth and report it and in particular “always question sources’ motives before promising anonymity”.  As noted at Section 282 V (not W) This Act:  (1) gives the funeral director superior rights and privileges to a lawyer in regards to the adjudication of trusts and probate in general, (2) liberates trusts from all required registration with the Court (3) denies the Court the power of appointment of trustees that must be done democratically by the beneficiaries without the corrupt influence of the judiciary (4) directs litigation and disputes concerning trusts to funeral directors or socio-economically sound agency in the executive branch (5) does not deprive trustees and beneficiaries of the right to judicial review but relieves them of such responsibility and (6) enforces the rule against perpetuities to abolish zombie corporations and require corporations using the name of a deceased person to change their name to a living partner or inanimate object immediately. Named corporation are Halliburton, Eli Lilly & Co., Pfizer and Monsanto who did not discover the use of Roundup as an herbicide until two years after the last surviving Monsanto family executive had passed away in 1968.

Book 10 Armed Forces Retirement Home (AFRH)  

 

To transfer Chapter 1 Navy Hospitals, Army and Navy Hospitals, and Hospital Relief for Seamen and Other §1-40 to Chapter 10 Armed Forces Retirement Home §400-435.  The Armed Forces Retirement Home (AFRH) houses approximately 1,600 veterans at the U.S. Soldiers’ and Airmen’s Home (USSAH in Washington D.C. and the U.S. Naval Home (USNH) in Gulfport, Mississippi.  At an average age of 76, the largest percentage of residents, 80% are WWII veterans, 30% in Korea and 10% in Vietnam.  The average length of stay is 10.6 years.  The Naval Home was established in the Naval Hospitals Act of Feb. 26, 1811 by Paul Hamilton of South Carolina, secretary of the Navy, under President James Madison.  The charter was to provide a permanent asylum for old and disabled naval officers, seamen and Marines.  The Naval Home was however not officially opened until 1834 after James Fillebrown, Secretary of Commissioners of Navy Hospitals appealed his embezzlement conviction to the Supreme Court in 1833, it was known as the Naval Asylum until the name was changed to the Naval Home in 1880.  The Soldier’s Home was established in 1851, as an asylum for old and disabled veterans.  It was at the Soldier’s Home that President Abraham Lincoln wrote the Emancipation Proclamation.  The Soldiers’ Home began admitting airmen in 1917 and officially changed its name to Soldiers’ and Airmen’s Home in 1972.  The Naval Home was initially funded by contributions from the active force. This contribution was augmented by all fines imposed upon persons of the Navy and was the principal source of monies for the Naval Hospital Fund/Pension Fund. The Pension Fund also received all money accruing from the sale of prizes of war. For nearly 100 years these monies funded the Naval Home.  In 1934, the Pension Fund was abolished by Congress and the proceeds were deposited into the U.S. Treasury. From 1935 until 1991, the Naval Home was funded by Navy appropriations. Today, it is funded by monthly withholding from active duty troops, fines and forfeitures, interest off the Trust Fund and resident fees, to incorporate the oldest and newest HA laws; Quiz…1608
