The
United States has a serious public health problem. Life
expectancy dipped slightly in the United States from 2007 to 2008, according to
a new federal report. Life expectancy for Americans in general declined by a little
more than one month, from 77.9 to 77.8 years. For women, the average life
expectancy dropped by a tenth of one year, to 80.3 years; for men it also
dropped by the same amount, to 75.3 years.
For the first time in 50 years, stroke was not the third-leading cause
of death; it was overtaken by chronic lower respiratory diseases such as
asthma, emphysema and chronic bronchitis. The age-adjusted death rates for
stroke dropped 3.8 percent from 2007 to 2008, while rates for chronic lower
respiratory diseases rose 7.8 percent, according to the report, released by the
U.S. Centers for Disease Control and Prevention. Broken down by race, life
expectancy slipped 0.2 years for whites. Life expectancy for black women
remained unchanged at 76.8 years in 2008, while life expectancy for black men
hit a record high -- 70.2 years -- although they still live nearly eight fewer
years, on average, than white men. The difference in life expectancy between
the white and black populations was 4.6 years in 2008, a 0.2 year drop from
2007. Heart disease and cancer, which are the two leading causes of death in
the United States, still accounted for nearly half -- 48 percent -- of all
deaths in 2008. Death rates rose
noticeably in 2008 from several other causes other than respiratory diseases --
Alzheimer's disease (up 7.5 percent), influenza and pneumonia (up 4.9 percent),
hypertension, or high blood pressure (up 4.1 percent), suicide (up 2.7
percent), and kidney disease (up 2.1 percent).
To reverse this trend and improve life expectancy the most logical
solution is to give everyone Over-the-counter access to the best medicine –
antibiotics.
Although the medical propaganda
states that antibiotics are the third leading lengthener of life expectancy in
history they omit to mention that the top two increases in human life
expectancy were the result of non-medical advances in clean water and
sanitation. This means that antibiotics
take the prize for best medicine. It is
no laughing matter that people are denied antibiotics and are coerced by
ignorant, greedy and cruel health care professionals and bureaucrats to consume
second rate medicine that offers only minor relief and must therefore undergo
expensive treatment and dangerous operations when antibiotics is more often
than not a speedy cure. There is no greater
hypocrisy than Aspirin, the most lucrative drug, quite useful in treating
headaches and arthritis. In recent years
Aspirin has become enforced in hospitals by the government for heart attacks
although it is the pain deadening effects of Aspirin overdose that cause the
sensation described as muscle death and the blood thinning myth only drives
people to consume more than the small 81 mg limit for heart pain. The cure for endocarditis is simply
antibiotics, penicillin or erythromycin.
It is either ignorant or cruel to not prescribe antibiotics for anyone
with organ or tissue damage against the frequent Strep and Staph infections
that take root there and impede recovery for years until death. Bronchial diseases are also more often than
not treatable with antibiotics such as erythromycin. It is critical that people have access to
life saving medicine, the best medicine, antibiotics, without having to come
into contact with the nosocomial infections, ruthless greed and senseless
tortures of the government regulated health care system. The most likely method of improving
statistical life expectancy is to make antibiotics available Over-the-counter.

The
Bordetella pertussis epidemic unleashed by the Patient Protection
and Affordable Care Act of July 2010 P.L.
111-148 has
heightened sensitivity to the compelling need for the Food and Drug Administration
(FDA) to ensure that all Americans have Over-the-counter access to safe,
effective and affordable stockpiles of oral antimicrobial agents, both organic
antibiotics and synthetics, as well as antimicrobial cleaning supplies and
detergents, so the people and primary care physicians will stop calling the Act
the “Patient Pertussis and Affordable Rheum Attack of 2010” and call it the
“Productive Patient and Affordable Home”.
Pertussis,
is a highly contagious respiratory infection, with a distinctive phlegm
producing cough, known as whooping cough, that lasts six weeks with associated
rheumatic pains throughout the body.
Primary Care Physicians have dubbed this whooping cough epidemic the “90
day Pertussis” because many cases drag on as long as three months, probably as
the result of re-exposure because one does not become immune to pertussis
without a DTaP (Diptheria
and Pertussis) vaccine. Smoke-stopping
is recommended by physicians, but the most important thing, is to avoid being
coughed on, fast to avoid all proteins and get lots of aerobic exercise
especially jogging and hiking, bathe and wash all fabrics and surfaces
frequently to disinfect the cloud of infectious material spread by respiratory
phlegm droplets as cloy as tobacco smoke.
Antibiotic
associated colitis, Pseudomembranous
colitis, usually caused by toxins of Clostridium
difficile, a normal gut commensal, may develop as
a side-effect to antibiotics in 1% of consumers who should switch to metronidazole if antimicrobials agents
are so very needed.
Streptococci causes rheumatic heart disease and endococci cause endocarditis for which organic penicillin is most highly recommended for the cellular death and
dissolution of bacterial vegetation of the heart rather than the heart muscle. Toxic
shock syndrome may result from the mixture of Staphylococcus aureau, a leading cause of
food poisoning that occurs in the skin and Streptococcus
pyogenes (Group A) that cause strep throat in
teens. Garlic is a natural antibiotic,
avoid all proteins, milk, meat, eggs and even beans and chilies and shower
frequently, wash your hands, fabrics and your vegetables carefully and
exercise. Antibacterial agents are among the most commonly prescribed drugs of
any kind worldwide. At least 150 million
antibiotic prescriptions are written in the United States each year, many of
them for children. Use of antibacterial
agents in hospitals in the United States accounts for 20 to 50 percent of all
drug costs and represents the largest expenditure for any pharmacologic class.
Rolling Back the
Tobacco Tax of 2009 Act HA-10-10-10
Whereas
small cigars and roll-your-own tobacco are preferred by the 31 percent of
tobacco smokers who are poor; And the Children’s Health Insurance Program
Reauthorization Act of 2009 (CHIPRA, Public Law 111–3) Title VII Revenue Provisions Section 701 Increase in Excise
Tax Rate on Tobacco Products, imposed a 2,653 percent tax increase on small
cigars and 2,159 percent tax increase on roll-your-own tobacco; And small cigarettes, large cigarettes, chewing
tobacco, snuff, pipe tobacco, cigarette papers and cigarette tubes were
subjected to a more reasonable 158 percent increase and large cigars a 155%
increase and no floor tax. Therefore
this cruel and unusual excise tax is excessive; And
consumers of small cigars and roll-your-own are due the equal protection of the
clause 26USC(F)(65)(B) §6423(c); To the full extent of their loss; Calculated
by dividing the excessive tax hike on small cigars and hand-rolling tobacco by
the 158 percent, multiplying by the two years the excessive rate was in effect
and rounding to the nearest whole integer, wherefore; Small Cigars – Section 5701(a) of the Internal Revenue Code
of 1986 as codified at 27CFR(I)(40)(C)§40.21 is amended by striking $50.33 and
inserting $1.828 with a footnote that states, “refunded at this tax rate for
excessive CHIPRA hike of 2009-2010 until April 1, 2045”. Roll-Your-Own
Tobacco- Section 5701(g) of the Internal Revenue Code of 1986 as codified at
27CFR(I)(40)(C)§40.25a is amended by striking $24.78 and inserting $1.0969 with
a footnote that states, “refunded at this rate for excessive CHIPRA hike of
2009-2010 until April 1, 2038”. And 100 percent of the proceeds of the Attorney Generals’
Master Tobacco Settlement shall be deposited in the Federal, State Children’s
Health Insurance Program (S-CHIP) account. States, particularly those
increasing rates 2009-2010, shall grant roll-your own and small cigar smokers refunds. Taxpayers
shall not be eligible for the rolled back to the March 31, 2009 tax rate of
2008 for our traditionally cheapest rolling tobacco and small cigars, until
they can prove they have reduced wholesale and retail prices to what they were
before the tax increase, allowing for a 3 percent inflation rate and any new
state excise tax increases incurred 2009-2010.

Warning Labels shall read – Nicotine withdrawal is a mental illness. Excessive smoking and addiction may irritate
emphysema, cancer and heart disease and complicate pregnancy. Datura stramonium (Jimson weed),
as well as D. metel
and D. fastuosa
can be smoked for the relief of asthma.
Verbascum Thapsus (mullein) can also be smoked
for pulmonary ailments.
Mission Statement of the Social Security
Administration Beneficiary Union HA-18-11-10
The
mission of the Beneficiary Union is to represent all people who receive, or
would like to receive, retirement, disability or supplemental security
insurance administrated by the Social Security Administration. The purpose of the Beneficiary Union is to
allow beneficiaries the freedom of the press, peaceable assembly and
trade. This Union is not elected by the
Department of Labor. Liver disease is
not allowed in this Soviet Union. This
Union does not lobby the Democratic-Republican Congress. Sickness, Poverty and Crime are not allowed
by this Beneficiary Union. This
Beneficiary Union is a voluntary Community Service completely paid for by the
regular benefit payments of the Social Security Administration. We believe, at this time, social security
guarantees all United States citizens, including children, an income of $1,000
a month. We believe social security
beneficiaries have achieved communist self-sufficiency and therefore have a
duty of care to perform social work.
Social work begins with a happy home and family, heals the sick, cleans,
feeds the hungry, houses the homeless, transports those on foot, liberates the
slave, educates the stupid, balances the budget, pays the poor, employs the
unemployed, and ends in peaceful and prosperous international relations. While the strong eat anything they want, the
weak eat only vegetables (Romans 14:2) Children’s Bible. For
the wages of sin is death, but the free gift of God is eternal life in union
with the Messiah Jesus our Lord (Romans 6:23) International Standard Version. For the dictatorship of the proletariat to do
social justice official documents must be emailed by the Author to the
Secretary for publication. In time it is
hoped to coordinate with the disability and retirement advocacy organizations
in every county in the nation to hold the social security administration accountable,
host beneficiary union meetings to discuss issues affecting the beneficiary
community, advertise housing and work opportunities within the beneficiary
community, and promote social welfare.
American Popular
Election: The United States has not had a Quorum for Democracy since 1900 HA-29-10-10
Just
26% of Americans say they are satisfied with the way the nation is being
governed, the lowest in the history of the poll. Fifty-eight percent of Americans believe a
third major political party is needed because the Republican and Democratic
Parties do a poor job of representing the American people. The Democratic and
Republican (DR) bipartisan system holds all public offices at all levels of
government in a nearly totalitarian grip.
In 2005 ninety-nine of the one hundred U.S. senators
were either republicans or Democrats, 434 of the 435 representatives in the
House of Representatives are affiliated with one of the two major parties, all fifty of the state governors and more than 7,350 of the
approximately 7,400 state legislators elected in partisan elections ran under
major party labels. The
Democratic-Republican (DR) two party system evolved in
six stages. First, the Hamiltonian
Federalist Party was defeated by the Democratic-Republican Party that ran
virtually unopposed from 1800-1924.
Second, in 1824 the president became popularly elected but dissention
within the Democratic-Republican Party led the Jacksonian
Democrats and National Republican Party, later the Whigs to split the
ticket. Third the Republicans defeated
the Southern Democrats in Civil War and militarily occupied them while blacks
got the right to vote and as many as 2,000 were elected to public office,
patronage kept voter turnout was high.
Fourth, by the turn of the century Jim Crow laws had suppressed the
black vote and Republicans became decadent but held onto power until the Great
Depression. Fifth, the New Deal
Democrats and their social welfare programs justified dramatic increase in
taxation and government spending. Sixth,
the modern political system is known as the split ticket system because neither
Democrat nor Republican seem to dominate and the
President and Majority Party are more often than not from different
parties. To ensure the Democratic and
Republican Parties are opposed voters are voting for legislators and Presidents
from different parties, rather than remaining loyal to any one of the two major
parties. This game is however unequal to
the challenge of redistributing wealth to the righteous. The U.S. government is unpopular, the
Democratic-Republican Party is deeply in debt to their aristocratic fantasies,
the lack of a multi-party Democracy is glaring.
Public and private laws need to be made to redistribute not more than
25% of major party revenues and at least 50% of PACs to minor parties.
Empirical US Foreign Assistance
Statistics at the Close of the American Imperial Century: An Act to Secure a Voluntary 1 percent ODA Tax on Income HA-30-9-10
The US government needs to prove
they have the human intelligence to contribute 0.7 percent of their GDP to ODA
by 2015. This can be accomplished if the
US performs four tasks. First, the US
government’s official leaders of international development must publish annual
foreign assistance statistics prominently on their website,
transmit this to the US Census Bureau and CIA World Factbook
to make foreign assistance the focus of US international relations for the
domestic constituency of donors and advocates.
Second, capitalizing upon their new found bona fide empirical professionalism and mastery of the field of
foreign relations the US Foreign Service must amend the intelligence failures
in their foreign relations law, limit military financing to under the $800
million global limit, and bring an end to these foolish wars in the Middle East
and Central Asia by purchasing their quota from an Afghan Opium Agency. Third, going back the official table of
foreign assistance the Department of State and USAID must account for the
unique prevalence of private tax deductible contributions to causes that
qualify as ODA and transmit these totals annually to the US Bureau of the
Census and therefrom to the CIA World Factbook, OECD
and UN Development Program to ensure the quantity and quality of US foreign aid
is fully respected and credited by the international institutions that keep ODA
statistics. Fourth, to be fairly certain
to achieve the 0.7 percent contribution target by 2015, a 350 percent increase
from 0.2 percent, 0.25 with private contributions, the US must legislate a
voluntary 1 percent official development payroll tax immediately, that would be
administrated by USAID, that would not become enforced for all taxpayers until
2020 when the UN Charter Legitimate Edition should be ratified and first
Secretary of the UN elected. Everyone
likes the idea of a tax to pay welfare to the world’s poorest people. Three out of four Americans say they would
like to pay such a 1 percent international development tax as long as it
promoted peace and went to the world’s poorest people and the other quarter
aren’t sure, but aren’t opposed to the idea.
Enacting the 1 percent international development tax now will give USAID
the power to the fulfill the MDGs for the world’s
poorest and richest alike. A short Act
is proposed in the appendix to this treatise to secure the peace, enact the tax
and concisely and sovereignly direct US foreign policy at the beginning of the
21st century.
Book 5 International Development (ID)
To
amend Chapter 5 Columbia Institution for the Deaf §231-250. Under the Millennium Development, MDGs to end
poverty for 1990-2015, the number of hungry people living on less than $1 day
is to be cut in half to 622 million people.
In 2005 843 million people, 12.5% of the population, were hungry and
over a billion lived on less than a dollar a day, 21%. In 2009 after the economic crisis the number
of hungry people rose to 18%, 1.2 billion people and the number of poor to
22.9%, more than the 22.75% called for in the MDGs. The spread of the HIV/AIDS pandemic has already
been halted and reversed. The recession
is a major setback and the only viable option is for the basket of
industrialized national currencies to appreciate developing nation currencies,
ending neo-colonial exploitation.
Official Development Assistance (ODA) growth must be sustained to
achieve the intermediate target of 0.7% of GDP on the way to a 1% social
security style payroll tax for international development. The US must account for their unique private
assistance flows in a up to date master table and
report to the UN Demographic Yearbook.
Voting at the Bretton Woods institutions must be reformed from
contribution based to population based, a one person one vote democratic
system. IMF Special Drawing Rights (SDR)
shall be the international reserve currency.
The US shall reduce the price of a
work visa from $2,500 to $500, purchase a quota from the Afghan Opium Agency,
and terminate funding of the Israeli/Egyptian US military finance race. The Foreign Service Exam shall be reserve for
people with a minimum qualification of a BA in International Affairs or
equivalency. The
U.S. shall amend Title 22 Foreign Relations and Intercourse (a-FRaI-d) to Foreign Relations (FR-ee),
change the name of the Court of International of the United States (COITUS) to
Customs Court (CC), to finish dividing the USAID Bureau for Asia and the Near
East (ANE) into the Bureaus for the Middle East and Central Asia (MECA)
including India and South East Asia (SEA) including Oceania. Although the number of casualties of war have
gone down since the foundation of the United Nations income inequality, poverty
and deaths from preventable disease have increased and to democratically elect
a bona fide civilian government it is resolved to set down the General of the
United Nations (GUN), elect a Secretary of the UN (SUN), change ECOSOC to
Socio-Economic Administration, General Assembly to Parliament, Trusteeship to
Human Rights Council and establish an International Tax Administration by
ratifying the United Nations Charter Legitimate Edition (UNCLE)…674

8 Drug Regulation (DR)
To amend Chapter 6 Gorgas Hospital §300-320. The objective of
this work on pharmacology and toxicology is to reduce demand for the 10 billion
prescriptions and oppression that fuel the $1 trillion global drug market with $600
billion in pharmaceutical sales and $400 billion in illicit drug sales, $160
billion pharmaceutical and $65 billion illicit drug sales in the U.S.
alone. The name of the Drug Enforcement
Administration (DEA) shall be changed to Drug Evaluation Agency (DEA), the
Office of Diversion Control transferred to the Food and Drug Administration
(FDA) and the rest abolished, particularly the international offices. The name of the Substance Abuse Mental Health
Services Administration (SAMHSA) shall be changed to Social Work Administration
(SWA). The Secretariat of the
International Narcotics Control Board (INCB) shall be transferred to the World
Health Organization (WHO) and Drugs removed from the U.N. Office of Crime. Afghanistan shall be given 80% of the national
and 75% of international opium quota until opium demand from the war economy
has subsided. A commission shall study
the Psychotropic drug schedule to identify and remove from the circulation the
pathogens that cause serious mental illness, reschedule Marijuana to Schedule
III and terminate the automatically refilled military contracts under DEA Form
222, and repeal this loophole that hypothetically causes PTSD and Gulf War
neurologic illnesses amongst soldiers, as well as suicide attackers. The Controlled Substances Act, patent and
Protection of Human Research subject statutes shall be amended to create a
system whereby Regional Poison Control Centers shall assist the federal
government to monitor the possession, transfer and use of all poisons and pathogens
used in bio-medical research, to inspect those laboratories and receive reports
from the public regarding the abuse of disease pathogens. A rational classification system of Types of
controlled substances shall enable Customs agents to control drugs and prohibit
pathogens crossing the border. As a
matter of ethics doctors shall not be allowed to receive kickbacks from
pharmaceutical companies and pharmaceutical companies shall not contribute to
the Democrat and Republican (DR) parties instead diverting their political
contributions to third party candidates.
Mandatory minimum sentencing shall be eliminated and sentenced reduced
for illicit drug possession and trafficking.
Drug addiction treatment shall be safe, affordable and accessible. MIRROR

10 Armed Forces Retirement Home (AFRH)
To transfer Chapter 1 Navy Hospitals,
Army and Navy Hospitals, and Hospital Relief for Seamen and Other §1-40
to Chapter 10 Armed Forces Retirement Home §400-435. The Armed Forces
Retirement Home (AFRH)
houses approximately 1,600 veterans at the U.S. Soldiers’ and Airmen’s Home
(USSAH in Washington D.C. and the U.S. Naval Home (USNH) in Gulfport,
Mississippi. At an average
age of 76, the largest percentage of residents, 80% are WWII veterans, 30% in
Korea and 10% in Vietnam. The average
length of stay is 10.6 years. The Naval Home was established in the Naval Hospitals Act of
Feb. 26, 1811 by Paul Hamilton of South Carolina, secretary of the Navy, under
President James Madison. The charter was
to provide a permanent asylum for old and disabled naval officers, seamen and
Marines. The Naval Home was however not
officially opened until 1834 after James Fillebrown,
Secretary of Commissioners of Navy Hospitals appealed his embezzlement
conviction to the Supreme Court in 1833, it was known as the Naval Asylum until
the name was changed to the Naval Home in 1880.
The Soldier’s Home was established in 1851, as an asylum for old and
disabled veterans. It was at the
Soldier’s Home that President Abraham Lincoln wrote the Emancipation
Proclamation. The Soldiers’ Home began
admitting airmen in 1917 and officially changed its name to Soldiers’ and
Airmen’s Home in 1972. The Naval Home
was initially funded by contributions from the active force. This contribution
was augmented by all fines imposed upon persons of the Navy and was the
principal source of monies for the Naval Hospital Fund/Pension Fund. The
Pension Fund also received all money accruing from the sale of prizes of war.
For nearly 100 years these monies funded the Naval Home. In 1934, the Pension Fund was abolished by
Congress and the proceeds were deposited into the U.S. Treasury. From 1935
until 1991, the Naval Home was funded by Navy appropriations. Today, it is
funded by monthly withholding from active duty troops, fines and forfeitures,
