The quantity of articles this summer quarter has been reduced by the high quality of the publications.  The 4th edition of the entire 10 volume HA statute was done on August 11, 2012 and the Perseid meteors that night were the most prolific, in the northern hemisphere, since the Geminids of December 2011.  The chapter tests have been reduced to 10 questions and should be fun.  The work on organic agriculture inspires application and aims to improve food quality and land management.  The HA cross-examination of the federal budget is a historical fact that cannot be denied.  Almost everyone who has been diagnosed with chronic illness goes through nine stages of acceptance or denial, action or inaction, related to the illness.  Those stages are (1) grief, (2) denial, (3) rage, (4) self-pity, (5) depression, (6) fear, (7) frustration, (8) resignation or acceptance and (9) choosing life over death.  Global economies are no different.  The United States (US) is in fact governed by the HA budget.  It is the European Union (EU) who must devaluate the Euro in appreciation of developing nation currencies, to correct the market distortion caused by continuing bailouts that aggressively damage the global economy.  The neoliberal trend of the past three decades to devaluate developing nation currencies needs to be reversed.  When a nation wants economic growth they devaluate their currency to sell more goods on the international market and justify the printing of money (bonds) without damaging the stock market.  When a nation wants to strengthen their financial infrastructure and purchasing power they appreciate their currency.  Northern and southern European economies are however obviously calibrated differently and the northerners want high value Euros, for their service economies, while southern nations want to devaluate the Euro to improve trade with their Middle Eastern and African neighbors.  Bailouts have never been known to be effective.  The EU must ratify their Constitution.  The press makes it clear that any further European bailouts must be penalized with the dissolution of the EU under their own rules prohibiting membership to nations with deficits exceeding 3 percent of their GDP.       

 

Federal Budget Balanced to Prevent Debt from Exceeding 100% of GDP FY 2012 HA-13-7-12

 

Agency reports must be reviewed under Art. 2(2) of the U.S. Constitution to prevent the federal debt from exceeding 100% of GDP FY 2012. $100 billion must be saved prohibiting overspending in DOL and OPM in FY 2012 and $50 billion in FY 2013.  Pardoning former Illinois Governor Rod Blagovich’s 14 year federal sentence rather than the “boom bust cycles” of the Secretaries of Education and Transportation reduces the deficit $109 billion in FY 2012 at the stabilizing cost of $24 billion in FY 2013.  Correcting SSA’s on-budget OMB account and taking the +/-1 billion real costs of Defense-Civil for Hospitals & Asylums (HA) properties off-budget by the VA the deficit would be reduced by $77.1 billion in FY 2012 and $109.4 billion in FY 2013.  Holding DOD and HHS to reasonable spending limits would save FY 2011 $173 billion, FY 2012 $238.3 billion, and FY 2013 $253.6 billion.  HUD’s meticulous accounting also reduces the deficit by $8.8 billion in FY 2012 and $1.5 billion in FY 2013.  It is therefore rewritten that HUD fold TARP and returns $325 billion to the General Fund in FY 2012 reducing the deficit to -$412 billion, 2.6% of GDP, which would reduce the debt as a percentage of GDP to 97.3%. In FY 2013 the deficit would go down to -$407 billion, 2.5% of GDP, and the debt to 95.4% of GDP.  Carpe diem.

 

Organic Crop Insurance Modification HA-9-9-12

 

The food and agriculture sector accounts for roughly one-fifth of the nation's economic activity - $3.2 trillion of the US $15.6 trillion Gross Domestic Product (GDP) 2012 and $15.79 trillion of the $78.95 trillion Gross World Product (GWP) 2011.  The 1.9 percent of the US population who work full or part-time as farmers receive 0.7 percent of the GDP - $109 billion – significantly less than half of the $275 billion administered by USDA at a cost of $148 billion to the FY 2012 budget.  Off-farm work has played a key role in increased farm household income; which exceeded the national average by nearly $8,000 in 2002.  Unfortunately, 91 percent of all soybeans, 85 percent of all corn, and 88 percent of all cotton in the United States are now grown from GMO seeds.  Before Roundup Ready soybeans were on the market in 1998 the tolerance for Roundup was 3 ppm.  By the time Roundup Ready soybeans showed up at the marketplace, they had concentrations up to 20 ppm.  rBGH is in 90 percent of dairy products.  Chemical farms are in production on about 930 million acres in the US and 3.8 billion acres globally while organic farming practices are in use on only approximately 4 million acres in the US and 30.4 million acres globally.  Food quality must be improved under the Organic Food Production Act of 1990.  First, Genetically Modified Organisms (GM) and recombinant Bovine Growth Hormone (rBGH) labeling must be required on food products that contain them.  Second, crop insurance must be modified so that farms that have been certified organic pay 5 percent less and chemical farms pay 5 percent more in premiums.  Third, organic farmers must be provided with access devices to receive payments under the Food Stamp Act of 1977.  Fourth, certified organic tobacco producers and vendors of $1 a day products, must be allowed to be 100 percent tax exempt as compensation for the excessive tax.  Fifth, the preventative use of artificial pesticides and fertilizers without a prescription must be halted.  Environmental liability shall not exceed annual corporate profits.  Organic training and certification shall be free and in three years your harvest, mental and physical health should be better than ever.       

 

Book 2 Attorney General Ethics (AGE)

 

To amend Chapter 2 Soldier’s and Airmen’s Home §41-70.  The American Legal System has failed, lawyers are either behind bars or drunk on power. In 2001, the majority of the 93 million judicial cases filed, were processed by 15,555 state trial courts operating under the supervision of the county; 13,515 of limited jurisdiction and 2,040 of general jurisdiction, operated by 29,266 judges.  There were 55.7 million traffic cases filed, 15.8 million cases were filed with the civil division, 14.1 million Criminal cases, Domestic Relations processed 5.3 million cases, 2 million criminal cases were filed in Juvenile Courts and 276,408 cases were filed with the Appellate Courts.  A civil law system must be instituted by lowering law school entrance to high school graduates and the bar exam to BA and terminate the licenses of all lawyers who are elected or appointed to public, commercial or social office, a Civil-law Amendment III to the Annotated United States Constitution calls for 4 year terms for elected federal judges, with a two term limit for justices, and one year term for chief justice, to repeal the constitutional right to bear arms and quartering of troops in people’s homes, to change the name of prosecutor to district attorney, elect licensed social workers to adjudicate traffic, divorce, mental illness, substance abuse, tenant-landlord and small claims, and funeral directors to avoid Probate, to abolish the death penalty, to change the name of the Drug Enforcement Agency (DEA) to Drug Evaluation Agency (DEA) and transfer to the Food and Drug Administration (FDA), to change the name of the Court of International Trade of the United States (CoITUS) to Customs Court (CC), to change the name of the Office of Violence Against Women to Office of Women’s Rights and transfer to Social Work Administration (SWA) when established, to ratify Optional Human Rights Protocols, to appoint a new Attorney General, to transfer the Justice Assistance Grant (JAG) and other extra-jurisdictional finance entirely to halfway house programs, primarily financed by up to 7.7% of the Supplemental Security Income (SSI) program for poor people on probation and parole, to safely reduce the jail and prison population to less than 250 per 100,000 residents legal limit within a decade; to separate the lawyers between those who are behind bars and those who are drunk on power; Quiz.…219 

 

Book 3 Health and Welfare (HAW)

 

To amend Chapter 3 National Home for Disabled Volunteer Soldiers §71-150, to reduce the deficit to 2.6% of GDP in FY 2012 and 2.5% of GDP in FY 2013 under Sec. 148, to amend the Disability Insurance (DI) tax rate to 2.61%, and the Old Age Survivor Insurance (OASI) tax rate to 9.79% without increasing the overall 12.4% OASDI or 15.3% OASDI and Hospital Insurance (HI) tax-rate, to fix a 3% Cost-of-Living Adjustment (COLA) for social security benefits, to limit medical cost increases to less than 3%, to improve accounting, to limit the term of the Social Security Commissioner to two years, to replace Administrative Law Judges (ALJs) and representative with licensed social workers and non-social worker representatives, to authorize SSA to settle legal and medical malpractice, to finance halfway houses with SSI, to provide Medicaid for free to those earning less than 150% of the poverty line and for reasonably priced premiums for everyone else, to prohibit medical billing, to nationalize health insurance assets, to ratify ILO Conventions 132, 156 and 183, to afford a 1% FICA tax for international development, to pass a Balanced Budget Amendment, and to eliminate the income cap on Social Security contributions to guarantee all Americans an income of $1,000 a month.  During 2011, an estimated 148 million people paid FICA social security payroll taxes.  One-in-six Americans, 55.4 million receives a Social Security benefit.  In 2011, 44.8 million people received OASI benefits, 15 million received DI and/or SSI benefits, and 48.7 million were covered under Medicare.  In 2010 DI paid 9.9 million beneficiaries and SSI paid 7.9 million beneficiaries there is considerable overlap.  Total benefits paid in 2011, including SSI, were $785 billion. Total income including $49 billion from the General Fund to pay for SSI was $830 billion.  Assets grew to $2.7 trillion. In 2011, Medicare covered 48.7 million people. Total expenditures were $549.1 billion. Total income was $530.0 billion. In 2008 Medicaid served more than 52 million Medicaid beneficiaries costing more than $305 billion.  In 2011 38 million people used food stamps at a cost of $53.6 billion.  In 2000 125 million people were covered by unemployment insurance and in 2010 there were around 42.4 million beneficiaries.  TANF beneficiaries have decreased from 14.2 million in 1993 to less than 5 million in 2003.  In 2001, 6.9 million custodial parents were due an average of $5,000, $34.9 billion due and $31.9 billion (62.6%) received, averaging $3,200 per custodial family and another $900 million was paid voluntarily.  In 2012 4.5 million Americans received rental assistance from HUD; to familiarize you with the broad spectrum of federal welfare benefits; Quiz 370 

 

Book 5 Customs (CC)

 

To amend Chapter 5 Columbia Institution for the Deaf §231-250.  The Millennium Development, MDGs for 1990-2015, cut in half the number of hungry people to 622 million people and percent of people in poverty to 22.75% by 2015 from 45.5% in 1990.  In 2005 843 million people, 12.5% of the population, were hungry and over a billion lived on less than $1.25 a day, in 2009 after the economic crisis the number of hungry people rose to 18%, 1.2 billion people, and the number of people living on less than $1.25 a day rose from 21.5% in 2007 to 22.9% in 2009.  The other goals, education, gender equality, and water and sanitation are on track and the spread of the HIV/AIDS pandemic has been reversed.  Official Development Assistance (ODA) growth must be sustained to achieve the intermediate target of 0.7% of GDP on the way to a 1% social security style payroll tax for international development.  Voting at the Bretton Woods institutions must be reformed from contribution based to population based, a one person one vote system.  To end dependency upon the U.S. dollar as the international reserve currency IMF Special Drawing Rights (SDR) shall be the international reserve currency.  To improve global public health, diplomacy and reputation the U.S. shall change the name of Title 6 of the US Code and CFR from Domestic Security and Homeland Security to Customs, amend Title 22 Foreign Relations and Intercourse (a-FRaI-d) to Foreign Relations (FR-ee), change the name of the Court of International of the United States (COITUS) to Customs Court (CC).  To terminate financing the Israeli/Egyptian US military finance race, to cease obstructing Palestinian statehood, to purchase a quota from an Afghan Opium Agency, to terminate all international offices of the DEA, to hold NATO and UN peacekeeping mission war profiteers accountable for their crimes, to terminate the UN Peacekeeping Mission in Haiti, to expel the prosecutors from the Hague, to pass the European Constitution, it is resolved to set down the Generals of the United Nations (GUN), elect a Secretary of the UN (SUN), abolish the Permanent Membership to the Security Council, change ECOSOC to Socio-Economic Administration, General Assembly to Assembly, Trusteeship to Human Rights Council and establish an International Tax Administration by ratifying the Constitution of the States of the United Nations (SUN); to the perfect the laws and Customs; Quiz…671
