chart_net_worth.03.gifThe socio-economy is on the rocks.  According to senior CNN Money editor Tami Luhby the Fed reported that family net-worth fell from an all time high of $64.4 trillion dollars in second quarter of 2007 to $50.4 trillion in first quarter of 2009. Though Americans are getting poorer, the rate of decline is slowing. Last year, households' net worth dropped by a record $10.9 trillion, or 17.4%. It ended the year at $51.7 trillion. The fourth-quarter loss of $4.9 trillion, or 8.6%, was the largest quarterly plunge since the Fed started keeping records in 1951.  In 2007 the global GDP was estimated at $63.5 trillion by the CIA World Fact Book.  It would seem that since the currency manipulation in the 1990s, when many second world currencies were speculatively attacked and forced to devaluate, the United States, and probably the European Union, mean the world to themselves.  The current recession will either overturn this colonial dynamic of total global ownership by the USA, by devaluating the dollar against developing nation currencies for a wealthier and more egalitarian world capable of dissolving the Democratic and Republican (DR) dictator party, and impeaching the international criminal coup, or the economy will recover its independence despite the perverse loans and market subsidies of our depraved government leaders whose actions, having no foundation in reason, are purely imperial propaganda of a regime that has become so decadent as to fight wars for the right to torture, and those families who did not partake of the poisonous alma mater shall inherit the earth. 

 

Underlying the financial crisis is of course the fact that loans are bad judgment.  Americans are pulling back on their borrowing. There is less credit out there and no one in their right mind, other than college students (stupids, colleges and college grads are illiterate) and hit men (militant merger between medical and legal professions not actually a growth industry because the torture victims and corrupt associations are damaging), are so foolish or brainwashed as to wager their future on today’s economy.  Before the recession the Breton Woods institutions were scaling back their loan programs and forgiving many outstanding debts by least developed nations.  Now, in a last ditch effort to maintain their colonial dominance, billions of dollars of unearned bailout funds are being laundered as loans to developing countries. Domestically, household debt fell at an annual rate of 1.1% to $13.8 trillion for the first quarter 2009, after contracting 2% in the fourth quarter of 2008. That was the first time on record household debt shrank. Mortgage borrowing remained flat, after falling for the previous three quarters. Consumer credit, however, dropped at an annual rate of 3.5%, the largest dip in at least 35 years, as people slowed their use of credit cards and auto loans. Homeowners' equity also fell to a record low 41.4%. Businesses also decreased their borrowing for the first time since 1992, slipping 0.3% for the quarter. The federal government, however, pumped up its borrowing by 22.6% in an attempt to stabilize the economy. Federal debt grew by 39.2% in the third quarter of 2008 and 37% in the fourth quarter. 

 

http://rossdouthat.theatlantic.com/wapoobamabudget1.jpgThe federal debt is so alarming we are going to have to dissolve the 111th Congress to the Fannie Mae and Freddie Mac bailout of the second session of the 110th .  Were the bailout funds either returned or repealed and military spending limited to less than $400 billion the budget could be balanced this year.  Taking into consideration the fact that Americans are no longer offered statutory protection against torture it may not be enough to demand the dissolution of the 111th Congress and we are demanding the dissolution of the Democratic and Republican (DR) dictator party in the enactment clause of every Chapter, to provide for the establishment of a genuine multi-party democracy that allows for the freedom of expression to lead to informed decisions instead of domination by intelligence service propaganda in defense of corrupt officials at all levels of government.  The balanced budget is basically a gauge as to how corrupt the government is.  The graph on the left by Megan McArdle of the Atlantic shows the federal budget from 2000-2008 and projections 2009-2019.  The insight is that President Clinton managed to balance the budget in 1998 and it remained balanced in 2000 with a $236.2 billion surplus and in 2001, although the suicide attacks of 9-11 was not cheap.  By 2002 however the war effort and recession caused the federal budget to become negative.  Although the war in Iraq stimulated the economy, as the result of money laundering of war funds in the stock market, it was however very costly to the government and in 2003 and 2004 there were record budget deficits. 

 

By 2005 efforts were begun to balance the budget and by 2007 it was nearly achieved, all but the honesty in regards to the returning of war funds to the general fund needed to leverage social security surplus funds to balance the budget.  Then in 2008 the bailouts began.  First, the stimulus package was tolerated because it refunded money to the taxpayers and beneficiaries.  Second, the Fannie Mae and Freddie Mac bailout, sponsored by the domestic spy herself, Nancy Pelosi, wreaked havoc on the financial markets.  Third, panicking because of retaliation against the illegal execution of a Mexican national under the protection of the International Court of Justice, the hands of America’s hope Barack Obama bloodied in Afghan civilians, the selection of Joe Biden, patent court holder to HIV/AIDS, to be the even more torturous, perverse and homicidal Vice, and an unprecedented reduction in credit and the flight of Hospitals & Asylums from the torturous ineptitude of a Congress that could no longer afford their torturer cash, Bush’s Treasurer and Chairman of the Federal Reserve intimated dire threats for a bailout neither the financial institutions nor public wanted.  Being the wrong thing to do Congress of course went along with it and large sums of money fled the relatively free stock market to be consolidated in huge government bailout bonds to be administrated to the largest banks, who for the most part didn’t want to sacrifice their freedom, but were forced to.  The stock market and employment dropped precipitously at every bailout bill because free capital was being diverted into a command economy.  Without repealing the reckless spending and bailouts the budget deficit is predicted to be a record $1.85 trillion, 13% of the $14.089 trillion GDP, that decreased 6.3% in 4th quarter 2008 and 5.7% in 1st quarter 2009. 

 

Hillary Clinton should not have been slighted in the selection of VP.  They say “hell hath no fury like a woman spurned” and this is more true than ever during this feminist revolutionary recession when the good woman was passed over for a militant (anti) feminist man whose political is based upon the murder of his wife and daughter and subsequent guilty pleas regarding the Court of International Trade of the United States (COITUS) and Violence against Women Act.  As the result of this adverse selection of a Vice the meteoric rise to power of the President himself has come to be suspected as the result of political influence in can-sir killing of his mother.  The record budget deficit is certainly of Harvard can-sir registry caliber and Senator Kennedy and Justice Ginsburg don’t seem too happy.  Essentially the federal and international governments are completely and totally morally bankrupt.  There are only can-sir (US President), angina (ICC Prosecutor), HIV/AIDS (Vice President), influenza (ICJ/WHO) and other torture, cruel, inhuman and other degrading punishment or treatment (Secretary of Defense), in power.  This is a serious problem.  The people will not only need to disengage from politics and government but they must dissolve the social networks, political parties and delivery systems that have bound them together in prosperity and trial.  This is a test of the emergency broadcasting system – anyone calling 9-11 will be arrested and/or poisoned – be sure to be in cardiac arrest before calling for a cardiac arrest.  It seems like a good idea to cut in with a word from our sponsor, the Social Security Administration, the last remaining shred of solvency in the federal government, with $2.4 trillion of war bonds and torture funds saved up, must add cardiovascular disease to the disability quick list.  Having done so, the rat race fleeing corruption by cardiovascular disease and cancer could even up and cancer might once again be the leading killer, unless surpassed by the patented weapons of Chronic Obstructive Pulmonary Disorder (COPD).  These issues are the most critical of our time and I regret, so far, I have only scratched the surface because, since the assassination of Lee Jong-wook, public health has become demoralizing and a dramatic overhaul of both laboratory bio-securities to contain all disease pathogens and of bio-safety to defend against corrupt government, as well as a restoration of medical ethics (the AMA Code of Medical Ethics is offline) is required.  I am happy to report, that to the best of my knowledge the following article was 100% successful in containing the H1N1 pandemic in Mexico but WHO/CDC et al in the colonial world have not yet been able to cast the shadow of doubt upon vaccine manufacturers and public health laboratories needed to contain the pathogen(s).

 

I hope that you will enjoy reading the following articles and take the time to pass the tests, that have been helpful in editing, and ultimately write the prescribed essays for publication on the HA website.  I realize that there is a lot to read this quarter, so I will delegate.  The flu epidemic goes hand in hand with the (Attorney) generalized anxiety disorder of the tobacco tax and the principles of law in paragraph 9 of legal consequences set the stage for 21st century health theology having mastered 20th century humanitarian laws of war.  The two other health articles are interesting but gave rise to a conflict of interest with a nursing school whose journal articles surely clearly state “no conflict of interest” because the possession of disease pathogens by institutions of higher education, health care practitioners and allied professionals and governments, are in fact the real conflict of interest of the filthy rich between child support (paying the poor, the patient, the petitioner, the liberal artist, the ethicist) and chemical weapons, we now know as alma mater.  Chapter 1 Military Democracy is on the verge of conflict of interest,  the President actually managed to hit a military target after being told not to bomb, Congress passed an unfunded emergency supplemental when the chance came to raid SSA that pays $666 a month to nullify their security, Sri Lanka won, although it bans the Dear Mom/Bomb program the Chapter fails to prohibit the environmental modification used for hurricane season and the global warming of just-ice and unless settled, this is the last year it will solicit for a Secretary of Defense so competent with the lash as to blind me to reference of Erik K. Shinseki, Secretary of Veteran's Affairs v. Sanders, Woodrow F. No. 07-1209 of April 21, 2009.   Chapter 3 Health and Welfare provides firm ground for the economic recovery, merger of National Health Insurance under the Social Security Administration (SSA) as a civil tort for torture, but the 111th Congress must be dissolved and it would be wise to fire the lawyers and hire social workers for the appellate review.  Chapter 4 State Mental Institution Library Education should help to seal the dominance of the social work administration over the mental health board that shall win its independence from the Probate Court and when secure, supervise all social programs to prevent the corruption of social workers by the special health and judicial interests they must beg to for their pittance.  Chapter 7 National Cemeteries, also the Free Will Act, restrains the Probate Court from psychiatric slavery or forcing their jurisdiction upon wills and trusts, so they could earn the title of Justice of the Peace and the death care industry would not be corrupt by design.  The stimulus bill that was supposed to pay $250 in June did not come through and they instead tried to pilfer $38.  The 111th Congress is worthless, their bills are worthless, everyone would be better off if they would dissolve.  The United States will run on Hospitals and Asylums.  Make more effective use of your tax dollars; buy a balanced budget – Donate.   

 

Legal Consequences of Off-Season Flu Delivery HA-14-5-09

 

The Swine Flu A(H1N1) pandemic of 2009 has brought to light the importance of controlling etiologic agents.  Thanks to the virulence of the Spanish Flu A(H1N1) 1918-1919, that killed 20-50 million mostly young people, scientists have made the name of the influenza viruses public knowledge.  This knowledge of the name of the virus helps immensely to advocate for the control of the offending pathogen. Within days of saving the pork industry by blaming the A(H1N1) pathogen, the deadliest virus seems to have been removed from circulation, but more thorough inspections, review and guidance are needed to completely defeat the pandemic.  It is presumed that the term swine flu is in fact a reference to the strange guilty plea of the ICJ in the Avena and Other Mexican Nationals v. USA under the Hague Conventions.  Unresolved North American Free Trade disputes are arbitrated, and the decision is in favor of appreciation of the peso in the best economic interest of the USA to devaluate.  This treatise sets the stage for treaty reform to enhance control over all disease pathogens starting with influenza viruses.  As of 12 May 2009 06:00 GMT, 30 countries have officially reported 5251 cases of influenza A(H1N1).  Mexico, the epicenter of the pandemic, has reported 2059 laboratory confirmed human cases of infection, including 56 deaths. The United States has reported 2600 laboratory confirmed human cases, including three deaths. Canada has reported 330 laboratory confirmed human cases, including one death. Costa Rica has reported eight laboratory confirmed human cases, including one death.  WHO has sent 2.4 million anti-viral treatments to 72 developing countries to prepare for a possible pandemic.  CDC is scheduled to complete deployment of 25 percent of the supplies in the Strategic National Stockpile (SNS), 50 million courses, to all states in the continental United States.  It is hoped that this treatise will facilitate the ability of scientific knowledge to evolve swiftly as it pertains to Patent Issues for Influenza Viruses and their Genes.

 

Why the Tobacco Tax Needs Amendment HA-20-4-09

 

As of April 1 the Children’s Health Insurance Reauthorization Act of 2009 (Public Law 111-3) raised the tax on hand-rolling tobacco 2,159%, small cigars 2,653%, cigarettes and most tobacco products 158% and large cigars 0%.  The new tax is not only hypocritical on the part of the President, who failed to keep his campaign promise to quit smoking, it regressively increases the taxes on the products preferred by the poor 20 more, doesn’t increase the tax on large cigars smoked by the rich, and makes no provision for appropriating the Attorney General Tobacco Master Settlement that is exact change for S-CHIP.  The price of regulate cigarettes went up about a dollar but is still hovering around $5 a pack, many hand-rolling tobacco products doubled in price and in many stores certain brands were removed from the shelves.  In 2008 total S-CHIP expenditures were $2.7 billion from States and $6 billion from the federal government for a total of $8.7 billion.  The Attorney General Tobacco Master Settlement is a total of $206 billion over 25 years, an average of $8 billion a year.  The rhetoric, that every 10% increase in the price of cigarettes reduces youth smoking by seven percent and overall smoking by four percent, is probably inaccurate because the price of child-proof roll-your-own cigarettes increased and many of those smokers are switching to pre-rolled.  To protest tax and spend liberalism without representation American Solution hosted Tax Day Tea Parties around the nation and refused to allow free speech on the issue of the tobacco tax, as many as half a million people attended and they all agree to throw the 111th Congress in the harbour.  To be fair the tobacco tax legislation must do two things, first it must increase the tax on all products equally at 158%, second the legislation must appropriate every last penny of the Attorney General Tobacco Master Settlement to defray nearly the entire cost of S-CHIP because that is the money that is inciting the gun violence at Virginia Tech and on the news. 

 

Ulcerative Colitis and Fatigue: Is Fatigue Manageable? HA-20-4-09

 

Sharon Sanders reports on Ulcerative colitis (UC), a type of inflammatory bowel disease (IBD), closely associated with Crohn’s disease. Ulcerative colitis is distinguished by continuous inflammation and ulceration of the colonic mucosa usually extending proximally from the rectum. UC is a chronic disease, whose trajectory is characterized by periods of remission and exacerbation consisting of severe abdominal pain, cramps, diarrhea, rectal bleeding, and fatigue.  Fatigue is a fairly common symptom with UC. In a survey of 1,595 UC patients 49% reported low energy levels.  Fatigue is defined by the North American Nursing Diagnosis Association (NANDA) as an immense and prolonged feeling of exhaustion that decreases physical and mental capabilities, and is not relieved by sleep or rest.  In a Crohn’s and Colitis Foundation of America sponsored survey of people with UC 46% of the respondents reported spending less time out of their house and 37% reported attending fewer social activities.  In a study among people with IBD in Sweden, 11.7% of those interviewed were unemployed, much greater than the 4% national unemployment average.  The constant severe diarrhea can make it difficult for someone suffering from an exacerbation to sleep throughout the night.  Depression is also a component to the symptom of fatigue.  The current first-line pharmacological treatment of UC is with aminosalicylates (5-ASA and mesalamine) or only corticosteroids to treat relapses.  Eating a low-fiber low residue diet is recommended to reduce symptoms of gas, bloating, and cramps.

 

Night Shift: What you should know. Is it worth it? HA-20-4-09

 

Sharon Sanders weighs the pros, cons and survival tips for a nurse to work the night shift.  30.1% of health care workers are shift workers and 24.6% work only the night or evening shift.  Night shift workers make up to 20% more per hour.  Night shift workers typically work 12 hour shifts three or four days a week.  The negatives for working the night shift are long, psychological, social, and health problems are all attributed to working the night shift in the literature.  These problems are attributed to the body’s natural circadian rhythm that causes the body temperature to begin to drop two hours before sleep, reaching a low around four am, when night shift workers report the most fatigue, during this time melatonin production increases.  In the morning Cortisol surges, peaking around 4 pm, causing alertness.  Difficulty sleeping makes fatigue a problem for night shift workers.  Eighteen hours without rest lowers performance standards the same as a blood alcohol level of 0.10%.  In one study 95% of intensive care night shift nurses reported car accidents or near accidents while driving to and from work. Working twelve hours doubles the chance of making errors over an eight hour shift.  The decrease in performance also increases after consecutive days at work. The error rate increases by 6% on the second consecutive night shift, 17% on the third, and 35% on the fourth consecutive night on the job.  Naps are reported to help but naps of 10 minutes improve cognitive functioning whereas naps of 30 minutes reduce performance.  Being a successful night shift worker hinges on the balance of work, sleep, personal needs and normal daily activities.   

 

CHAPTER 1 Military Democracy (MD)

 

To amend Chapter One Navy Hospitals, Naval Home, Army and other Naval Hospital, and Hospital Relief for Seamen and Others §1-40 and change the name of the Department of Defense (D0D) to the Military Department (MD), purchase rights to African Command and the Iraq Reconstruction Fund from the Author, Set a Military Spending Limit of $400 billion and Elect a Competent Secretary of Defense.  Furthermore seeks to reparate for the “Dear Bomb” program whereby the US Air Force has heedlessly taken the lives of numerous civilians in Afghanistan and Pakistan.  The US Military employs an estimated 2.8 million US soldiers and 600,000 civilian employees.  In FY 2006 military spending was cut to $470 from $510 billion and the deficit was only $250 billion, down from $350 billion. Under the Nuclear Non Proliferation Treaty the US, who has an estimated 10,000 warheads, must reduce their arsenal to no more than 1,700 to 2,200 nuclear warheads by 2012.  Elimination of various Cold War weapons systems can save $50 billion from maintenance.  Redeployment from Iraq and Afghanistan can save another $50 billion.  To balance the budget, provided all bailout funds are repaid or rescinded, military spending must be limited to less than $400 billion.  Since its foundation the US military has suffered 1,128,075 casualties.  Over 4,000 US troops have died fighting in Afghanistan and Iraq.  There are reported to be 26.4 million veterans living in the USA.   It is resolved to give democratic peace theory a fair try, eliminating the Democratic Republic (DR) dictator party from government, pushing for a multi-party democracy that upholds the four Ds – Development, Disarmament, Diplomacy and Democracy.

 

CHAPTER 1 Test Questions HA-30-5-09

 

20 questions and 4 missions.  The purpose of this test is to promote and protect the four D’s development, disarmament, diplomacy and democracy for civilians, 28 million veterans and +/- 2.8 million US military employees who shall be made literate in art of making peace between States and free to express their humanitarian opinions in behalf of State Parties.  This test will help you to disseminate propaganda so as to balance national security with the national security interest to protect everyone against death, disease, disability and dictatorship.  It instills a sense of the Draft Articles for State Responsibility for Internationally Wrongful Acts so that no war crime, be it international or domestic, under the Hague and Geneva Conventions, goes unreparated.  This test argues the case for changing the name of the Department of Defense to Military Department and, content with the 20th century laws of war, legislates 21st century health theology.  This test quizzes your general knowledge of martial law, military command structure, military traditions and is mostly intended to train you in military diplomacy.  The four missions are designed to train you to quickly respond to acts of war and military conflict and reparate civilians for damages, in writing, both quickly and historically for a lasting peace.  Furthermore, it directs work on disarmament and response to humanitarian disasters. Versed in the four D’s we shall win our wars with the principle of non-use of force, live in peace and prosper.

 

CHAPTER 3: Health and Welfare (HaW)

 

To amend Chapter 3 National Home for Disabled Volunteer Soldiers §71-150 fifth draft.  To pass a Balanced Budget Amendment to the US Constitution.  To adequately staff the Social Security Administration (SSA) to eliminate the disability backlog and supervise health care.  To redress torture with civil torts.  To add cardiovascular disease to the Disability Quick List.  To change the name of the Centers for Medicare Medicaid and SCHIP (CMS) to National Health Insurance (NHI) and transfer the confidential government health insurance program to SSA. Freeze or limit medical cost increases to less than 3%.  Allow for patients to refuse to pay for unnecessary, overpriced, or harmful medical treatment.  Evolve to a universal health insurance system and then to a national health service that is free for all.  Ultimately we must eliminate the income cap on SSA contributions to create a welfare system that would completely eliminate poverty in the United States.  One-in-six Americans receives a Social Security benefit.  At the end of 2008, almost 51 million people were receiving benefits: 35 million retired workers and dependents of retired workers, 6 million sur­vivors of deceased workers, and 9 million disabled workers and dependents of disabled workers. During the year, an estimated 162 million people had earnings covered by Social Security and paid payroll taxes. Total benefits paid in 2008 were $615 billion. Total income was $805 billion, and assets held in special issue U.S. Treasury securities grew to $2.4 trillion. Together Medicare and Medicaid served 87 million people at a combined cost of $602 billion.  Health care reform is social security reform.  Medicare and Medicaid operate under Social Security statute, it is logical that they would follow SSA to independence, but SSA must be adequately staffed to enforce their pension for civil torts. 

 

CHAPTER 3 Test Questions HA-11-6-09

 

20 questions and 4 missions on the topic of health and welfare.  The objective of this test is to transform American bureaucratic negligence into a pension for civil torts and mission for social justice.  In the United States, a nation of over 300 million people without statutory protection against torture, there are nearly 70,000 Social Security workers, 1.3 million petitioners, and 2 million medical billers who would out of work if single payer health insurance were implemented.  This test will help to change the name of the Centers for Medicare Medicaid and SCHIP (CMS) to National Health Insurance (NHI) and transfer the confidential health insurance program to the supervision of the independent Social Security Administration (SSA).  This test will give you and local non-profit organizations and governments the means to cooperate with Social Security and other federal social welfare programs.  This test will prepare you to sue the government for a redress of grievances for yourself or other person(s), confidentially.  Socially secure we shall dissolve the 111th Congress and balance our budget.

 

CHAPTER 4 State Mental Institution Library Education (SMILE)

 

To amend Chapter 4 St. Elizabeth’s Hospital §161-230, transfer §321-329 from Chapter 9 Hospitalization of the Mentally Ill National Returned from Foreign Countries to §189-194 of this Chapter and change the name of the Substance Abuse Mental Health Service Administration (SAMHSA) to the Social Work Administration (SWA) to administrate a review tribunal of hospitalizations by licensed social workers.  Globally mental illness and psychological disorders stemming from substance abuse are estimated to affect a combined total of 450 million people, 7.3% of the population.  55% of Americans suffered from mental illness at some time in their life and 1 in 5 Americans experience a diagnosable mental disorder in any given year.  In 1997 30,535 people died from suicide in the U.S, it was the 11th leading cause of death in 2000.  Mental illness is the second leading cause of disability, costing disability insurance an estimated $24 billion and medical insurance $65 billion annually, with mental organizations accounting for around $38 billion in expenditures.  The de-institutionalization movement has been successful in reducing the psychiatric inpatient population by half from 515,572 in 1970 to 198,195 in 1998.  During 1999 there were 1.7 million admissions to inpatient psychiatric treatment, 424,450 were involuntary commitments. The District of Columbia Mental Health System was successful in reducing the inpatient population of the hospital from 7,000 to 600.  This precedence needs to be followed around the nation for the number of inpatient hospital beds to decline by 75%, but for the overall number of beds in the mental health system to double in five years, due to the increase in the number of residential treatment beds.  MIRROR form…pp 449

 

CHAPTER 4 Test Questions HA-20-4-09

 

An estimated 55% of Americans will suffer from mental illness at some point in their life.  In any given year 20% of the population will suffer a diagnosable mental, 5.6% a serious mental illness, 1.2 million will hospitalized, 450,000 of those involuntarily.  To counsel the plus or minus 50 million Americans suffering from mental illness every year there are more than 1 million peer support professionals, social workers, family counselors, psychologists, and psychiatrists.  The purpose of this test is to teach you to apply the basic principles of the scientific method, philosophy and human rights to your way of thinking about mental health and mental illness, as should have been done in secondary school.  First, you will learn to disregard harmful thoughts and courses of action, such as substance abuse, suicide, acting out the diagnosis of mental illness, slavery or otherwise failing to admit that to error is human, particularly in circumstances that are more complicated or out of your control than you are accustomed to. Second, you will learn several methods of psychotherapy, and to determine when it is the behavior of the alleged mentally ill or accuser who harms self or others, to make appropriate referrals, and to counsel individuals and families to mental health.  Third, you will learn to respect, respond to, avoid and reform the mental health system until the day when it is wisely governed by a Social Work Administration.

 

CHAPTER 7 National Cemeteries (NC)

 

To Amend Chapter 7 National Cemeteries §271-296 and repeal Chapter 7a Private and Commercial Cemeteries §298, free wills and trusts from obligatory registration with the Court, set forth requirements for the Probate Courts to change their name to the Justice of the Peace and improve death and estate statistics, third draft.  It can be estimated that 56,597,030 people died around the world in 2004 an average of 863 deaths per 100,000, 0.86% of the population.  The preliminary number of deaths in the United States for 2004 was estimated at 2,398,343, representing a decrease of 49,945 from the 2003 total.  The preliminary estimate of life expectancy at birth for the total population in 2004 reached a record high of 77.9 years. The leading cause of death was heart disease, followed by cancer, medical malpractice, stroke, respiratory disease, accident and diabetes.  To process the 0.83% of the population that dies every year 0.05% of the population is employed in the death care industry.  There were 23,015 death care service establishments with 164,823 employees, generating revenues of $12.6 billion, with a payroll of $3.5 billion, not including the manufacturers of caskets and funeral supplies. Per death receipts for funeral services are estimated to total $4,166 for a burial and $1,080 for a cremation on an average.  Federal regulation of the funeral industry is currently limited to the National Cemeteries under the supervision of the Secretary of Veteran’s Affairs and a prohibition of unfair and deceptive advertising on the part of the funeral industry that must provide a general price list to consumers.  Estate taxes are currently limited to those estates valued over $3.5 million and national estate tax revenues are only $23 billion.  This chapter seeks to improve death and estate statistics, reduce the death rate and set up a degree program for the Probate Court to free the mentally ill as a condition for changing their name to Justice of the Peace.

 

CHAPTER 7 Test Questions HA-15-4-09

 

An estimated 2.4 million Americans die every year.  Including estate lawyers, but excluding personal representatives and executors who are nearly as numerous as the deceased, there are an estimated 200,000 people involved in the death care industry.  Death is, for the most part, a family affair, but it is also of interest to the community and the nation.  This test is designed to prepare you, the citizen, to plan your estate in the eventuality of your death, to manage the estate of a departed loved one who designates you personal representative or to counsel a grieving family.  This test is designed to enable you to detect and respond to fatal epidemics and bio-terrorism at the county, state and national levels through the tabulation and analysis of death statistics.  This test is designed to enable you to judge the ethics of funeral and cemetery corporations as well as estate lawyers and others involved in the end of life and death care industries.  Most of all this test is designed to enlist you as an advocate for the improvement of the accuracy, integrity and transparency of county, state and federal death statistics, for the reduction of American fatalities to less than 2 million, and to call for the National Conference of Commissioners on Uniform State Laws to legislate a 111 page degree program for the Probate Court to cease slaving the mentally ill as a condition for changing the name of their Court, that adjudicates wills and estates, to the Justice of the Peace.
