67th Session of the Committee on Racial Discrimination HA-1-9-05

Welcome to the 38th distribution of information relating to the recommendations of the seven human rights treaty bodies. At its 67th session (2-9 August 2005), the Committee on the Elimination of Racial Discrimination issued its concluding observations on the reports of the following States parties to the International Covenant on the Elimination of All Forms of Racial Discrimination:

The Committee issued one decision under its early warning and urgent procedures:

It also wrote to two States parties with specific questions relating to their implementation of the Convention:

This hearing regarding the encroachment on the lands and threat of the dumping of nuclear waster to the Shoshone would be better titled, the Shoshone Nation, the USA requires better work by the Committee and the foundation of National Institution on Human Rights primarily because African-American suffer much higher rates of incarceration than other races at 6,000 per 100,000 rather than the also high rate of 500 per 100,000.  If the Committee is scared of causing a nuclear reaction by the right wing extremists who hold power they should make it their goal to found a National Institution of Human Rights to process violations and make headway on the forfeiture of the prison surplus to Community Corrections.(inserted by Hospitals & Asylums).

In addition, the Committee considered one individual communication under article 14 of the Convention, and found one or more violations of the Convention:

The Committee issued General Recommendation (General Comment) No. 31 on prevention of racial discrimination in the administration and functioning of the criminal justice system.

In follow-up to the Committee's Declaration on the prevention of genocide of March 2005, the Committee approved a set of indicators of patterns of systematic and massive racial discrimination:
