MDG Goal 7 is, “to integrate the principles of sustainable development into country policies and programs to reverse loss of environmental resources”.   Biodiversity loss has been slowed somewhat, and between 1990 and 2005 the percent of forested land has declined 1% from 31.3% to 30.3% while the protected terrestrial and marine habitats have risen to 12.1%.  Only twelve percent of the earth is still covered by intact forest ecosystems. From 1990 to 2000, more than half a million square miles of forest were deforested globally - an average of 53,000 square miles a year.  For the past two decades the United States has shown a 0.2% annual net forest growth.  Canada, doesn’t report the -0.02% rate of deforestation due to agricultural and urban rezoning, not including clearcuts expected to naturally regenerate, to the Food and Agriculture Organization (FAO).  Mexico at -1.1% has the fifth fastest rate of deforestation.  Western Europe is the only continent that shows a net rate of forestation, 0.1%, due to the non-reporting of Russian clearcutting of non-regenerating taiga.  Tropical rainforests also fail to regenerate after clearcutting.  Africa shows the highest rate of deforestation, -0.8%, Central and South America -0.4%, Oceania -0.2%, and Asia -0.1%.  There are few forest types that regenerate naturally after clearcutting and none that return with the pre-distur.  The best solution is to replant in native tree species with the intention of including urban communities, with a fair share of exotic shade and fruit trees, in the local forest, and to require sound forest management plans that limit logging to the logging road, mountain trails and wilderness campsites at planned development sites, under the shelter of the forest canopy, particularly on public land. Clearcutting, pre-commercial thinning and the felling of trees with a diameter at breast height (dbh) greater than 24 inches should be prohibited on public land and to protect prime timberland zoning.  The primary driver of deforestation worldwide is dependence on fuelwood for heating and cooking in urban communities.  As of 2015 the United States of American is expected to be the world’s leading exporter of petroleum.  Due to the existing unrecognized generosity of the Saudi oil sheikdoms there is no method of increasing United Nations (UN) statistical accounts of official development assistance (ODA) for 2015 greater than by promising everyone equal prices for fossil fuels in order to provide a break to consumers in least developed nations who have been paying many times more, although they earn many times less, to reverse deforestation caused by urban firewood and charcoal consumption. This equal price fossil fuel cooking program should be partnered with the agreed upon carbon emission credits for multinational and charcoal companies alike, with an eye for cost-effective solar power.  If the United States is to have any success at selling fossil fuels to reverse deforestation, they should ratify (1) the Convention on Biological Diversity (CBD) as well as the Cartagena Protocol and Kuala-Lumpur Supplemental Protocol that pointedly hold the United States and other nations responsible for corporate liability for the transboundary spread of biologically (genetically GM) modified organisms, to reduce uninsurable GM financed political risk and help timber companies to diversify and benefit sustainably from forest products and industrial development such as rural broadband and jogging roads; and (2) the Law of the Sea to create a civilian Fishing Safety and Health Administration (FSHA) to regulate the nation’s most dangerous industry. The USA, with 0.2% net annual forest growth, despite the world’s greatest demand for wood pulp and paper products, or the reader, should propose a new protocol to ban clearcutting, the cutting of trees greater than 24 inches diameter at breast height (dbh) and promote native species nurseries.  Harvesting should be limited to the absolute minimum needed to create planned roads and human habitations under the forest canopy. Timber and wood products should not be purchased from nations with a net rate of deforestation.  Replanting should be done in native species.  Fruit trees do not grow well at high elevation.  The plan is for rural and urban communities to be included into the local forests this millennium, despite the roads and buildings, to achieve the highest attainable quality of life, water, air and soil.  Polluters, including deforesters, need nurseries to breed native tree species for replanting; and the fossil fuel not to cut them all down.  Forest growth, for watershed, air and soil protection of wildlife and human habitat, is a stately priority for everyone this Millennium.

Windows 8 is defective; it turned my word processor into an “etch-a-sketch”, wherefore Microsoft should provide consumers with Windows 7 for free. A small technology company based in Portland, Maine, has filed a patent infringement lawsuit against Microsoft over elements included in Windows 8.  SurfCast Inc. filed the complaint Tuesday, November 1, 2012, in U.S. District Court in Portland asking for unspecified damages.  The lawsuit claims Redmond, Wash.-based Microsoft Corp. is using elements known as live tiles, rectangular icons linked to websites, apps and other items. SurfCast says it developed the elements in the 1990s.  The lawsuit claims Microsoft is using the tiles technology on operating systems including the recently launched Windows 8, found on personal computers, phones, tablets and other devices.  Microsoft says it's confident it can prove the claims are without merit, although it is Windows 8 touch screen that is without merit.  Having been forced to purchase Microsoft 8 after my computer was destroyed by a bender bug that caused half the screen to be scrambled in certain commercial establishments and to be fixed when bending the screen, for a short while, before having to pay $65 to encase my hardrive and $399 for the only affordable Microsoft Word operating system.  Windows 8 forces users to use the touch screen Start screen.  The touch screen Start screen conceals the more practical list at the touch of the Start button and this is easily capitalized upon by malicious software, both online and installed by the touchy feely factories of Windows 8 compatible computers.  Windows 8 is opposed to a new Google docs computer. Chromebooks, the inexpensive laptops powered by Google's browser-based Chrome OS, typically have as little as 2GB of RAM and sport 16GB of on-board storage.  Neither Google docs, nor Open Office, the free Microsoft Word alternative, have been satisfactory to produce high quality documents with tables, charts and photos.  Apple, Windows and Google word processors need to be compatible.  Windows also advertises online web hosting by Microsoft, but the thought of saving my files with these corporations should not be hard-wired into the computer with the other advertisements.  Google is the only one of these corporations with an email address and it did not pass the censuring Dr. at the inception of AJAX pop-up email compose screen, who wrote, “these links are broken”, although they do provide the Bcc: (secret email list) at mail.google.com/mail/h/ on basic html gmail for slow connections. My computer seems designed to torture me with writer’s block.  Most of the links on the ASUS touch screen are linked to websites which require subscriptions I don’t have and don’t want, such as Norton Antivirus, the stereotypical pop-up.  The factory installed games, other than pinball, even want ‘wildcoins’, purchasable online, after a free trial. To make the writer’s block worse, the touch screen randomly cuts in when I touch the mouse.  The screen magnification is also touch sensitive.  Finally, there is no paragraph up and down buttons to help organize notes into chapters.  It has taken me more than a month to complete a forestry degree for people with psychiatric disabilities, namely the $669 (2014) mental disability, to make up for the paucity of support from the plagiarists of my medical textbook of 2013, and so far Windows 8 has not produced a single document.  Windows 8 is yet another insult preventing U.S. Customs from graduating from Homeland Security in 12 years from the Act of Nov. 2002.  Surf Cast’s patent infringement case regarding touch screen advertising technology from the 1990s, that is used successfully by slow-start cell-phones, with cellular wifi, should be upheld and to compensate consumers for this experimental technology in violation of the protection of human test subjects, in regards to non-investigation/non-advertisement.  Microsoft must provide Windows 8 users the non-touch-screen option – fast, free Windows 7 downloads without hassle or defect - Alex Kibkalo, a Russian, was arrested by FBI recently, to the March 19, 2014 news report in Microsoft news, for leaking pre-release Windows 8 builds to a blogger in 2012. He is now facing federal criminal charges following an allegations that he stole trade secrets.  The news media is blocked and infringing on Windows 8 screen magnification, probably regarding the rumour he has defected to Russia, so popular amongst southern Baptists.  The F.B.I. needs to drop the charges to avoid any cold war recidivism, discrimination against Russian nationals of the United States or ex. rel. computer scientists, from the age of AJAX, killer of the Bcc: (secret email list) since summer 2013, successor to now abolished Department of Commerce ICANN extortionist of web hosting privacy fees, of about $1 a month. Windows 8 consumers need free Windows 7 downloads to get rid of that touchy feely start screen. Kibalko was the person who leaked “Activation Server Software Development Kit,” a propriety system that is used by Microsoft and its OEN partners to prevent the unauthorized copying of Microsoft programs, which conceals my computer programs, that were once accessible with one click from the Start button.  The program menu is confusing and easily manipulated by third parties to conceal the Control Panel Add-Remove Program function.  Screen size has shifted at least twenty times during the course of one hour.  Free Windows 7 download for Windows 8 owners. 

 

Book 1 Military Diplomacy (MD)

 

To transfer Chapter One Navy Hospitals, Naval Home, Army and other Naval Hospital, and Hospital Relief for Seamen and Others §1-40 to Chapter 10 Armed Forces Retirement Home §400-435 and write a new Book.  This Chapter shall change the name of the Department of Defense (DoD) to the Military Department (MD).  The US Military employs an estimated 2.8 million US citizens including 600,000 civilian employees.  Since its foundation the US military has suffered nearly 1.3 million casualties in 13 wars.  There are reported to be 26.4 million US veterans.  The U.S. is on track to reduce their arsenal from 10,000 warheads, to no more than 1,700 to 2,200 nuclear warheads by 2012.  Eliminating various Cold War weapons systems can save $50 billion from maintenance, redeployment from Iraq and Afghanistan can save another $50 billion.  Surplus military bases and assets shall be sold and surplus funds returned to the Treasury.  Military spending must be limited to $500 billion annually.  Military commanders must prohibit the use of force, environmental modification and biological experimentation.  Compensation must be paid by the State for casualty, injury and property damage to civilians caused by military actions.  For lower cost humanitarian missions the US shall veto Chapter VII of the UN Charter and promote humanitarian missions that pay payroll and corporate taxes, less social insurance and deductibles, to the general treasury of any occupied developing nation.  Democratic peace theory holds that liberal democracies tend to be more peaceful than authoritarian or totalitarian states and have never made war one other liberal democracies.  Civilians are customarily compensated for injury, casualty and damage caused by state military action; Quiz…56

 

Book 3 Health and Welfare (HAW)

 

To amend Chapter 3 National Home for Disabled Volunteer Soldiers §71-150, to reduce the deficit to 2.6% of GDP in FY 2012 and 2.5% of GDP in FY 2013 under Sec. 148, to amend the Disability Insurance (DI) tax rate to 2.61%, and the Old Age Survivor Insurance (OASI) tax rate to 9.79% without increasing the overall 12.4% OASDI or 15.3% OASDI and Hospital Insurance (HI) tax-rate, to fix a 3% Cost-of-Living Adjustment (COLA) for social security benefits, to limit medical cost increases to less than 3%, to improve accounting, to limit the term of the Social Security Commissioner to two years, to replace Administrative Law Judges (ALJs) and representative with licensed social workers and non-social worker representatives, to authorize SSA to settle legal and medical malpractice, to finance halfway houses with SSI, to provide Medicaid for free to those earning less than 150% of the poverty line and for reasonably priced premiums for everyone else, to prohibit medical billing, to nationalize health insurance assets, to ratify ILO Conventions 132, 156 and 183, to afford a 1% FICA tax for international development, to pass a Balanced Budget Amendment, and to eliminate the income cap on Social Security contributions to guarantee all Americans an income of $1,000 a month.  During 2011, an estimated 148 million people paid FICA social security payroll taxes.  One-in-six Americans, 55.4 million receives a Social Security benefit.  In 2011, 44.8 million people received OASI benefits, 15 million received DI and/or SSI benefits, and 48.7 million were covered under Medicare.  In 2010 DI paid 9.9 million beneficiaries and SSI paid 7.9 million beneficiaries there is considerable overlap.  Total benefits paid in 2011, including SSI, were $785 billion. Total income including $49 billion from the General Fund to pay for SSI was $830 billion.  Assets grew to $2.7 trillion. In 2011, Medicare covered 48.7 million people. Total expenditures were $549.1 billion. Total income was $530.0 billion. In 2008 Medicaid served more than 52 million Medicaid beneficiaries costing more than $305 billion.  In 2011 38 million people used food stamps at a cost of $53.6 billion.  In 2000 125 million people were covered by unemployment insurance and in 2010 there were around 42.4 million beneficiaries.  TANF beneficiaries have decreased from 14.2 million in 1993 to less than 5 million in 2003.  In 2001, 6.9 million custodial parents were due an average of $5,000, $34.9 billion due and $31.9 billion (62.6%) received, averaging $3,200 per custodial family and another $900 million was paid voluntarily. Book 9 Public Health Department (PHD)

 

To amend Chapter 9 Hospitalization of Mentally Ill Nationals Returned from Foreign Countries §321-329 that was transferred to Chapter 4.  Common infectious diseases accounted for 40% of all deaths in 1900 but they accounted for only 4% of all deaths in 2000. Cardiovascular disease (CVD; heart disease and stroke) accounted for 14% of all deaths in 1900 and for 37% in 2000. Cancer accounted for only 4% of all deaths in 1900 but for 23% in 2000.  In 1900, infant mortality was 162 per 1,000 live births and life expectancy at birth was only 47 years. In 1940, infant mortality was 63 per 1,000 live births and life expectancy was 55 years. In 2000, infant mortality was 7 per 1,000 and life expectancy was 77 years.  People suffering from chronic illnesses must throw away their war-robes and death beds, eat a vegan diet of fruits, vegetables and whole grains and exercise regularly.  Medical residency rotations must be limited to less than 60 hours per week.  Payments to highly paid specialists and surgeons must be reduced and primary care and essential medicines promoted.  To secure people against the dangers of the Public Health Service (PHS) and at long last, graduate from the Department of Health Education and Welfare (HEW), with a Public Health Department (PHD), the Centers for Medicare, Medicaid and SCHIP (CMS) shall change their name to Medicare and be transferred with all other Mandatory Benefit programs to the supervision of the Social Security Administration (SSA). Children’s Health insurance shall be financed with 100% of the proceeds of the Attorney General’s Master Tobacco Settlement.  The Substance Abuse Mental Health Services Administration (SAMHSA) shall change its name to Social Work Administration (SWA) and in time become an independent social work agency also responsible for the Agency on Aging and Children and Family Services.  The Drug Enforcement Administration (DEA) shall change its name to the Drug Evaluation Agency (DEA) and be transferred to the Food and Drug Administration (FDA).  Whereupon the DHHS may adopt the name Public Health Department (PHD) on the condition that an Education Division (ED) to the Agency for Toxic Substances and Disease Registry (ATSDR) be created to secure toxic laboratory supplies.  Epidemiologic statistics shall be improved.  The abuse of bio-medical laboratory supplies is prohibited, infectious disease quarantined and trans-fats banned, to improve public health and hygiene; Quiz…1283
